The individual is Commander Matthew Rieger. Matt, can you come on up? I would like to express my sincere gratitude to the newly retired Commander Matthew Rieger for his 30 years of service to our department. Commander Rieger started as an Elmwood Park police officer on January 16th, 1995. In fact, we started together in the academy. His dedication and loyalty toward a community will be missed. Commander Rieger always performed his duties in a professional and friendly manner. I wish him all the best in his future endeavors. I would like to present this to Commander Matthew Rieger on behalf This is for 30 years of professional and dedicated service to the citizens of Elmwood Park and the Elmwood Park Police Department. We're here today on an issue that we have going on for over eight months. with one of our neighbors, actually my neighbor to the north at 2517 74th Avenue. They have a shed in the backyard that is what I would say a rat shack. And this has been going on for more than eight months. I've complained to the village starting in November And they sent smithereen out a few times. But the neighbor will not give permission for them to bait in their yard. So we're kind of not sure of what to do. CHRIS JERRAMSEN. Is our building commissioner here? Yeah, he's right back there. You know what? Do me a favor. Just hook up with him right now. MIKE BOYLE. I've talked to him at the village. CHRIS JERRAMSEN. You've talked to Jeff? And my neighbors are fed up with rats. It's really bad. There's rats all over the place. I can't open my garage door for fear of them going in. I have rats running through my yard, rat droppings. And the neighbor refers to these across the alley from me. He leaves garbage in unclosed cans in the alley. The rats have eaten through his garbage cans. You go out there in the evening, you see rats by his garbage can or rats by my garbage can, and it's gotten really bad. And the black boxes do not help at all. They do not help. Well, have we cited them? This doesn't mean about, Mr. President. These are the same people that had sewage running out to the front of the house Their fence was falling down. I've been to the village so many times complaining about this. We don't even know who owns this property. And my feeling is that they're running it, and there's no rental license there. You know, we just want the rats to end. It's not that they're bad people that are living there. Who wants to have rats running through your yard every day? I can sit out in the evening and see five rats within an hour. We're going to take care of that. Well, I've heard this before. You haven't talked to me. Well, I'm talking to you right now. That's a good thing. Okay. I appreciate that. And the other thing that's of concern is, Apparently, the exterminator came out, and he can't go onto his property because it's private property without permission, rang the doorbell, and the person that answered said, well, I'm not the owner. Let me call the owner. The owner never gave permission. And like Andrew mentioned, no idea who owns the place. There's people in and out. I see different people there all the time. And again, if they're renting it out, fine. They have that right, but... Why don't they have a rental sticker? Why don't they want the rats out of their house, their whole yard's filled with them? They keep their garage door open. I can only imagine the damage the rats are doing. This rat's got to be in the garage. All right, well, we're going to handle this. Okay. Lillian Ludkowski, 26... 26 North 75th Avenue, Elmwood Park. Thank you. On May 29th, a Thursday, my husband, George Ledkowski, went to have lunch with two of his friends at Mazza on North Avenue. While he was eating, he began to clench at his throat, and his friend, tried to administer the Heimlich maneuver but was unsuccessful. My husband fell to the floor and other people began to help him by trying to do the Heimlich and eventually someone began doing the palpitations on his chest. This is my husband, George. on his seventy-first birthday last year. He was a great family man, loved to bowl, worked hard every day, and unfortunately, although the ambulance and the paramedics and the EMTs and the police and the fire department He did get there, and they took him to the hospital at Gottlieb. And at Gottlieb, he had not had a heartbeat for 45 minutes, but they did get his heartbeat back. And what I should have mentioned, no one cleared his throat at the restaurant and began doing breaths. And I understand that because when you see