The Pottawatomie County Board of County Commissioners met in a regular meeting on Tuesday, October
21, 2025 at 9:00 a.m. The following members were present: Abby Thompson and Greg Rush, Members,
Raeshel Flewallen, County Clerk, Stacy Bateman-Woods, ADA.
GUESTS- Jennifer Colbert, PCPSC, Jimmy Porterfield, Mayor of Maud, Phil Solinger, Pott GOP, Buzz
McDonald, Warren Cat, Kurt Schultz, Pott Co Maint, Suzie Campbell, Countywide & Sun, Kellie Clay, Pott
Co District 3, Emily Walsh, Pott Co Health Dept., Braquel Stephens and Aaron Scott, Pott Co EM, Yolanda
Scott, Loom LLC, Doug Van Scoyc, McLoud, Nickie Skaggs, Pott Co Admin., Robin Ueltzen, Pott Co 911,
Jared Strand and Jesse Clayton, PCSO, and Irina Pakliomova, SCI, were all welcomed to today’s meeting.
PUBLIC COMMENTS- No one addressed the Board under “Public Comments”.
UPDATE FACILITIES MAINTENANCE- There were 56 tasks including 1 pm. The second half of
courthouse steps have been removed with waterproofing to start Thursday. A new flagpole will be installed
next week. Landscape should be completed at the Election Board next week.
UPDATE PUBLIC SAFETY CENTER- The current number of inmates is 329. There are 280 males and 49
females. Fifty-one were booked-in and 58 released.
UPDATE POTT CO 911- There were 33 address points created/edited and 1 edited centerline. The 911
Board meeting is tomorrow at 10:00 a.m.
UPDATE POTT CO EM- They are coordinating with Alan Sanders to get wild land equipment training for
the county barns. Two shelters were mapped into OneMap. Training for Search & Rescue is almost
complete. They will be assisting at the fall festival located at Woodlands Veterans’ Park.
UPDATE POTT CO SHERIFF’S OFFICE- The new x-ray machine for the courthouse should be here
Thursday. The are still assisting at Tecumseh Schools and Mr. Strand wanted to say what a great job his
investigators did during everything that was happening in Tecumseh.
MINUTES- Mrs. Thompson made a motion to approve the minutes of October 14, 2025. Seconded by Mr.
Rush the vote was: AYE- Rush, Thompson.
MONTHLY REPORT- A motion was made by Mr. Rush and seconded by Mrs. Thompson to approve the
monthly report of the Election Board. The motion carried with the following vote: AYE- Rush, Thompson.
TRANSFERS OF APPROPRIATIONS- A motion was made by Mr. Rush to approve the following Transfers
of Appropriations: Senior VIP- $1,500.00 from M & O to capital outlay; Assessor Visual Inspection-
$70,000.00 from salaries to benefits; Assessor- $70,000.00 from salaries to benefits; Treasurer School-
$3,600.00 from salaries to benefits; Treasurer- $58,000.00 from salaries to benefits. Seconded by Mrs.
Thompson the vote was: AYE- Rush, Thompson.
BLANKET PURCHASE ORDERS- A motion was made by Mrs. Thompson and seconded by Mr. Rush to
approve the blanket purchase orders. The motion carried with the following vote: AYE- Rush, Thompson.
ENGAGEMENT LETTERS- Mr. Rush made a motion to approve the engagement letters for FY 24 and FY
25. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
SALVAGE/PURCHASE FOR SHERIFF’S OFFICE- Mr. Rush made a motion to approve the salvage of
sheriff vehicle in the amount of $50,078.00 from ACCO insurance and use the money to purchase a new
one. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
RIGHT-OF-WAY AFFIDAVIT- Mr. Rush made a motion to approve the right-of-way affidavit and form
ER-02 for ODOT reimbursement of flood damage on Propane Road in District 2 for $11,464.64. Seconded
by Mrs. Thompson the vote was: AYE- Rush, Thompson.
A motion was made by Mr. Rush and seconded by Mrs. Thompson to approve the right-of-way affidavit
and form ER-02 for ODOT reimbursement of flood damage on Slaughterville Road in District 2 for
$39,693.09. The motion carried with the following vote: AYE- Rush, Thompson.
COUNTY FINANCIALS- Mrs. Thompson made a motion to accept the monthly county financials for
September 2025. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson.
DONATION- No action was taken regarding Pott County District 3 donating 117M South Maud, Blk 3 Lot
13 to the City of Maud.
REAPPOINTMENT- Mrs. Thompson made a motion to reappoint Bill Horacek to the Pott County Public
Safety Center Trust. Seconded by Mr. Rush the vote was: AYE- Rush, Thompson.
LEASE PURCHASE- Mr. Rush made a motion to approve the lease purchases ($338,963.00) for 5 motor
graders for District 2 with Warren Cat. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.

UTILITY PERMIT- A motion was made by Mr. Rush and seconded by Mrs. Thompson to approve a utility
permit for ONE Gas, Inc in the NE/4 of Section 5-T10N-R2E crossing Walker Road ending in the NW/4 of
Section 4-T10N-R2E for District 2. The motion carried with the following vote: AYE- Rush, Thompson.
