Authorization to Initiate Proposition 218 Proceedings for Proposed Adjustments to Water and Wastewater Rates. Presentation: Abraham Campos, Public Works Director/City Engineer Recommendation: 1. Authorize staff to initiate the Proposition 218 process for proposed adjustments to the City’s water and wastewater service rates. 2. Direct staff to prepare and mail the required Proposition 218 public hearing notices to affected property owners and customers. 3. Schedule a public protest hearing to consider proposed water and wastewater rate adjustments in accordance with California Constitution Article XIII D (Proposition 218). 11. Discussion and any Necessary Action Regarding the Acceptance of the 2025 General Plan Annual Report. Presentation: Angel Hernandez, Community Development Director Recommendation: Accept the City’s General Plan Annual Progress Report and direct that it be submitted to the Governor’s Office of Land Use and Climate Innovation and the California Department of Housing and Community Development.
