RECOGNITIONS A. 2025 Mono County Spirit Award Departments: Board of Supervisors Persons Appearing Before the Board: Supervisor Salcido 15 minutes The Mono County Community Spirit Award celebrates the people in our county who take the initiative to do something beneficial for their community. Supervisor Salcido, as outgoing 2025 Board Chair, requests that the Board of Supervisors recognize Carolyn Balliet with the sixth annual Mono County Community Spirit Award for her outstanding devotion and commitment to her community and to Mono County. Recommended Action: Award Carolyn Balliet Mono County's 2025 Community Spirit Award and adopt proposed proclamation. Fiscal Impact: None. 3. COUNTY ADMINISTRATIVE OFFICER CAO Report regarding Board Assignments Receive brief oral report by County Administrative Officer (CAO) regarding work activities. 4. Authorize Public Works Director to Sign Purchase Order for Benton Grader Repair Departments: Public Works Authorize Public Works Director to Sign Purchase Order for Benton Grader Repair. Recommended Action: Authorize Public Works Director to sign all contracts and purchase orders related to repair for the Benton grader. Fiscal Impact: None. This is a one-time repair with the ATR already approved in the Q1 budget adjustments. B. Amendment to Memorandum of Understanding for Veterans Services Officer to Adjust Insurance Requirements Departments: County Administrative Office Amendment to the Memorandum of Understanding for the Veterans Services Officer to adjust insurance requirements. Recommended Action: Approve amendment to the Memorandum of Understanding for the Veterans Services Officer and authorize Chair to sign agreement on behalf of the County. Fiscal Impact: None, this request is for approval of the amendment to the insurance requirements for the Memorandum of Understanding for the Veterans Services Officer. Insurance requirements are needing to be lowered to meet standards for both Inyo and Mono County. C. Appointment of Emergency Standby Officials Departments: County Administrative Office Presentation regarding the appointment of Emergency Standby Officials pursuant to the California Emergency Services Act to ensure continuity of county government if conditions of disaster prevent one or more members of the Board of Supervisors, or the County Administrative Officer, from carrying out their official duties. Recommended Action: Adopt the proposed resolution regarding the appointment of Emergency Standby Officials. Fiscal Impact: None. 6. Recommended Action: (1) Conduct a workshop and introduce, read title, and waive the first reading of an ordinance to adopt the 2025 California Building Codes; and (2) Direct staff to hold a public hearing per state law at the Board's next regular meeting on February 3 on the proposed ordinance; and (3) Provide any further direction to staff. D. 2026 Federal and State Legislative Platform Departments: County Administrative Office Persons Appearing Before the Board: Sandra Moberly, County Administrative Officer 20 minutes The Board has used the Legislative Platform to advocate for County priorities at both the state and federal levels, including framing requests for federal appropriations funding. Members of the Board of Supervisors will visit Washington, D.C. from February 21 to 24, 2026, to advocate for federal funding and participate in the National Association of Counties Legislative Conference. The 2026 Federal and State Legislative Platform will guide Mono County’s advocacy efforts throughout the 119th Congress. Recommended Action: None. Provide any desired direction to staff. Resolution Authorizing Submission of a Community Development Block Grant Application Departments: County Administrative Office Persons Appearing Before the Board: Sandra Moberly, County Administrative Officer 15 minutes The State Community Development Block Grant Program provides funding for eligible cities and counties to carry out community development housing activities that benefit low-to- moderate income households. The current Notice of Funding Availability allows counties to apply for funding for eligible activities including supporting business development and job creation as well as public service activities. The resolution before the Board allows the County to submit an application for this funding. Recommended Action: Adopt the proposed resolution authorizing the CAO or designee to submit a Community Development Block Grant (CDBG) application to the California Department of Housing and Community Development and to execute all related documents required for the application and implementation of the project. Fiscal Impact: Mono County is planning to submit an application for three items included in the Community Development Block Grant Program. $1,500,000 for a small business loan program to retain and create jobs for low and moderate income households, $300,000 for a preschool in Bridgeport California for children from low and moderate income households, and $300,000 for planning and technical assistance to determine necessary upgrades and improvements for public services and ADA access at the June Lake Community Center. Eligible cities and counties may submit up to three project or program applications for CDBG funds under this current Notice of Funding. A resolution is required for the application. There is no fiscal impact for this grant as all administrative costs will be paid out of the grant itself. 8. CLOSED SESSION [PAGE 6] A.
