1. Authorization to Advertise Request for Proposals for the Council Chambers Renovation
Project
Re: Consideration to advertise Request for Proposals for the Council Chambers Renovation
Project located at 291 N. Main Street.
2. Award of Permanent Local Housing Allocation (PLHA) Year 3 Unsubscribed Funds
Re: Considering award of PLHA Year 3 funds to Central California Family Crisis Center in the
amount of $31,813.45 for Emergency Shelter and Bridge Housing Operations and $8,101.57
for Permanent Supportive Housing (PSH) Operations; Family Services of Tulare County in
the amount of $7,710.00 for PSH Operations; and Kings View in the amount of $31,813.46
for Emergency Shelter and Bridge Housing.
3. Authorization to Award Contract – Fire Station 72 Addition and Remodel Project
Re: Council to consider award of construction contract to 4C Global, Inc. (dba 4Creeks Build)
for the Fire Station 72 Addition and Remodel Project located at 500 N. Newcomb Street,
and authorization of related project funds and budget reallocations.
4. Acceptance of Project - Henrahan Street Reconstruction Project
Re: Considering acceptance of the Henrahan Street Reconstruction Project located on
Henrahan Street, between E. Grand Avenue and E. Morton Avenue, as complete; and
authorization to return $425,614.81 in unused Measure I funds to the Measure I fund
balance for future eligible transportation projects.
5. Authorization of Additional Project Funds for the Charging Station Replacement Project
Re: Consideration of additional project funds in the amount of $126,000 for the Charging
Station Replacement Project to cover sales tax, freight, performance bond, and engineering
costs funded by existing grant funds.
6. Approval of a 90-Day Extension of the Option to Purchase and Sale Agreement with Self-
Help Enterprises
Re: Consider approval of a 90-day extension of the Option to Purchase and Sale Agreement
with Self-Help Enterprises for City-owned property located at Springville Avenue and Jaye
Street (APN 260-300-034).
7. Consideration of Appointment of CalTIP Board Member and Alternates
Re: Appointment of staff members to serve as Board Member and Alternates to represent
the City of Porterville on the California Transit Systems Joint Powers Authority.
8. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.

Re: Public Hearing to receive public testimony and consider the first reading of Ordinances

Buildings, Referenced Standards, and Wildland Urban Interface Codes.
10. Consideration of Revocation of Business License for a Home Occupation Permit
Re: Public hearing to consider revocation of the business license for a Home Occupation
Permit for the property located at 1910 W. Putnam Avenue due to continued
noncompliance with permit conditions.

11. Second Reading - Ordinance No. 1920, Amending Chapter 12, Article 1 of the Code of the
City of Porterville, Adopting by Reference the 2025 Edition of the California Fire Code
Re: Adoption of an ordinance amending Chapter 12, Article 1 of the code of the City of
Porterville, adopting by reference, the 2025 Edition of the California Fire Code published by
the International Code Council.

12. Consideration to Participate in Community Water Center Feasibility Study
Re: Consideration for the City of Porterville to participate in the Community Water Center
Feasibility Study and to execute a Letter of Interest with the Community Water Center.
13. Consideration of Amendments to the City Council Procedural Handbook
Re: Consider the adoption of Draft Resolution amending the City Council Procedural
Handbook to revise the Order of Business, update Appendix F (Social Media Policy), and
