So this is a Safety Harbor proclamation in recognition of Tampa Bay Lodge number 252 for their centennial celebration. So it's a big one. Whereas, Freemasonry is a fraternal organization that has existed worldwide for hundreds of years seeking to make good men better in order to make the world better. And the organization had its beginnings in North America in the 1700s. And on April 23rd, 1925, Tampa Bay Lodge number 252, Safety Harbor, Florida, was officially chartered by the most worshipful Grand Lodge of free and accepted masons of Florida. And Tampa Bay Lodge number 252 has been a member of the Safety Harbor community, supportive of community affairs and charitable work through participation in programs such as its local Adopt-A-Street program, contributions to the Mattie Williams Neighborhood Family Center, the Florida Sheriff's Youth Ranch, and veterans organizations. And Tampa Bay Lodge number 252 will celebrate 100 years of continuous philanthropy and service to the Safety Harbor community on April 23rd, 2025. So now, therefore, I, Joey, Mayor of the City, and on behalf of the entire City Commission, do hereby proclaim April 23rd, 2025 as the Tampa Bay Lodge number 252 day here in the city of Safety Harbor and extend the city's appreciation for 100 years of serving our community. Now, there must be a wallet out of the city commission here somewhere that could afford another bench and another picnic table to put in there. And, you know, the baseball fields that are less than 50 foot away are perfect. Even the drainage pond. down on 7th Street gets more attention than the dog park gets. Even that. So it would be nice to have something done for it. It could be a wonderful addition to Safety Harbor. The other thing I wanted to address is some of the parking. The city has been kind enough to paint the curving on like, what is it, 10th and, what is it, Seneca, or whatever it is, and 10th and 7th Street, where there's a stop sign. It is totally ignored. Even the sheriff's department avoids doing anything about it. I have called them about the parking that is there, and it's just like, Is there some reason why that when the Crooked Thumb has their parties, whatever it is in that, that there are not citations or parking tickets given for that? This is the second of the renewal options. The amount had been budgeted for this year. However, since we were behind on audits, we've already expended that amount. IT DID NOT GET CARRIED OVER IN FISCAL YEAR 22 IS WHEN IT DIDN'T GET CARRIED OVER, SO THAT IS WHERE THE DOUBLE UP HAS HAPPENED, AND THAT'S WHY WE NEED TO DO A BUDGET AMENDMENT FOR THIS YEAR TO ALLOCATE THOSE FUNDS. SO THAT AMOUNT THAT HAD BEEN BUDGETED IN THAT YEAR WOULD HAVE BEEN RETURNED TO FUND BALANCE. OKAY. Commissioner, I could add, too, because I've talked to the finance director about this as well. So fiscal year 20, fiscal year, and correct me if I'm wrong, Vicki. So fiscal year 20, fiscal year 21, both on time and both budgeted for those fiscal years. Fiscal year 22, on time. Fiscal year 22 was the first one that was, fiscal year 22 delayed. And that money, instead of it being carried forward to fiscal year 23, was put back into reserves. So we paid for 22 with fiscal year 23's budget, and then fiscal year 23, 24's. Okay. So we're behind a year because we didn't carry the fiscal year 22 year forward. Are we breaking that cycle now then? Yes. That is the plan, yes. Our current goal is to... We're doing the engagement letters now to do that, and our current goal is to have this audit completed by the end of June is what we're working towards. Congratulations to the City of Safety Harbor for being one of the best southern small towns. It's been a long route for this. For the last many years, Safety Harbor has transformed into a sleepy town into a vibrant town, which was evidenced this Friday, a great Third Friday. It was hustling and bustling once again. I participated in Third Friday. I went to Whistle Stop, and I got to tell you, you know, me being a cuisine master, I think the Whistle Stop's got the best burger in town, an unbelievable burger. So kudos to them. I know that they've gone through a lot the last few years. And also John Powell was there. doing his thing with his guitar and with his daughter. That was pretty good catching up with him. And the last thing is that obviously I want to just kind of state, you know, Pope Francis passed away today, and may he rest in peace, and may God guide the Catholic Church and all Christians the right way. Thank you. Commissioner Besor? Yes, thank you, Mayor. I would like to echo what Vice Mayor Diaz said, give my condolences to all who are going to miss Pope Francis. I was telling the city manager that I have a special feeling for that particular pope because I visited his home country, Argentina, 26 years ago. Maybe not 26 years ago, some years ago. And they were