Resolution No. 1584 - A Resolution Approving a Contract with SWT to Provide Design Services for the Preparation of Construction Documents of a New Comfort Station and Expanded Parking Lot in Hanley Park SYNOPSIS: Staff is providing an update on the design for the Hanley Park Comfort Station and Parking Lot Expansion Project. INITIATING DEPARTMENT: Parks & Recreation Department [PAGE 9] PRESENTER: Eric Gruenenfelder, Director of Parks & Recreation BACKGROUND: Resolution 1309, approved by the Board of Aldermen on August 16, 2021, authorized an agreement with SWT Design to complete the design for the Hanley Park Comfort Station and Parking Lot Expansion Project. SWT completed the design and permitting in late 2022. During the permitting process, the Metropolitan St. Louis Sewer District (MSD) indicated the project could be designed to one foot above SEMA base flood elevations, as those elevations were expected to be adopted by FEMA later that year. Because SEMA base flood elevations were approximately one foot lower than FEMA’s, this approach allowed SWT to complete the design with a greater likelihood of achieving a no-rise condition. Unfortunately, the project was delayed due to insufficient funding, and the original agreement with SWT was subsequently closed. At the November Public Works Committee meeting, staff reported that the MSD permit had expired and would need to be resubmitted. When SWT resubmitted the plans, MSD indicated that the design must now conform to FEMA’s base flood elevations, which requires the building be raised one additional foot above the originally designed elevation. This change requires the project to be redesigned, including the development of a new Best Management Practice (BMP) and updated flood study. The revised design will also need to be resubmitted for review and approval by the U.S. Army Corps of Engineers (USACE), FEMA, and the City of Brentwood Floodplain Administrator. In addition, the Board of Aldermen adopted the 2024 International Code Council (ICC) Building Codes at their meeting on December 15, 2025. As a result, the comfort station design will also need to be reviewed to ensure compliance with the updated building code requirements. FINANCE/OPERATIONS: SWT has provided staff with a lump-sum design proposal totaling $112,695, which includes the following services: Design and Permitting Agency Coordination Bidding & Negotiation Construction Related Services Staff allocated $50,000 for this project ($15,000 in FY2025 and $35,000 in FY2026). SWT has indicated that construction documents could be completed within approximately 12 weeks. This schedule would likely delay bidding until July, Board approval until late August or early September, and construction start until late September or early October. The Municipal Park Grant associated with this project runs through June 30, 2027, and the project timeline should still allow for completion within the grant term [PAGE 10] despite the revised schedule. Because this project will extend into 2027, staff proposes using savings from the 2026 budget to cover the additional funding needed for the revised design. RECOMMENDATION: At the Public Works Committee on March 12, a motion was made by Alderwoman Goad and seconded by Alderman Erger to approve the agreement with SWT Design for the Hanley Park Comfort Station and Parking Lot Expansion Project. INITIATING DEPARTMENT: Parks & Recreation PRESENTER: Eric Gruenenfelder, Director of Parks & Recreation BACKGROUND: Staff issued a Request for Qualifications (RFQ) for design services to prepare construction documents for new gateway monument signage, based on the conceptual designs developed as part of the 2018 Manchester Road Corridor Improvements. The RFQ was issued on January 5, 2026, and stated in part that the Scope of Services would include: Site Assessment and Analysis Schematic Design Design Development Contract Documents Permitting [PAGE 11] The City received five responses to the RFQ, four of which were from firms with which the City has previously worked with and had positive experiences. A selection committee comprised of City staff evaluated the proposals. Scores for Arcturis, LNB Studio, Planning Design Studio and SWT Design were comparable. The completed evaluation form has been attached. Following review and discussion, the selection committee recommended Planning Design Studio for the following reasons: Members of the selection committee have worked with Planning Design Studio on multiple projects and have reported positive experiences. Planning Design Studio has extensive experience designing gateway monument signage including the Brentwood Park Entry Sign, which has been well received by the community. Planning Design Studio has assembled highly qualified sub-consultants including: o Ten8 Group, a graphic design and branding firm specializing in graphic design and wayfinding signage, with experience creating signage for the City of Maplewood and the Soulard Community Improvement District. o Reed Burkett Lighting Design, a firm with notable experience providing lighting design for Citygarden and the Gateway Arch. Planning Design Studio demonstrated the ability to expedite the project schedule, completing the design in 15 weeks. FINANCE/OPERATIONS: Planning Design Studio has provided staff with a lump-sum design proposal totaling $106,700.00. The City of Brentwood has worked with CBB on numerous traffic impact studies over the past 18 years. Although HR Green has not worked with the City of Brentwood, it has completed some traffic impact studies for Wildwood, O’Fallon (Missouri), and the City of St. Louis. Regarding TWM and Horner & Shifrin, both of these firms have worked with the City of Brentwood on various projects including work along the Manchester