[PAGE 1] APPROVED MEETING MINUTES Floyd County Emergency Management Agency Commission DATE: 02-03-2026 TIME: 5:30 PM LOCATION: EOC & Teams The Floyd County Emergency Management Commission met in the Emergency Operations Center and via Teams with the following in attendance: Commissioners Dean Andrews, Charles Newman, Jerry Engelhardt, Randy Hassman, Shelly Weiss, Gloria Carr (Attending as alternate in Boyd Cambell’s absence). Also in attendance: EMA Coordinator Jason Webster and Bob Steensen from the Charles City Press. Vice-Chairperson Andrews called the meeting to order at 5:33 PM. Motion was made by Vice-Chairperson Andrews, second by Carr to approve the meeting agenda. Motion passed by unanimous vote. Vice-Chairperson Andrews opened the floor to public comments. Shelly Weiss, Mayor of Nashua, was introduced as a new member of the Commission and the rest of the attendees introduced themselves as well. Motion was made by Carr, second by Hassman to re-appoint Sheriff Crooks as the Chair of the Commission. Motion passed by unanimous vote. Motion was made by Carr, second by Vice-Chairperson Andrews to reappoint Mayor Andrews as the Vice-Chair of the Commission. Motion passed by unanimous vote. Motion made by Englehardt, second by Hassman to approve the Minutes of the 02-28-2025 meeting after amended to change the wording of “Public Meeting” to “Public Hearing” in two locations of that document. After discussion of the submitted minutes of the 01-26-2026 Multi-jurisdictional Hazard Mitigation Plan update kick-off, Carr noted that since no quorum had been established, there should not have been minutes recorded as it could not be considered a meeting or workshop. That document will be retained merely as “notes”. Motion passed by unanimous vote. Webster presented the proposed FYE 2027 EMA budget. Overall, the budget is looking good, and the Ending Fund Balance is maintaining and no longer trending downward. There were two options to [PAGE 2] consider that were talked through. There have been some issues with the FEMA Emergency Management Preparedness Grants (EMPG). The 2025 EMPG had been held up in litigation at the Federal level but has since been released. The other concern is whether or not funds will be available for the next round of EMPG (2026). The two options were to submit the FYE 2027 budget with the 2026 EMPG being anticipated or not. Ultimately, the Commission chose to anticipate that we will get it. At this time, Webster is optimistic that the 2026 EMPG funds will come to fruition and will apply for the grant accordingly. Webster advised of the proposed changes to the budget from last year, noting the typical increases in FICA, IPERS, and insurance. In addition, there will be a $600.00 reduction in the budget from not having to purchase the annual Zoom license as the County is moving away from that platform for virtual meeting capabilities. Webster explained that he had included a 3% wage increase, as he was unsure at this time what the rest of the County employees would receive at the end of the County budget cycle. He also noted that he would be willing to accept whatever the County decided on for increases across the board. Carr spoke in favor of just going with the 3% increase for the coordinator position as she feels that Webster is low in his pay compared to his peers. No other Commission Comments were noted during that opportunity. Discussion was had to set the date of the public hearing to February 16, 2026, at 4:00 PM in the EOC. Hassman made the motion to do just that, and Englehardt placed a 2nd. Motion passed unanimously. Motion was made by Engelhardt to adjourn the meeting Carr placed a 2nd.
