At 5 a.m. this morning, Tropical Storm Helene was forecast to intensify and be near hurricane strength when it passes near the northeastern coast of the Yucatan Peninsula during the next several hours where a hurricane warning is in effect. Helene is expected to rapidly intensify and grow in size over the eastern Gulf of Mexico. There is a danger of life-threatening storm surge along with the entire west coast of the Florida Peninsula and Florida Big Bend. The Pinellas County area is projected to receive a storm surge of 5 to 8 feet and increased winds beginning Thursday and strengthening into Thursday evening. These storm conditions will cause power outages, trees to come down, flooding, and make outdoor conditions extremely dangerous at times. Our ground is already extremely saturated. Residents and guests are encouraged to monitor local news stations for the latest storm information. Over the past 48 hours, the City of Safety Harbor has implemented its Hurricane Emergency Operations Plan. All staff members in the city departments have been doing their part to ensure life safety and property conservation during this storm. The marina will close today. All city facilities will be closed beginning at 5 p.m. tonight and will reopen on Friday at noon. Garbage and recycling services have been suspended. Approximately 3,000 sandbags have been distributed, and the fire department is assisting those in need of evacuation. At 9 a.m. this morning, the county manager has issued a mandatory evacuation for those living in level A evacuation zones. This is due to forecasted storm surge. This is the issue for this storm. Please do not let your guard down, hide from wind, run from water. There is still time to prepare for this storm. Even though we are outside of the cone, we are not out of this. Most of the worst weather associated with these storms is on the east side where we are. Those residing in low-level areas prone to flooding should consider relocating. Those in level A evacuation zones should relocate to a non-level A evacuation zone. Everyone should have food and water ready to go and have a plan in case their power goes out, especially those who are electrically dependent. THIS IS OBVIOUSLY PRESENTED FOR FIRST READING, AND THIS WOULD GO INTO EFFECT THIS MORNING AT THE CONCLUSION OF THIS MEETING. Good question. Thank you. So Friday, our emergency conditions will start at 8 p.m. tonight and end at 12 p.m. Friday where we will reopen all city facilities. That is the plan. Thank you. I believe you asked what extra powers this resolution provides us. It allows us to make some immediate decisions if we have to do some expenditures. It also allows us, and that's for short term. This will end once this disaster ends. It also allows and sets us up for appropriate reimbursements from FEMA if the federal government declares this a disaster at their level. And allows us to utilize some of the mutual aid agreements that are in existence with different state and local agencies. So if FEMA or the state is engaging certain agencies because we have a declared emergency, we can engage them the same way. So as well as the procurement. Now all the procurements also, in addition to what the manager said, they are reported back to the commission at the next meeting. So you will all, there's no purchases that'll happen outside the manager's authority that this commission will not be made aware of. So your expenditure level increases or is... Correct, if the need. So an example would be if there's a... I always use it as an example. If a crane is needed to do something immediately, we could act on that as soon as possible. Great.
