Krachmer opened the meeting at 7:04 p.m.
Members present: Mayor Mike Krachmer; Council Members Erik Goebel, Kelly Jozwowski, and
Jerry Moynagh.
Members absent: Katherine Doll Kanne.
Also present: City Administrator Kevin Watson, Assistant City Administrator Kaylin Clement,
City Attorney Caroline Bell Beckman, Public Works Director Jim Hauth, Planning/Community
Development Director Nolan Wall, Fire ChiefKurt Frison, Deputy Clerk Phillip Lundquist.

Motion by Goebel, seconded by Jozwowski, to accept the Park, Recreation, and Trails
Commission Minutes ofNovember 17, 2025.

11. Committee, Commission, and City Council Reports
Moynagh— nothing to report.
Jozwowski— Attended Park, Recreation, and Trails Commission where VLAWMO and Ramsey-
Washington Watershed presented on grant opportunities for residents.
Goebel— nothing to report.
Krachmer— attended Health and Public Safety Commission still has a space for an alternate and
a youth representative at the last Wednesday in February. Senator Gustafson attended workshop
and had a good discussion. The city's legislative priorities were presented, and Council
appreciates her partnership. The city was invited tojoin lawsuit, but city may not have standing
and would be cost prohibitive. Encourages actions through food shelves and schools to support
the community. Krachmer was also invitedtojoin the Safe and Stable Communities coalition of
other cities with three priorities ofpublic safety, safeguarding civil liberties, and economic
stabilization.
12. New Business
A. Approve Ordinance 793: Setting Council Compensation for 2026 and Resolution of
Summary Publication
Upon motion by Goebel, seconded by Moynagh, it was:
26-02-09 RESOLVED: City Council adopts Ordinance 793: Setting Compensation
for Mayor and Councilmembers for the Year 2026 and the associated
resolution ofsummary publication.
Ayes— 4 Nays— 0 Resolution is adopted.
13. Old Business
A. Approve Final Plans for Street Improvements Project 2026- 01 and Authorize
Advertisement ofBids
Hauth presented the final plans and specifications for 2026-01 and authorize staffto seek
bids for that project. Hauth presented the timeline ofthe project from feasibility to now.
Conversations with residents resulted in changes and updates to the programs. Changes
were also included to take in comment from the state on stormwater systems to
accommodate flow from the road into swales and raingardens.
Motion by Jozwowski, seconded by Goebel, to approve final plans for Street
Improvements Project 2026-01 and authorize staff to advertise bids.

B. Adopt No-Parking Resolution
Hauth presented the resolution. State requires a resolution to establish state-aid streets as
no-parking, except where parking bump-outs will be constructed. Moynagh asked about
handicap accessible parking spaces that a resident brought up to him the previous day.
Upon motion by Moynagh, seconded by Jozwowski, it was:
26-02- 10 RESOLVED: City Council adopts a resolution establishing Greenhaven
Drive from Centerville Road to CSAH 96 as No Parking.
Ayes— 4 Nays— 0 Resolution is adopted.
C. Approve Change Order from Castle Rock
Hauth presented the change order for removal of ash trees in the city right-of-way. To
accommodate the 2026-01 project at atime before examination ofmigratory bird nests. As
57 trees would be examined after the April date.
Motion by Goebel, seconded by Jozwowski, to approve change order from Castle Rock.
Ayes— 4 Nays— 0 Resolution is adopted.
14. Staff Reports
Lundquist— Nothing to report.
Frison— Completed final inspection ofnew ladder truck, and excited for its arrival. Factory
training the first week ofMarch.
Clement— Nothing to report.
Hauth— Notices ofthe tree removal and notices to residents will start tomorrow.
Wall—Attended VHEDC planning session with Watson and Moynagh.
Bell Beckman— got a favorable opinion from Court ofAppeals.
Watson— Learning quickly the Safe and Stable Communities coalition.
15. Consideration ofFuture Topics for City Council
None.
