Thursday, March 10, 2022

ROLL CALL & PLEDGE OF ALLEGIANCE
Garry Gibbs called the meeting to order at 6:01 p.m. noting that a quorum was present.
The Pledge of Allegiance was recited. Garry Gibbs welcomed everyone to the second Lorain
County Convention Facilities Authority meeting. Mr. Gibbs introduced Vassie Scott
to the group who was not present at the first meeting due to a family commitment. Mr. Scott
then introduced himself sharing where he resides, job background and community involvement.
Roll call was taken.
APPROVAL OF PREVIOUS MINUTES
Previous meeting minutes were read and reviewed. Corrections that were made to the previous
minutes are:
*The correct name of the Authority: The Lorain County Convention Facilities Authority.
*Under “New Business”, Mr. Martin was changed to Mr. Heberling. No other corrections were
made. Mr. Heberling moved to approve the minutes as corrected, seconded by Mr. Larson.
The motion passed unanimously.

OLD BUSINESS
Review of Bylaws - On February 24, 2022, Dan Peticord & Greg Peltz from the Lorain County
Prosecutor’s Office, presented the bylaws/outline which will govern the Lorain County
Convention Facilities Authority. Upon review of the bylaws/outline, committee members offered
questions and comments to Greg Peltz, Lorain County Assistant Prosecutor, for consideration.
Mr. Peltz collated the questions/comments submitted and presented a revised version of the
Bylaws that were briefly shared regarding language and general questions. The board
discussed and agreed upon a code of conduct document for board members to sign that will be
established and presented later. Ms. Siwierka moved to accept the Bylaws as revised,
seconded by Mr. Brusnahan. The motion passed unanimously.
NEW BUSINESS
General discussion ensued of how a Convention Center in Lorain County could thrive and
coexist with nearby convention facilities. Mr. Gibbs presented the David L. Lawrence
Convention Center in Pittsburgh and the Monroeville Convention Center in Monroeville,
Pennsylvania. These properties were specifically highlighted to illustrate what could be
established here in Lorain County as Allegheny County’s economic and population growth is
similar to that of Lorain County. For more detail of the discussion, please refer to the audio tape
of this meeting.
Mr. Gibbs invited the Authority Members and Commissioner Moore to go into executive session
for the purpose of discussing real property. Prior to executive session, Commissioner David
Moore offered background on how and why the Authority was established and thanked all
Members for serving. For more detail, please refer to the audio tape of this meeting. Mr.
Heberling moved to go into Executive Session, seconded by Mr. Larson. The motion passed
unanimously. Roll call was taken. The Authority went into Executive Session at 6:30 p.m.
Authority Members reconvened out of Executive Session at 7:17 p.m.

CALL FOR OTHER NEW BUSINESS
None.
No action was taken on discussion of topics only that next meeting will be held on Wednesday,
March 30, 2022, at Transportation Center, 40 East Avenue, Elyria at 6:00 p.m.
ADJOURNMENT
Mr. Larson moved to adjourn. Mr. Heberling seconded the motion. The motion passed
unanimously. The meeting adjourned at 7:25 p.m.