someone fall in a restaurant while you're trying to eat lunch, everything goes up in pandemonium. And I understand that also that people don't want to help in emergencies because of our litigious nature as in the United States these days. They did the best that they could at Gottlieb, just like the EMTs did as well. And unfortunately, when they were able to test his brain waves, he had none. So my son Chris and I decided to have him removed from life support. I bet many of you did not know that there are 5,000 or more choking deaths in the United States each year. In 2023 alone, 5,500 people died of choking. Food getting caught in someone's throat is usually the reason that this happens. Generally, the choking risk is for younger children under six. And for elderly people, it rises sharply at the age of 71. And my husband was 71. That means about 1.7 per 100,000 people Individuals die every year because of choking. So I'm here tonight, first of all, to thank the first responders for doing everything that they could for him. And I will never forget it, and I truly appreciate it. But I'm also here to ask the marriage board to consider asking the restaurants in Elmwood Park to carry this device called the LifeVac. And no one needs to touch your lips. No one needs to... They have... gloves so they don't have to be afraid of catching a disease from someone who is choking. That, this is $59.95 and it is replaceable every time you use it for free. There's another device called the EverOne that is just the tube that connects to the Good Samaritan's mouth into the mouth of the victim in their gloves to help clear the airway. This is $7.95. $7.95 could have saved my husband. So I'm asking you tonight, please consider requiring one of these devices in every restaurant in Elwood Park. And this is just my starting point. I will be going to other communities and trying to encourage other communities to do the same because I was with my husband for 50 years. We were 18 and 21 when we met and married 47. I've never heard of a device that you put in and breathe in order to get the air, to get the obstruction out. But that's what that says, so something new. But people... I would think that they should be crowded people wanting to do the things to save possible neighbors and your family members. My last comment is to thank for the parade that went the other day. It really was nice. I rode my bike over there to sit and watch it. I kind of wondered what was going to happen when a train goes by because everybody knows The train goes, and then another train comes, and then the one train, it's like, how many miles long is this train? So when the parade finished, I got on my bike, and I made it home before they crossed over on Diversity, over at where they turned. But the parade was very nice, and I really appreciated it. The fireworks, I just would watch from my window. What I didn't appreciate are the kids, and I know it's kids, bigger kids, that are exploding. And they're not, I mean, when I was growing up, we were so excited just to have a sparkler. And I remember everybody having to count to make sure we had the wires so they weren't left in the grass. But I swear to God, One of them just about exploded on top of my house, whatever they threw. And these were kids. I went down there, and I says, do you know what PTSD is? And somebody said, oh, yeah, I know what it is. I says, do you think there's any veterans in this neighborhood? My husband is one and was in war zone, and he wasn't the only one. I says, stop it already. Boom, over my house. One dog just shaking. How'd your dog do with it? Dr. Honey, Doc said it doesn't bother them. Yeah. But the other one's fine, but the one she just shook for three days starting. So tranquilizers, but not from the vet. Right. Don't do that. And it was so nice to see so many of you in there walking, greeting residents and saying hello to everyone and the festivities that we had at the high school as well. So I just want to say thank you for everything that you guys do here in the village and all the public works and the first responders and even the little things. I was driving down Grand Avenue and I see that we now have like lamp posts attached to the street signs. And I was like, oh, it's wonderful. It makes our village look even better than it already does. And so I just want to say thank you for that. THE VILLAGE RECEIVED RESPONSES FROM FOUR FIRMS OR TEAMS. THE SELECTION COMMITTEE EVALUATED THE STATEMENTS OF QUALIFICATIONS. WHILE ALL RESPONDENTS APPEAR QUALIFIED