I. Call to Order
The meeting was called to order by Mayor Kownick at 6:00 p.m.
II. Roll Call
The roll was called and all were present.
III. Pledge of Allegiance
Mayor Kownick led in the recitation of the Pledge of Allegiance.
IV. Open Forum
There being no comments, Mayor Kownick closed Open Forum at 6:00 p.m.
V. Consent Agenda
Motion:
I will entertain a motion to approved Consent Agenda Item A as shown on
the Village's website and as shown on the video monitor during the Village
Board meeting.
Motion moved by Trustee McAlpine and motion seconded by Trustee Prusina.
Motion Passed.
AYES: Collier, Dudek, McAlpine, Stefani, Walrath, Prusina
NAYS: None.
ABSTAIN: None.
A. Consider for Approval a Resolution Authorizing Participation in the Northern Illinois
Municipal Electric Collaborative (NIMEC) Bid Process for Street Lights and
Authorizing the Village Administrator to Approve a Contract with the Lowest Cost

Electricity Provider for a Period up to 36 Months
VI. Review of Fiscal Year 2026/2027 Draft Budget
A. Review of Fiscal Year 2026/2027 Draft Budget
Assistant Administrator Radcliffe, Finance Director Brainerd, and Director Noonan
provided an overview of the Fiscal Year 2026/2027 draft budget.
Mayor Kownick spoke about the state legislative impacts to the Village.
Mayor Kownick stated staff will be happy to answer any questions regarding the
draft budget from residents or the Board regarding the draft budget prior to the
April 7, 2026, Village Board meeting.
VII. Executive Session:
Personnel: Appointment, Employment, Compensation, Discipline, Performance or
Dismissal of Specific Employees, 5 ILCS 120/2(c)(1)
Mayor Kownick and Trustees Collier, Dudek, McAlpine, Prusina, Stefani, and Walrath
entered Executive Session at 6:41 p.m. Others present included Administrator
Morimoto, Assistant Administrator Radcliffe, Chief Hayes, and Village Attorney Uhler.
Motion:
I will entertain a motion to enter Executive Session for the purpose of
discussing Personnel: Appointment, Employment, compensation, Discipline,
Performance or Dismissal of Specific Employees, 5 ILCS 120/2(c)(1).
Motion moved by Trustee McAlpine and motion seconded by Trustee Stefani.
Motion Passed.

NAYS: None.
ABSTAIN: None.

There being no further items to discuss, Mayor Kownick entertained a motion
to exit Executive Session at 7:02 p.m.
Motion moved by Trustee Collier and motion seconded by Trustee McAlpine.

VIII. Adjourn
Motion:
There being no further items to discuss, Mayor Kownick entertained a motion
to adjourn the meeting at 7:02 p.m.
Motion moved by Trustee Walrath and motion seconded by Trustee McAlpine.
