Chairman Graziano explained the meeting process to the attending public and presented minutes from a previous hearing for approval. The minutes were approved by a voice vote. Chairman Graziano called Village Case No. 26-ZPA-02-003. Director Simmons presented an overview of the proposed project and the history of the property. The Petitioner, is proposing to install a new electronic message center monument sign on the property for the existing Advia Credit Union. Director Simmons stated the property previously had an electronic message center sign when the bank was originally developed as the Golden Eagle Bank but the sign was removed when acquired by the current owner. The petition is seeking to reinstall an electronic message center sign at the property. Director Simmons stated the sign as proposed would comply with the applicable code requirements. The Petitioner stated the bank was seeking to reinstall the electronic message center sign. The sign will comply with all code requirements for its operation. Chairman Graziano opened the discussion to the floor and invited comments from the public. Hearing none the public comment portion was closed. Chairman Graziano entertained a motion. Member Kretschmer moved, seconded by Member Williams, to recommend to the Village Board of Trustees approval of conditional use for an electronic message center sign for the property located at 650 Northwest Highway, subject to the following conditions: Board of Zoning, Planning and Appeals March 12, 2026 26-ZPA-02-003 Patrick Khoury, Chair [PAGE 3] 1. The electronic message center sign, including the location and size of the sign, shall substantially conform to the plans and exhibits as submitted as part of this petition except as they may be revised to conform to Village code requirements and all conditions of approval. 2. The electronic message center sign shall be equipped with an automatic dimming mechanism which automatically adjusts the sign’s brightness in direct correlation with natural ambient light conditions. 3. Illumination of the electronic message center sign shall not exceed 0.3 foot-candles over the ambient lighting conditions when measured at a distance equal to the square footage of the sign area. 4. The electronic message center shall not display any videos or any blinking, flashing, or scrolling script across the viewing area. Any messages which are displayed shall be static in nature. 5. Any messages which are displayed shall not change more frequently than once every three (3) seconds. 6. The electronic message center portion of the monument sign shall not exceed forty percent of the total sign area.
