I got one little thing. I got two comments. First comment I'm talking, I want to talk about the mice, rats we have in Elmwood Park lately. It's everywhere, especially on the north side of the snow from the tracks, like 72, 73. I mean, nothing's getting, I mean, I'm trying to do, a couple of neighbors, they don't show up today, but we try to do the best we can, you know, with traps and this and spray, but looks like, you know, we just can't handle. I think it's just one issue that needs to be taken care of. Yeah, we're, I mean, we have smithering that takes care of that for the village. WE'RE ON TOP OF IT, BUT SOME OF THEM COME OFF THE TRACKS HERE. THEY FALL OFF THE CARS, THE GRAIN CARS OR WHATEVER. BUT OTHERWISE, WE GOT IT. I KNOW MR. VOLPE, YOU WANT TO TELL THEM HOW YOU WENT UP AND DOWN THE ALLEYS AND CHECKED EVERYTHING OUT? I CALL MY SON CALL. NO, I CALL MY NEXT NEIGHBOR CALL. Not really. I don't know if they came into my property with respect, but I don't know this. These two gentlemen here, Artie and Jack, they can help you if you, you know, see them afterwards. I know you have another comment, but see them afterwards, and they'll come out here, and Spend their email, come, and they'll inspect your, they'll look for burrows. I'm right behind, let's say, I'm Crest, behind Kalana, with all the, plus, you know, there's a lot of food in that area, you know, right now. Sometimes I can't, you know, Sometimes the garbage can is open. That makes it worse. People are not picking up the dogs. They let the dogs stay in the yard. That makes it, you know, too much food. I mean, I never really complain too much. But this year, you know, I can't handle myself. But this year, it's just incredible. Gentlemen, that's what they do. I just have a conversation with them, and they'll come out. Okay. I will talk to them after. Can I mention one more thing? Sure. I don't know if it's possible. But I used to be a truck driver. But just to say, but I know there is a law in Alamo Park about the B-plate trucks and stuff like that. No parking here, no parking at night. But, you know, sometimes I think, you know, if somebody likes trucks, Alamo Park pretty much, you know, is built like Chicago. That's the truth. We don't live in a village where there's so many driveways, so many space that you can park trucks. Even garages, sometimes they don't fit. So it's a big issue. I wish, you know, some law can kind of change a little bit. Because, you know, some people, they can park on the driveway, or maybe sideway, or, you know. Like I say, the law, it's a little bit shaky. Because I was talking with one of the policemen one day. He told me, oh, the law, really, the way it talks, you almost can't get a ticket even in the daytime. The way it's being wrote. You know, some people, like I say, you know, I wish they could be doing something all the time, make a little bit more easy. Because sometimes they, sorry, like I say, SUVs sometimes, I mean, some SUVs are even bigger than some little trucks, especially like a four-ranger, really tiny trucks. When we talk about the standard truck, double cab, you know, I mean, we're talking about really heavy-duty items, you know. We're taking a look at it right now. We just don't want work trucks on the street with, you know, ladders hanging off and... Yes, I believe in that, but, you know, but... That's the reason. That's been in effect way before I was a guy. Yeah, like I said, it's been in effect for a long time, but, you know, I think more people are going for trucks sometimes, you know what I mean? Especially guys that like it, but sometimes, you know, where do you got to park? Garages are not made, you know. The village is not built. You can say no trucks at all, no parking in the street, like Chambers or other big villages. because they got a bigger yard. A lot of little corpses from rats, opossums, and raccoons. I notice when I'm biking, and I feel so bad. I mean, I've actually picked up a huge animal that was killed, and I put them in my big bag, and I took them and threw them over the fence by the railroad tracks because I didn't want them squashed more than he already was. But I don't know. I know there are more vermin out there, but what they're attributed to, I'm sure, is all the garbage. And after Halloween, it's going to be even more. So be ready. But anyhow, thank you all. AND THANK YOU FOR ALL. THANK YOU. OKAY, NOW WE'LL MOVE ON TO THE HIGHLIGHT OF THE EVENING. THIS EVENING, WE ARE RECOGNIZING KEVIN FERRARO. KEVIN FERRARO BEGAN HIS CAREER WITH THE ELMOOD PARK FIRE DEPARTMENT IN 2012 AS A FIREFIGHTER PARAMEDIC. HE QUICKLY BECAME AN INTEGRAL PART OF THE DEPARTMENT, APPLYING HIS MECHANICAL KNOWLEDGE AND PROBLEM-SOLVING SKILLS in every task assigned to him. Kevin has been a key member of our emergency vehicle technician team and now supervises all vehicle maintenance. He has diligently continued his professional education by attending classes in hazardous material incident mitigation and command, fire ground tactics, technical rescue response, national incident management procedures, and a wide host of courses to support his career development. Kevin attained the rank of lieutenant in 2019. He continued to receive training in state-of-the-art fire service techniques and often presented his knowledge to his fellow fire department members through creative training scenarios. To date, Kevin has attained at least 27 Illinois Office of the State Fire Marshal certifications. His skills and dedication secured his position with the highly respected Illinois Task Force One. Illinois Task Force One is the state's urban