[PAGE 1] The Pottawatomie County Board of County Commissioners met in a regular meeting on Tuesday, February 3, 2026 at 9:00 a.m. The following members were present: Melissa Dennis, Chairman, Abby Thompson, Member, Raeshel Flewallen, County Clerk, Stacy Bateman-Woods, ADA. GUESTS- Phil Solinger, Pott County GOP, Ira Romine, Bob Freeman, Shawnee Conservation, Brenden Beggs, Paul Jordon, District 3, Aaron Scott and Braquel Payden, Pott Co EM, Particia Carter, Election Board, Crystal Romanyszyn, Shawnee Forward, Suzie Campbell, Countywide, Kurt Schultz and Thad Campbell, Maintenance, Cody Roe and Doug VanScoyoc, City of McLoud, Willis Snowden, React EMS, Jennifer Freeman, PCPSC, Robin Ueltzen, Pott Co 911, and Kellie Clay, Pott Co Admin, were all welcomed to today’s meeting. PUBLIC COMMENTS- Crystal Romanyszyn, Shawnee Forward, gave information on things they were doing for business innovations, bring jobs and helping with small business grants. They also have programs on financial literacy for elementary students. UPDATE FACILITIES MAINTENANCE- There were 36 maintenance tasks. They are having water issues at the Law Library. They have also done a lot of maintenance at Carter Hall on the doors. UPDATE PUBLIC SAFETY CENTER- The current number of inmates is 300. There are 256 males and 44 females. Twenty-eight were booked-in and 27 released. Four inmates were placed on safety observations. UPDATE POTT CO 911- There were 21 address points created/edited. UPDATE POTT CO EM- There were 2 responses last week. Three shelters were mapped on OneMap. CPN will be providing 50 car seats for Touch-a-Truck. They assisted with a pallet of water and water trailer for Tri-County District 2 and drone operations to determine the potential water leak. UPDATE POTT COUNTY SHERIFF’S OFFICE- An update was not given at today’s meeting. MINUTES- Mrs. Dennis made a motion to approve the minutes of January 27, 2026. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. BID- Mrs. Dennis made a motion to approve going out on bid for (2) bridges in Brookridge Addition. This was previously approved but she had to spend $30,000 to get things fixed so she could get easements from property owners which she just received. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. TRANSFERS OF APPROPRIATIONS- Mrs. Dennis made a motion to approve the following Transfers of Appropriations: React EMS ST- $35,000.00 from capital outlay to EM additional ST; General Gov- $567,000.00 from salaries to M & O ($500,000.00) and benefits ($67,000.00). Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. BLANKET PURCHASE ORDERS- A motion was made by Mrs. Thompson and seconded by Mrs. Dennis to approve the blanket purchase orders. The motion carried with the following vote: AYE- Thompson, Dennis. PRIVATE ROAD SIGNS- Mrs. Dennis made a motion to approve all new private road signs in the county, to contain the words, private road, printed underneath the road name. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. CONTRACT- Mrs. Dennis made a motion to enter into a contract with First Med Health for drug testing services and wellness physicals to include on the job related injuries. Changes were made on the dates to read from February 1, 2026 thru June 30, 2026 (not 2027) to renew on July 1, 2026. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. PURCHASE EMERGENCY MANAGEMENT- A motion was made by Mrs. Dennis to approve emergency management to purchase a DJI Matrice 4TD drone from Unmanned Vehicle Technologies, LLC (state contract SW-10160) for $23,826.07 out of their sales tax account. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. COUNTY OWNED PROPERTY- No action was taken regarding county owned property at 35302 Clearpond Road as the county is not selling the property at this time. COUNTY TRAVEL POLICY- A motion was made by Mrs. Dennis to amend the travel policy to read any entity using sales tax money will need approval from the board to travel outside the state before their travel. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. JUVENILE DETENTION CENTER- A motion was made by Mrs. Dennis to possibly go out on bid regarding security doors and equipment that need to be replaced at the juvenile detention center. Seconded by Mrs. Thompson the vote was: AYE- Thompson, Dennis. UTILITY PERMIT- Mrs. Dennis made a motion to approve the utility permit for ONEOK Gas Transportations in the SESE/4 of Section 8-T9N-R2E parallel to N3305 Rd aka Old Barn Road in District 2.