Road corridor and transportation alternatives program (TAP) projects. The contract agreements with the individual firms were prepared for consideration. SUBJECT: On-Call Crisis Communications Consultant INITIATING DEPARTMENT: Communications PRESENTER: Michelle Boyer, Communications Manager BACKGROUND: The City of Brentwood issued a Request for Qualifications (RFQ) seeking an on-call crisis communications consultant to provide professional communications support during emergency or crisis situations. The RFQ was intended to identify qualified firms with experience in municipal crisis communications, media relations, strategic messaging, crisis preparedness, and reputation management. Submissions were received and reviewed by a committee of City staff in accordance with the evaluation criteria outlined in the RFQ, including general company qualifications, related project experience, proposed team, and rates. Following review and evaluation, staff is recommending entering into an agreement with Robyn Frankel - Frankel PR , who was determined to best meet the City’s needs based on experience, capacity to respond quickly to urgent situations, municipal expertise, and competitive rates. The proposed agreement will establish an on-call professional services relationship, allowing the City to access crisis communications expertise as [PAGE 17] needed. Meeting History: Communications Committee- November 18, 2025: Staff introduced need for On- Call Crisis Communications Consultant Services and let committee know that an RFQ was in development. Communications Committee - January 29, 2026 : Staff informed committee that RFQ for On-Call Crisis Communications Consultant Services had been issued on December 1, 2025. Submissions were due on January 15, 2026. Three (3) qualified submissions were received, and a review committee was working to review submissions. Communications Committee - February 24, 2026: Staff asked approval to select an on-call crisis communications consultant (Robyn Frankel) to provide as-needed consultant services during crisis situations within the City of Brentwood. Committee agreed with Staff's recommendation and moved item on to BOA for approval. FINANCE/OPERATIONS: The agreement will be structured as an on-call professional services contract with compensation based on hourly rates submitted in response to the RFQ. Services will be utilized on an as-needed basis. Funding will be allocated from Fund 10-104-6210 (Miscellaneous Contractual) within the Communications Department budget. Sufficient funds are available to support anticipated usage. The contract will be contingent upon annual budget appropriations. Additionally, contracts with Horner & Shifrin and TWM were prepared for traffic and transportation engineering professional services excluding TIS services. The City of Brentwood has worked with CBB on numerous traffic impact studies over the past 18 years. Although HR Green has not worked with the City of Brentwood, it has completed some traffic impact studies for Wildwood, O’Fallon (Missouri), and the City of St. Louis. Regarding TWM and Horner & Shifrin, both of these firms have worked with the City of Brentwood on various projects including work along the Manchester Road corridor and transportation alternatives program (TAP) projects. FINANCE/OPERATIONS: The contract agreements with the individual firms were prepared for consideration. The fees proposed to be charged for the work are deemed reasonable and in line with fees charged by other professional engineering firms for similar work. The scope of services is outlined in the MOU, with a term and schedule commencing on March 25, 2026, and shall continue on a month-to-month basis, not to exceed three (3) months, or until a permanent administrator is appointed by the City of Webster Groves. The MOU also outlines employment status and liability direction indemnification and limitation of liability, termination notice and emergency approval and ratification. The City of Brentwood, MO code provides for emergency operations under Section 245.090, authorizing the Mayor to activate emergency plans, including mutual aid. Key provisions include authority to immediately abate public safety nuisances (Section 220.060), and emergency work exemptions for private utility repairs or urgent equipment issues. Key Brentwood Emergency Code Provisions (MO): Emergency Management: Section 245.090 authorizes the Mayor or their designee to declare or act upon emergency situations. Public Health & Nuisance: Section 220.060 gives the City authority to immediately abate nuisances posing an immediate threat to life, safety, or public welfare. Noise & Utility Emergencies: Emergency work to repair private utility facilities or equipment, or to repair damage from an unexpected emergency, is exempt from certain noise restrictions, provided the Director is notified within 24 hours. Traffic & Parking: Section 310.060 requires drivers to yield right-of-way to emergency vehicles. Parking in a designated fire lane or emergency vehicle lane is prohibited and subject to fines (Section 310.100). Purchasing: Section 115.120 allows for emergency purchases. FINANCE/OPERATIONS: Compensation is established at $115.09 with a 30-day net term. City of Brentwood Municipal Court personnel undertaking this effort will receive temporary salary adjustment and will enter into an agreement with the City of Brentwood during the term of the MOU. The additional expense will be covered by payment for the temporary services. Combined, Brentwood municipal court staff have 30+ years of professional, seasoned court administration experience as such, the City of Brentwood is able to provide short-term, temporary support to help ensure municipal court services continue without disruption.