just so genuine and so warm, and I think that his tenure as a pope has really enhanced the Catholic Church, brought it more to the people, and I'm very appreciative of that, and he will be missed. And I wanted to talk about the library ribbon cutting. I was just so thrilled with how many people joined us for that ribbon cutting, and I was particularly thrilled to see former... Pinellas County Commissioner Karen Seale, who shared with me and the mayor that she has become a resident. She lives across the street from the library now. She was a great friend to Safety Harbor on the commission. I remember her well, and welcome to the city. And I think people just really had a good time. I did not stay for the concert, but it was just a very well-attended evening. I WAS HONORED TO BE INVITED TO SPEAK AT THE MUSEUM AT THE CREATIVE CONVERSATIONS FOR DIVERSITY BY THE DIVERSITY BOARD, AND THERE WERE ABOUT FOUR OF US WHO ANSWERED QUESTIONS AND SPOKE ON A PANEL, AND IT WAS JUST, AGAIN, A REAL HONOR, SANDRA MEJICANO, and I'm sure I'm mispronouncing your name, Sondra, but she invited me, and thank you so much. I also wanted to say that as I walked in the park this weekend, I saw young people in the water, very robust young people, males and females, and what they were doing was they were taking oyster bags, and they were making the living coastline enhancing, and they were helping with erosion control. So restaurants collect. USED OYSTERS, AND THEN THEY GIVE THESE TO PINELLAS COUNTY, AND THEN THESE PEOPLE VOLUNTEER TO GO OUT IN THE WATER AND SLING THESE THINGS. SO IT JUST LOOKED LIKE A LOT OF WORK, BUT THEY WERE HAVING A LOT OF FUN DOING IT, AND I'M APPRECIATIVE IF YOU VOLUNTEERED FOR THAT. AND CITY MANAGER STEPHON SICK REMINDED US THAT THERE IS A COMMUNITY PICNIC AT DAISY DOUGLAS PARK ON SATURDAY AFTERNOON, AND THERE'S ALSO AN HONORARY SERVICE FOR Julie Brannon who passed away. It seems to me that's the 26th and I think they're doing that at Bali Farms. So you could look at that up. I'm sure and check into that and that concludes my report. Julie is greatly missed. I will say thank you, Mayor. Thank you, Commissioner Stengel. Thank you. Well, so it looks like the grass is definitely coming around at Waterfront Park. So again, I'm out there every morning and it's looking really good. lot of dogs out there in the morning too so they're enjoying it um i did have the privilege of attending my first uh tent bay regional planning council meeting on the 14th or last monday and uh seems like it may be a board i'm not quite sure i was talking to the vice mayor earlier i'm not sure whether it's going to be an active board or whether it's just going to be a lot of people talking and not a whole lot of things happening so stay tuned but but i i did feel as if the city could benefit from a lot of the insight of the staff at the Tampa Bay Regional Planning Council. In fact, they've all offered, you know, whatever we need, whatever we want. I mean, if we have some questions, some needs, they've got a lot of information, and it would be certainly nice to be able to get that information from them. versus hiring another company to do a study. So there's just a wealth of knowledge there at the Tampa Bay Regional Planning Council, so I'll stay tuned on that. Not sure what's going to happen. They did pass out this, I guess, pre-printed form showing that old Tampa Bay, which is where we are, despite all the work that's being done, it's not responding to the nitrogen management. So there's still some issues. in Upper Tampa Bay by us, despite our study years ago. And they use our study, so they haven't understood the muck study, so they haven't understood what's going on. But that's the information they gave out, was that the seagrasses have not been coming back in Old Tampa Bay. So Tampa Bay, yes. Old Tampa Bay, not really. So anyway, that's all I've got. Thank you. Thank you. Commissioner Burnett? Thank you. First and foremost, I want to just say how excited I am for the creation of this sustainability board. And thank you so much, Renee, for championing that as the liaison. I know it's going to do really well in your hands. I think it's a long-term investment in the environment for Safety Harbor and committing to protect and prepare for the future with the increased storms and flooding issues and everything else. And this allows us to bring residents and experts into the conversation. I look at this board as creating that bridge. Instead of it being the audience speaking to us, we can actually get some real conversations happening and allow some of our residents to contribute in that way. I'll also offer, I know I've offered Rachel and Josh my help. I want to recruit for this. I'll be making some personal phone calls for people to apply. And then if we come up with any other strategy, like a booth on a Sunday market or something like that, it'll be... I'm