TO PERFORM THE WORK AFTER CONSIDERING ALL OF THE INFORMATION PROVIDED, THE SELECTION COMMITTEE RECOMMENDS THAT THE VILLAGE ENGAGE THE TEAM OF CHRISTOPHER BURKE ENGINEERING AND H.W. LOCHNER TO PROVIDE THESE PHASE TWO AND PHASE THREE ENGINEERING SERVICES. LIKE MANY OF THE RESPONDENTS, THE SEABELL-LOCHNER TEAM OFFERS IMPRESSIVE RAILROAD AND GREAT SEPARATION EXPERIENCE, BUT THEY ARE UNIQUELY QUALIFIED BY SEABELL'S UNMATCHED FAMILIARITY WITH THIS PARTICULAR PROJECT. WE WOULD REQUEST THAT THE VILLAGE BOARD AUTHORIZE US TO NEGOTIATE A SPECIFIC SCOPE AND BUDGET WITH THE SEABELL-LOCHNER TEAM TO PERFORM THESE SERVICES. The board will also consider a proposal from Artistic Holiday Design to provide 100 holiday pole decorations. Once purchased at the appropriate time, these decorations will be installed along Diversity and Fullerton Avenue. Public Works is coordinating the installation of step-down transformers that are necessary for these decorations. The cost of the decorations is $42,451.50. Board will be asked to ratify my execution of an agreement with ASI to provide a 32 by 24 stage at the Taste of Elmwood Park. The total cost is $6,240. Following up on the annual appropriation ordinance, just want to be clear that this is for the fiscal year commencing May 1st, 2025 and ending April 30th, 2026. The ordinance had been on file with the village clerk and available for public inspection as required. The total appropriation is $72,677,600. Of that, the general fund is $30,747,136. The water fund totals $8,197,664. And new capital projects fund is $3,396,644. The estimated property tax to be levied for 2025 is $20,415,147, and that includes debt service as well as those funds that are required for the library. One calculated in accordance with the truth in taxation law, that is a 9.99% increase. Contributing to the need for this increase is a reduced allocation of revenue from the state of Illinois for local use tax, PPRT, as well as 911 surcharge. The board will consider leasing six vehicles under the village's agreement with Enterprise Fleet Management. Three of the vehicles are 2025 Ford police interceptors, which will replace three patrol cars. The total monthly rental cost is $1,261.33 each. Term of the lease is 48 months. Two of the other vehicles are GMC double cab pickup trucks, which will replace two existing diesel pickup trucks used by Public Works. Total monthly rental cost is $1,200.44 each. Term of these leases is 60 months. And the last vehicle is a Dodge cargo van for Public Works. Total monthly rental cost is $851.13. Again, the lease is 60 months. The board will consider an agreement with the Elmwood Park Firefighters Association beginning May 1st, 2025 and ending April 30th, 2029. The agreement maintains the harmonious relationship between the village and all employees covered by this agreement and allows for the continuation of efficient public service by the firefighters and officers of the fire department. The agreement refines the method for calculating the hourly rate and the applicability of overtime. The proposed agreement provides for wage increases of 12.5% over a four year period, as well as certain modifications to the longevity incentives after nine to 12 years. The proposed agreement also specifies the agreed upon prohibitions, and testing associated with cannabis. And lastly, the proposed agreement offers an incentive to those covered employees who reside within the village. The board will consider an agreement with Axon to provide 14 new dash cameras replacing the current obsolete iCops cameras. New cameras are from the same provider that we use for body cameras throughout the police department. Total cost is $187,974.20, and it's payable in five equal annual installments of $37,594.84. WHEN VEHICLES ARE REPLACED, THE EQUIPMENT IS MOVED FROM THE OLD VEHICLE TO THE ONE REPLACING IT. AND THE BOARD WILL CONSIDER AN AGREEMENT WITH METRO TONIGHT FOR THE CONTINUATION OF EMS AND AMBULANCE SERVICES TO THE VILLAGE. THE AGREEMENT SHALL COMMENCE JUNE 1, 2025, AND CONTINUE FOR THREE YEARS UNTIL MAY 31, 2028. EITHER PARTY CAN CANCEL THE AGREEMENT WITH 90 DAYS WRITTEN NOTICE. METRO WILL STAFF TWO AMBULANCES THROUGHOUT THE VILLAGE. THE VILLAGE RESERVES THE RIGHT TO CEASE OPERATION OF THE SECOND AMBULANCE IF WARRANTED. Otherwise, Metro will provide 12 full-time paramedics to the village. In consideration for these services, the village will pay Metro $144,256.04 per month in the first year, and the compensation for the second and third year of the contract will be negotiated.
