Minutes of December 4, 2025, Regular Meeting
1. Call to Order – The December 4, 2025, meeting, having been duly publicized, was called to order by Chairman
Carnes at 6:00 PM
2. Invocation and Pledge of Allegiance – Was led by Chairwomen Carnes
3. Roll Call – Members present for the roll call were Chair Silvia Carnes, Vice Chair Ed Shannon, Candies Gerald
and Terry Hayes. Mr. Jacques Palmer, Director of Planning and Community Development, and members of the
public were also present.
4. Approval of August 7, 2025, Regular Meeting Minutes:
Mr. Shannon moved to approve with a second by Ms. Gerald. The vote to approve the minutes was unanimous,
4-0.
5. Organizational and Procedural Items.

6. Unfinished Business:
a. None
7. New Business
a. Conditional Use Permit request for 587 East Robinson Avenue (parcel # G18 008) from:
Section 3.043 of the City Zoning Code (Appendix “A” to the City Code) to allow for a
Conditional Use – Restaurant, drive-in/drive thru only.
Mr. Palmer gave the staff analysis of the Conditional Use Permit to the Board of Zoning Appeals.
The Public Hearing was opened at 6:05 PM by Chairwomen Carnes.
Mr. Gil Rowland representing Southern Fired Foods presented his case to the board members.
Several board members asked Mr. Rowland for clarification about the business and how it will be operated.
No other members of the public were present.
The Public Hearing was closed at 6:11 PM.
Ms. Gerald moved to approve the conditional use permit, seconded by Ms. Hayes.
The vote was 4 – 0 in favor.
8. Staff Comments: Mr. Palmer thank the board members for their time and commitment to the city.

10. Adjourn: Ms. Hayes moved to adjourn, second by Mr. Shannon, and 4-0 vote in favor, the meeting was
adjourned at 6:20 PM.
