[PAGE 1] Wesley Lake Commission Minutes February 17, 2025, 7 PM One Municipal Plaza, Asbury Park Second Floor Conference Room In Attendance: Eileen Chapman Keith Fiori Gary Iott Ed Lacombe Kevin McMillan Doug McQueen Jim Rokosny Gail Rosewater Gail Rosewater opened the meeting at 7:10 PM with member roll call and reading of the Open Public Meetings Act. Special Guests: William Grafton, Fletcher Lake Commission Mr. Grafton attended our meeting at the invitation of Gary, who has been water testing in Fletcher as well as Wesely. Mr. Grafton shared the progress on Fletcher Lake. 1. Lighted aerator installed. Received favorably by the community. They may install four more after assessing the impact on the environment. Approximately $1700 each 2. They will stock Lake with fish. (Bass, Catfish, Native Eels, Bay Fish) They want to encourage the community to fish. (Fish not safe for consumption) 3. Goose poop caused Ecoli in ocean/beach. They hired a geese chaser which has improved situation. 4. Bulkhead and walkway replaced via municipal bond. 5. They are considering putting in pumps to reduce flooding. Doug and Keith shared that they had met with Sylvan Lake officials to learn about their funding and Lake improvements. They are eligible for Dept. of Defense funds and have a great deal of support from elected officials. Outfall ISTAR/Starfield have offered to repair/replace the outfall pipe, perhaps put in pumps and add electronic gate (east end) and weir (west end) in exchange for a PILOT program for the parking garage they will build next to Paradise. Doug reminded us that included in the Ocean Grove North End Development was a clause to require the developers to prioritize rebuilding the lake wall and [PAGE 2] sidewalks/lights. He suggested we put a clause in the agreement with Starfield to prioritize the outfall/weir. The Engineer (Avakian)is working on the best solution, then it gets presented to the City Council and then voted on. Approval of Minutes Ed moved to accept the minutes of January 20, 2026, and Gary seconded. All others in favor. Gail will forward minutes to municipalities to be posted on the websites. Membership Barb was reappointed and sworn in by Asbury Park for a new three-year term as she was finishing up Tee’s term. Treasurer's Report Current balance is $19,137.09. Ed requested $1200 from each municipality for their annual contribution. He received the invoice from Asbury Park. Kevin will follow up with Neptune. Geese Management Geese have decreased somewhat. Several dead waterfowls including geese have been found in the area. Bridge Gail emailed Keith Daly in Neptune for update. They are still waiting for the State Historic Preservation Office to notify us of the meeting. Kevin will ask Keith Daly to attend one of our meetings. Jim will keep Ocean Grove Camp Meeting Association (OGCMA) informed. Aerator No update Friends and Citizens of Wesley Lake Jim is working on becoming chair. Their goal will be to beautify the Ocean Grove side of the Lake. Jim asked for the Starfield study on the outfall and weir mitigation. Benches/ESTC Ed explained that no more benches will be put around Wesley Lake by the Environmental Shade Tree Commission. Gail requested that work around the Lake/equipment placed be approved by the municipalities for safety. Deed Jim got the deed for the outfall area and left it at City Hall with Joann. It now seems to be lost. Eillen will look into it. Snow Removal [PAGE 3] OGCMA hired a private company to do the sidewalk along the Lake. Residents then received official notice it was their responsibility. CMA is responsible for the fire lanes and in front of the fire lanes. Streetscape Eileen reported Starfield is doing streetscape possibly as far a St James Place. Eileen will get further clarification. Doug explained that sidewalks need to be wider for pedestrian safety. Doug made a motion to adjourn at 8:45 pm and Kevin seconded. All approved. Respectfully Submitted by Gail Rosewater
