We are joining the North Carolina Association of County Commissioners (NCACC), National Association of Counties (NACo), and National Association of County Veteran Service Officers (NACVSO) in this effort. As a show of support, county buildings will be illuminated with green lights from November 4-11, 2025. Recommended Action: Review and consider approval of the resolution in support of Operation Green Light. Financial Impact: Attachments: 1. Operation Green Light for Veterans Page 2 of 16 [PAGE 3] Resolution Supporting Operation Green Light for Veterans WHEREAS, the residents of Stanly County have great respect, admiration, and the utmost gratitude for all the men and women who have selflessly served our country and this community in the Armed Forces; and WHEREAS, the contributions and sacrifices of those who served in the Armed Forces have been vital in maintaining the freedoms and way of life enjoyed by our citizens; and WHEREAS, Stanly County seeks to honor individuals who have made countless sacrifices for freedom by placing themselves in harm’s way for the good of all; and WHEREAS, veterans continue to serve our community in the American Legion, Veterans of Foreign Wars, religious groups, civil service, and by functioning as County Veterans Service Officers in 29 states to help fellow former service members access more than $52 billion in federal health, disability and compensation benefits each year; and WHEREAS, approximately 200,000 service members transition to civilian communities annually; and an estimated 20 percent increase of service members will transition to civilian life in the near future; and WHEREAS, studies indicate that 44-72 percent of service members experience high levels of stress during transition from military to civilian life; and WHEREAS, active military service members transitioning from military service are at a high risk for suicide during their first year after military service; and WHEREAS, the National Association of Counties encourages all counties, parishes and boroughs to recognize Operation Green Light for Veterans; and WHEREAS, Stanly County appreciates the sacrifices of our United States military personnel and believes specific recognition should be granted; NOW, THEREFORE, BE IT RESOLVED, with designation as a Green Light for Veterans County, Stanly County hereby declares November 4-11, 2025, as a time to salute and honor the service and sacrifices of those transitioning from active service; and BE IT FURTHER RESOLVED, that in observance of Operation Green Light, Stanly County encourages its citizens in patriotic tradition to recognize the importance of honoring all those Page 3 of 16 [PAGE 4] who made immeasurable sacrifices to preserve freedom by displaying a green light in a window of their place of business or residence from November 4-11, 2025. Other counties in the region have sought special local legislation from the NC General Assembly to extend the trapping season for foxes to coincide with all other fur- bearing animal trapping. All other fur-bearing animals may be trapped in Stanly County from October 1 until the end of February. The attached resolution would seek local legislation from the NC General Assembly to extend fox trapping season from October 1 until the end of February in Stanly County. Fox Trapping Resolution_Nov 2025 Page 5 of 16 [PAGE 6] RESOLUTION OF THE BOARD OF COMMISSIONERS OF STANLY COUNTY REQUESTING THE NORTH CAROLINA GENERAL ASSEMBLY ESTABLISH A LOCAL ACT EXTENDING FOX TRAPPING SEASON IN STANLY COUNTY WHEREAS, the Stanly County Board of Commissioners finds that Stanly County is experiencing an increase in the population of foxes, which exposes Stanly County’s native wildlife, domesticated animals, and residents to an increased risk of attacks by these animals and the diseases that they carry; and WHEREAS, there are numerous session laws that have been approved by the NC General Assembly relating to trapping foxes in various counties across North Carolina; and WHEREAS, currently foxes are listed as game animals and not furbearers such as raccoons, opossum, skunks and bobcats so the trapping season is currently limited to January 2 to January 31 each year in Stanly County; and WHEREAS, all other furbearing animals may be trapped in North Carolina from October 1 to the last day of February each year; and WHEREAS, this creates an ethical dilemma for trappers who may accidentally trap a fox outside of the defined trapping season and must release the animal even if the animal is injured; NOW, THEREFORE, BE IT RESOLVED, that the Stanly County Board of Commissioners hereby requests the North Carolina General Assembly adopt a local act extending fox trapping season in Stanly County from October 1st through the last day of February each year to coincide with the designated trapping season for all other furbearing animals. Barbee, Chairman ATTEST: __________________________________ Tyler Brummitt, Clerk to the Board Page 6 of 16 [PAGE 7] STANLY COUNTY BOARD OF COMMISSIONERS WORK SESSION MINUTES OCTOBER 20, 2025 In attendance: Chair Mike Barbee, Vice Chair Brandon King, Commissioner Patty Crump, Commissioner Scott Efird, Commissioner Trent Hatley, Commissioner Bill Lawhon, Commissioner Billy Mills, County Manager Andy Lucas, County Attorney Jenny Furr, Clerk to the Board Tyler Brummitt and Senior Services Director Pamela Sullivan. Nutrition Site – Grab & Go Meals Program Commissioner Lawhon stated that he had received a citizen complaint earlier that day about the discontinuation of the Grab & Go Meals program at the Albemarle Nutrition Site. The citizen expressed concerns because his mother is homebound and relies on him to pick up the meals since she is unable to visit the congregate meal sites. He was told that the program was ending in October due to the County Commissioners not providing funding in the budget for it to continue. Senior Services Director Pamela Sullivan explained that the program initially began with federal funds received through the Home Care Community Block Grant (HCCBG) during COVID- 19, which have since ended. She noted that Stanly County is the only county in the region that continued the program after this initial funding ended several years ago. However, due to the associated costs and impact on staff, the decision has been made to discontinue the program at all sites by year-end once the remaining funds are depleted. The Board discussed the nutrition services, including the number of meals served, average donations received weekly, and the possibility of implementing means testing for program eligibility, which has not been done previously. Some Board members raised concerns with continuing to fund the program with taxpayer dollars. Following discussion, Commissioner Lawhon made a motion to continue the Grab N’ Go Meals at the Albemarle, Norwood and Locust sites, which are currently scheduled to end in December 2025. This will allow the Board more time to consider the funding necessary to continue it. The motion failed due to lack of a second. Commissioner Lawhon also requested that Director Sullivan provide the Board with the customer notification letter for the program’s discontinuation. Additionally, he requested a report detailing year-to-date donations, the cost to continue funding the program, and information on how means testing can be implemented to determine a client’s eligibility for the nutrition programs in the future. The Village of Misenheimer was delayed in getting this sidewalk project completed due to having to obtain easements from the Norfolk Southern Railroad and coordinate construction with the railroad. As a result, the project took multiple fiscal years to complete. The project is now finished and the Village of Misenheimer is seeking the $10,000 match which was initially approved in FY 21-22 and budgeted again in FY 22-23. Recommended Action: Review and consider approval of the budget amendment Financial Impact: Funds for this project were budgeted in previous fiscal years and lapsed. The lapsed funds contributed to the General Fund balance at fiscal year-end. Attachments: 1.
