Minutes of February 9, 2021 Meeting
The monthly meeting of the Lancaster Port Authority (LPA) was held via Zoom on Tuesday, February 9,
2021. Chairman Zack DeLeon called the meeting to order at 1:00 PM. LPA members in the Zoom
meeting were: Ron Burris, Dean DeRolph, Zack DeLeon, Laura Tussing and Rick Wilkins. Port Authority
and City staff in the meeting were Mike Pettit, David Scheffler, Randall Ullom, Robert Wolfinger and
Paul Martin.
Minutes:
Dean DeRolph made a motion to approve the minutes of the January 12 and February 2 LPA Board
meetings, Ron Burris seconded; the motion passed 5-0.
Financial Report:
Bob Wolfinger gave the financial report:

Ron Burris moved to approve the financial report, Dean DeRolph seconded; motion passed 5-0.
Action Items:
Resolution 2021-10 was introduced. This resolution changed the office build-out not-to-exceed
approved in Resolution 2021-09 from $260,000 to $300,000 at the request of the prospect. The
purchase price of the building was adjusted by $40,000 to reflect the additional cost. Laura Tussing
made a motion to approve Resolution 2021-10, Rick Wilkins seconded; the motion passed 5-0.
Resolution 2021-11 was introduced. The resolution authorized the transfer of two small parcels of land
adjacent to the Fairfield County Engineer’s facility to Fairfield County. The two parcels are not usable
for economic development purposes and have no value to the LPA. Ron Burris made a motion to
approve Resolution 2021-11, Rick Wilkins seconded; the motion passed 5-0.
Resolution 2021-12 was introduced. The resolution authorized Mike Pettit to seek bids for the build-out
of the office in the spec building, not to exceed $300,000, for the Project Lives prospect. Dean DeRolph
made a motion to approve Resolution 2021-12, Laura Tussing seconded; the motion passed 5-0.
Discussion Items:
Mike Pettit sought Board input on the selection of a designer for the three-family Housing In The Middle
project. The consensus developed that Ron Edwards was acceptable.
Mike Pettit sought Board input on the prospective sale of 4.78 landlocked acres in the Rock Mill
Industrial Park to Mark Powers, who owns adjacent parcels. Dean DeRolph made a motion to authorize
Mike Pettit to negotiate the sale of the land beginning at $16,500 per acre, but not less than $15,000
per acre, Rick Wilkins seconded; motion passed 5-0.
Being no further business Dean DeRolph made a motion to adjourn, Ron Burris seconded; the meeting
adjourned at 1:32 PM.
