SPECIAL COUNCIL MEETING
Mayor From called the January 27, 2026, special meeting of the University Heights City Council to order at 7:00 p.m.
Present: Mayor Louise From. Council Members: Mackenzie Dwyer (via Zoom), Nick Herbold, Liesa Moore, Doug Swailes.
Staff present: City Administrator Troy Kelsay, City Attorney Steve Ballard, City Clerk Mike Haverkamp, Police Chief Chris
Akers, City Treasurer Jon Brown.
Absent: Council Member Tim Schroeder.
Also present: Ryan Anderson, Bolton & Menk; Maggie Burger, Speer Financial (via Zoom).
Finance:
Motion by Moore, seconded by Swailes, to approve Resolution No. 26-05 awarding General Obligation Corporate Purpose
Bonds, Series 2026.

Motion by Herbold, seconded by Moore, to approve Resolution No. 26-06 awarding a contract to Bolton and Menk to design a
multi-use trail improvement project in University Heights. Cost of design not to exceed $99,134.00.
