maps, ariel views and history of the ditch. Lincoln stated this project is
to replace the existing petitioned outlet tile from an existing catch
basin on State Route 108 to the open ditch of Bad Creek Branch 25 and
the lateral that drains an existing catch basin on County Road J. First
Hearing will be held on February 19, 2026 at 915am in the
Commissioners Board Room at 152 S. Fulton St. Wauseon, OH 43567.

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
January 20, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner moved for the adoption of the following
resolution:
WHEREAS, the Fulton County Department of Job and Family Services is responsible under Chapter 5153 of
the Ohio Revised Code for the custody and care of, and protective services for dependent, neglected and abused
children; and
WHEREAS, the Fulton County Department of Job and Family Services is authorized under Chapter 5153 of
the Ohio Revised Code to provide care and services which it deems to be in the best interest of any child who
needs or is likely to need public care and services; and
WHEREAS, Adriel School is an organization incorporated under the laws of the State of Ohio, or other state;
and licensed, certified or approved to provide placement and related services to children in accordance with the
Ohio laws or the state where the placement facility or foster home is located, respectively; and
WHEREAS, Adriel School is willing to perform said duties and a contract has been successfully negotiated for
their services.
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners, on behalf of the Fulton
County Department of Job and Family Services, hereby approve oversight of Contract with Adriel School for
IV-E services as described therein; and
BE IT FURTHER RESOLVED, said contract shall be in the amount of $150,000.00 and shall be effective
from January 1, 2026 through December 31, 2026; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were adopted
in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County

WHEREAS, a contract has been successfully negotiated on behalf of the Fulton County Senior Center with
Fairlawn, Inc. for the rental of facilities for the Senior Citizen’s Satellite Center for 2026; and
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners, on behalf of the
Fulton County Senior Center, hereby enter into agreement 2026-06 with Fairlawn, Inc. for the 2026 rental
of facilities for the Senior Citizens Satellite Center pursuant to the terms and conditions stated therein;
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
January 20, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner _______________________________ moved for the adoption of the following
resolution:
WHEREAS, the Area Office on Aging of Northwestern Ohio, Inc. has issued notice to the Fulton County
Board of Commissioners of an award of $163,059.40 in funds for PY2026 to provide nutrition programming
to the senior center; and
WHEREAS, to receive these funds, it is required that the Board execute documents thereby acknowledging
and accepting the grant award and the terms thereof; and
THEREFORE, BE IT RESOLVED, the Fulton County Board of Commissioners hereby accepts the
award as indicated herein and authorize Commissioner Jeff Rupp to execute the acknowledgement and
acceptance of the grant and the terms thereof, a copy of which is attached hereto; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings

THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners hereby approve
draw (1) of funds in the total amount of $5,000.00 for General Admin under MVPO Grant, B-D-24-1AX-
1 for submittal to Development Services Agency Office of Community Development-Ohio Department of
Development; and

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
on January 20, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner _______________________moved for the adoption of the following resolution:
WHEREAS, ORC§307.12(G) states that if a Board of County Commissioners finds, by resolution, that
the county has vehicles, equipment, or machinery that is not needed, or is unfit for public use, and the
board desires to sell the vehicles, equipment or machinery to a person or firm from which it proposes to
purchase other vehicles, equipment, or machinery, the board may offer to sell the vehicles, equipment, or
machinery to that person or firm, and to have the selling price credited to the person or firm against the
purchase price of other vehicles, equipment or machinery; and
WHEREAS, the Board of County Commissioners finds that the Fulton County Board Senior Center has
vehicles that are obsolete, unneeded or unfit for the use for which they were acquired, and desires to sell
the vehicles to a firm from which it proposes to purchase another vehicle thereby having the trade-in
value credited toward the purchase therein.
THEREFORE, BE IT RESOLVED, that pursuant to provisions stated hereinabove, the Board of
County Commissioners hereby authorizes the disposal of the vehicle listed herein below, with the trade in
value being credited toward the purchase of another vehicle:

WHEREAS, upon reviewing the unit price bids, Amy Metz-Simon, JFS Director, recommends that
Creative Media Solutions presented the lowest and best bid for the project; and
THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners accepts the JFS
Director’s recommendation and hereby awards the bid for the Marketing Services for Fulton County JFS
to Creative Media Solutions in the amount of $61,600.00, and a contract shall be issued; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were

authorizes the Board President to enter into Contract 2026-07 with Owen Community College, Center for
Law Enforcement and Professional Development, pursuant to the terms contained therein to provide law
enforcement and professional development training for the Fulton County Sheriff’s Department; and
