[PAGE 1] CITY OF OLIVETTE PLANNING AND COMMUNITY DESIGN COMMISSION MEETING MINUTES FEBRUARY 05, 2026 The City of Olivette Planning and Community Design Commission (PCDC) held a meeting on February 05th, 2026, at 7:00 pm at the City Center located at 1140 Dielman Road and via videoconferencing on Zoom. Chair Jurgiel called the meeting to order. The meeting was live streamed via Zoom and can be rewatched on YouTube at https://www.youtube.com/watch?v=Lh4Z33GMFyc&t=3s. 1. ROLL CALL: On roll call, the following Commission and City Council members were present: Rob Jurgiel (Chair) Sam Wallach (Vice Chair) Laura Ragsdale (Acting Secretary) Jenna Knatt Felicia Ford Also in attendance: Acting City Council Liaison, Kate Pichon-Hellman; Planning and Community Development Director, Carlos Trejo; Senior Planner, Dawn Doty, and Zoning Administrator, Jack Carswell. 2. PUBLIC COMMENTS: Chair Jurgiel started the meeting by explaining the meeting procedures. Chair Jurgiel asked for public comments not related to any item on the agenda. 3. OLD BUSINESS: A. 800 Braxton Court – New Single-Family Home. Mr. Carswell re-introduced this project and noted that this item was deferred at the last meeting due to staff awaiting the review letter from the city’s stormwater consultant. Mr. Carswell noted that the consultant agreed with staff’s assessment that what is being proposed will capture more than the previous home and enhance the mitigation on the site. The consultant suggested a yard grate be installed at the end of the driveway; however, the capturing of natural ground run-off is not the intent of Chapter 422. The mitigation under Chapter 422 is in place to capture all the roof area of the proposed home and let the ground run-off flow naturally. The Commission held a discussion about the consultant’s comments and agreed with staff that rear grate would not be necessary. Chair Jurgiel asked for public comments related to this item. There were none. Vice Chair Wallach, motioned to approve the Petition for: Site Plan, Community Design, and Concept Stormwater Management Review for a new single-family home at 800 Braxton Court as presented in the Memorandum from the Department of Planning and Community Development dated February 5th, 2026, subject to any staff conditions note therein. Mr. Trejo noted that the next step in the process is to apply for the building permit. B. Text Amendment to the LID Light Industrial District regarding Data Centers. This item was presented and discussed at the last meeting. The Commission asked if the City Attorney has had time to review the documentation. Mr. Trejo noted that the City Attorney is on call regarding a federal case and will look at it once time permits. The Commission held discussions related to potential grid offsets, and to see if the energy usage can be divided between energy sources. For example, a certain percentage is used towards solar energy. Mr. Trejo also informed the Commission that this does not prohibit data centers, but it does mean that this usage would be held to certain standards and it must go through the special permit process, meaning the Commission will have more say on additional components such as exterior elevations, energy usage, and performance standards. PCDC Meeting Minutes Page 1 of 2 [PAGE 2] PCDC Meeting Minutes; February 05th, 2026 Page 2 of 2 Vice Chair Wallach, motioned to recommend to the City Council a text amendment to amend Chapter 400 Zoning Regulations as follows: • Under Article II Definitions, establish a definition for Data Centers. • Under Article IX “LID” Light Industrial District, amend Section 400.830 Permitted Uses, paragraph “A” Permitted Uses, Item 13 to only allow wired telecommunication carriers. • Under Article IX “LID” Light Industrial District, amend Section 400.840 Special Permit Uses to add Data Centers, as defined under the 2007 NACIS 518. • Amend Article XII Special Permit Uses to include under Section 400.1223 (G) Additional Conditions by Special Permit Use, Data Processing, Hosting, and Related Services, as defined under NACIS 2007 SIC Code 518. as presented in the Department of Planning and Community Development staff memo dated February 5th, 2026. Seconded by Commissioner Knatt, upon roll call: Acting Secretary Ragsdale Yes Commissioner Knatt Yes Commissioner Ford Yes Vice Chair Wallach Yes Chair Jurgiel Yes The motion passed unanimously, 5-0. 4. 2024 COMPREHENSIVE PLAN UPDATE: Mr. Trejo reviewed the survey results and the Comprehensive Plan’s vision statement. He then presented the Commission with a timeline to address the priorities and provided a scale on whether the topics would be implemented sooner or later. These topics were broken down by priority level, timeline for implementation, and what body or board would review the topic. For example, some topics may need outside funding, and that must go before City Council rather than the Planning and Community Design Commission. Mr. Trejo noted that staff will come February 19th meeting with additional information related to the timeline and additional implementation actions. The Commission held a discussion on the pros and cons related to green construction. They discussed that there is a higher cost up front compared to making homes more affordable. 5. OTHER BUSINESS: A. Meeting Minutes: Meeting Minutes from December 4th, 2025, were presented and acknowledged by the Commission. B. Reports: Mr. Trejo updated the Commission on the status of current development projects, and upcoming meetings. City Council Liaison Pichon-Hellman updated the Commission on City reports, current bills through the municipal league, and council news. 6.