search and rescue team in Illinois. It consists of specialized first responders and specialists trained for extremely difficult recovery efforts. The team has 80 members, including trained search canines. This team is a Type 1 heavy search and rescue team trained for various rescue operations, including structure collapse incidents, high-angle rope rescue, confined space rescue, and mass transportation rescue. Tonight, Kevin is formally recognized for his dedication and achievements as he receives his promotion to the rank of captain. Kevin will serve as the shift commander of Gold Shift and will be responsible for overseeing all fire department operations each shift day. Our congratulations to Captain Kevin Ferraro. I believe. Okay. Moving on. The only thing I have, I just want to remind everybody again that November 5th is Election Day. We will be starting early voting October 21st through November 4th. It will be at the Parks and Rec Center this year. It will not be at Village Hall. It will be at the Parks and Rec Center early voting. I attended the September 11th memorial last month, where the events of the day were thoughtfully and solemnly retold by valued members of our community. It was encouraging to see the outpouring of support from our educators, students, fire department, police department, village officials, and more. And together, we will never forget what happened that day, and I am honored to be part of that community. Thank you. Mr. President, Plan Zoning and Development met last month to hear the request for a special use for the new Pompei Bakery. From the developers, they are planning a pickup window. It's not going to be a drive-through with stacked vehicles. Orders will have to be placed in advance, and we're going to be accepting their recommendation unanimous to proceed forward with that grant. Also, Clerk Pascoe, Trustee Conte, and myself had the privilege of going to the Elmwood Park Library SOCOP last week. It was a great event. The library raised a lot of funds for their outreach. And thank you to all the businesses in the community that helped them out. A lot of great donations from our local businesses. Great. Thank you, Mr. President. Just an update on the Relay for Life event that took place September 13th. They are up to over $30,000 in earnings to fight the battle with cancer. So thank you to everyone. Item K on the consent agenda is a motion to ratify Manager Volpe's execution of a settlement agreement that we reached with the property owners of 2109 North 74th Avenue. This property was recently sold. It was subject to multiple liens. that were securing monies that were owed to the village. I'm happy to announce that we're able to collect $21,000 from the sale of that property, and we're asking that you ratify the manager's execution of that agreement. Thank you. Mr. Volpe. Mr. President, the board will be asked to ratify my acceptance of a proposal from Midwest Meter. TO PURCHASE 500 BADGER WATER METERS. THESE METERS WILL BE USED TO REPLACE THE EXISTING METERS IN THOSE HOMES WHERE WE WILL REPLACE LEAD WATER SERVICE LINES WITH NEW COPPER. THE LEAD TIME ON THE METERS IS APPROXIMATELY 21 WEEKS, AND EACH METER COSTS $351. THE BOARD WILL ALSO BE ASKED TO RATIFY MY ACCEPTANCE OF A PROPOSAL FROM AQUA PURE ENTERPRISES TO APPLY A SECOND COAT OF PAINT TO THE POOL That cost us $10,000. As you might recall, the pool was supposed to be painted in the fall of 2023, but we decided to wait until the fall of 2024 due to some scheduling issues on the part of the contractor. The total cost to repair and paint the pool with one coat was $34,608, but after the surface was repaired and prepared and the painting was underway, the contractor recommended to the Village that we apply a second coat of paint, which will significantly extend the life of the job. The Village of Elmwood Park is the lead agency pursuing an ITEP grant in the amount of $843,205 that will fund the Phase II engineering for a North Avenue streetscape project. The Village of River Forest is partnering with us on that project. The board will consider a resolution tonight that commits to provide this local match and to fund ineligible costs of the project, if any. The grant amount is $856,602. making the local match $168,469. If awarded, Elmwood Park and River Forest will share in that local match. Elmwood Park participates in the Cook County Hazard Mitigation Plan, along with 125 total jurisdictions. FEMA requires that this plan be updated every five years. The Board will be asked to adopt a resolution that affirms Unwood Park's approval and adoption of the current plan and pledges our continued participation in the updating and revising of the 2024 plan. This effort is led by Fire Chief Michael Terzo and Deputy Chief Kevin Flaherty, whose birthday it is today. Happy birthday, Deputy Chief. The Board will be asked to approve the purchase of a high-pressure street street washer attachment from LaRusso Heavy Equipment LLC. This unit is made to connect to a skid steer frame so we can use it either on a bobcat or the tool cat. It comes with a 214-gallon water tank and sprays water at a maximum pressure of 2,600 PSI. Public Works will use this unit to more efficiently and routinely pressure wash the heavily traveled commercial areas throughout town. The sale price is $11,350 plus delivery. The board will be asked to authorize the village clerk to advertise for bids for tree trimming for 2025 and 26. And lastly, as planned, on October 3rd, the village held a meeting of the Joint Review Board associated with the proposed West Belmont Avenue TIF district.
