Call to Order – The January 8, 2026, meeting, having been duly publicized, was called to order by Vice Chair Shannon at 6:20 PM after a quorum was present. 2. Invocation and Pledge of Allegiance – Was led by Ms. Hayes. 3. Roll Call – Members present for the roll call were Vice Chair Ed Shannon, Terry Hayes Sara Majewski. Mr. Jacques Palmer, Director of Planning and Community Development, no members of the public were. 4. Approval of December 4, 2025, Regular Meeting Minutes: Ms. Majewski moved to approve with a second by Ms. Hayes. The vote to approve the minutes was unanimous, 3-0. 5. Organizational and Procedural Items. a. Election of Officers for the ensuing year. i. Ms. Majewski moved to nominate Ms. Carnes as Chair, seconded by Ms. Hayes the vote was 3-0 favor. ii. Ms. Hayes moved to nominate Mr. Shannon as Vice Chair, seconded by Ms. Majewski, the vote was 3-0 in favor. 6. Unfinished Business: a. None 7. New Business: a. None 8. Staff Comments: Mr. Palmer updated the board on the Comprehensive Plan, the Depot Project and the swearing in of new city council members. R-3 Residential 25-foot rear setback. Subject Property Description: The subject parcel is located at 652 Monroe Street. The parcel number is 063 328. The subject property is ± 0.183 acres and has approximately 70-feet of road frontage along Monroe Street. The subject property is zoned R-3 (Residential). The parcel is surrounded by parcels zoned R-3 to the north, east and west. To the south is unincorporated Columbia County. Findings of Fact: The applicant is Mr. Sean D’Antignac General Contractor. The owner is Mr. Terry Grimes. The applicant has submitted a Variance Request to encroach into the 25-foot rear setback to construct an addition attached to the main structure. Per the City of Grovetown Zoning Ordinance (“Appendix A” to the Code of Ordinances), Analysis: Zoning: Sec. 2.040. R-3 Residential District. 2.041. Permitted uses. In the R-3 District, the following uses are permitted as a matter of right: a. One (1) single-family detached or one (1) two-family dwelling per lot b. Public and private parks and open space but excluding commercial facilities. c. Public elementary and high schools, or private schools with a curriculum the same as ordinarily offered in public elementary and high schools, including dormitories. 2.042. Accessory uses. In the R-3 District, the following accessory uses are permitted: a. Customary home occupations as permitted in this ordinance (See Article VI, section 6.030 of this ordinance). b. The keeping of not more than two (2) nontransient roomers or boarders by a resident family. c. Buildings or structures customarily accessory and incidental to a permitted use including garages, storage sheds, barns, and greenhouses. d. Private recreational facilities, such as swimming pools, basketball courts and tennis courts. e. Raising of garden crops, vineyard crops, fruits or plants incidental to the residential use of the land. 2 [PAGE 5] 2.043. Conditional uses. The following uses may be permitted in the R-3 District by the board of zoning appeals subject to the provisions of Article VII of this ordinance. a. Public utility uses. b. Assembly uses. c. Art galleries or museums. d. Cemeteries. e. Mobile home parks. f. Childcare centers. g. Hospitals, mental health facilities and nursing homes. h. Rooming houses. i. Bed & breakfast. j. Broadcasting towers and stations. k. Agricultural uses as provided in Article VII, section 7.000 of this ordinance. 2.044. Development standards. The following minimum standards shall apply to all uses within the R-3 District including single-family detached and two-family dwellings: Lot and Density Standards Lot area (min) 7,500 sq. ft. Lot width (min) 75 ft. (rectangular lot) 50 ft. (radial lot) Lot width at building line (min) 75 ft. Impervious surface coverage (max) 60% Setback and Height Standards Front (min) 25 ft. Rear (min) 25 ft. Side (min) 7.5 ft. Building height (max) 40 ft. 3 [PAGE 6] Staff Recommendation: Staff recommends approval of the variance request to encroach into the 25-foot rear set back. for the following reasons: 1. The encroachment will not interfere with any utilities. 2. The structure will not encroach into the 10-foot drainage and utility easement. 3. The structure will not encroach into the Liberty Hill Community Association property. Public Notice: Public notice was provided by advertising the application and public hearing in the legal organ. Public notice signs were posted on the site. The applicant was notified of the public notice and hearing. Public notice was posted on the city website and city Facebook.