sure myself and maybe a few of you wouldn't mind standing in and recruiting for these boards on that one. I think this is going to be a great board. I'm just excited about it. I also went to Third Friday. The previous Third Friday, I went late so that I could observe the after dark shenanigans in both of the parks that we were getting emails in. The Sheriff's Department was out there in force and kept it all under control from what I saw last month. But I went last week and a little earlier and everything looked great. Sheriff Spartan was still out there in force. We had a great time. Everything looked really, really fun. My girls played in Baranoff Park for a while as we watched the teenagers start to assemble in there. But it didn't look like any troublemaking was going to be happening. I'd like to thank the Vice Mayor for acknowledging the death of the Pope today. Also felt within my family community. The library ribbon cutting was quite the event. I particularly enjoyed getting to see Cliff Merz show up for that. I always enjoy seeing him. But I'd also like to just say how great the renovations look. I mean, the new rooms are big, and the public space for work looks amazing. The new conference rooms are huge. And then you can see the water in the bay out of the windows. It's just a really nice spot for our town. I'd also like to congratulate Nancy Besor for your panel that you mentioned at the museum. I wanted to let you know, I'm glad you reminded me, I talked to some residents that did attend that, and they went out of their way to mention how much they enjoyed listening to you and how great that was. They laughed. They enjoyed it. Last thing, next week, next Tuesday, or Monday, Tuesday, Wednesday, I'll be traveling to Tallahassee with... Tom Reed, the Vice Mayor of South Pasadena. So I represent the Southern Coast League of Cities at the legislative session. So I represent Safety Harbor for the Southern Coast League of Cities. But while I'm there, I'll be representing the league. But there are some bills that we're paying extra attention to. So I thought I'd let y'all know the top five. Shouldn't be any surprise to you. It's the Live Local Act expansion and changes. It's the sovereign immunity, raising the claims on that. The community redevelopment agencies, obviously. We don't want that to be sunsetted too soon. The utility preemption, and there's some emergency management bills about sharing emergency services amongst communities. So I've got some studying to do to see what happened today during some of the meetings, and then if there's opportunities to get in there and share. And I believe the Suncoast League of Cities, their perspectives on each one of those bills definitely aligns with what Safety Harbor would appreciate us advocating for. So we'll do our best on that last week to see if we can get in there and influence anything at all. And that's all I've got. Great, thank you. I'll echo a couple of you. I was also at the Third Friday, and I was paying particular attention to the Baranoff Park, given that, to use your word, the shenanigans that were going on there. When I was there, there were four deputies there, and I got to chat up with them. There were a lot of teenagers there. I was surprised. I must have been there probably earlier than you were. But it was all, you know, I think the presence of the deputies and those extra big lights you all had up there helped just to, you know, put the spotlight on them to say. And I just want to thank everyone for coming out to the ribbon cutting for the library, second story edition. And as you all have noticed, it looks great. and want to give the library credit for the improved children's section and thank the commission for supporting that because there was an opening earlier in the week on Tuesday. It was like an open house for the children's section, and it was well attended, and the moms loved it, so kudos to the commission for going along with that. And then I have one original item that no one has brought up. Were you going to bring it up? You don't know what I'm going to say. No, I don't. So our very own Tide's restaurant... See that? I finally got one original. Seafood and Provisions got recognized by the Michelin Guide as a... This is a really big deal. I think it might be the only one in Pinellas County. It might not be, but it's a really big deal for them. I was actually there last week, probably on Tuesday, and they told me, I was with John and Mary Kay, the owners, and they told me they were going to Orlando, and they didn't know exactly what... THEY WOULD BE RECOGNIZED FOR, BUT THEY WERE VERY EXCITED ABOUT IT, AND I SAW SOMETHING ON FACEBOOK THAT HAD A HUGE AMOUNT OF, YOU KNOW, RESPONSE AND EVERYTHING ON THERE, SO JUST CONGRATS TO THEM FOR THAT, YOU KNOW, HIGH LEVEL OF EXCELLENCE THAT THEY'RE BRINGING OVER HERE AND RECOGNITION TO THE CITY.
