TIME: LOCATION: McGill Town Hall/Kinnear Library Building #4 North Fourth Street The following McGill Town Council members were in attendance: Cynthia Angelopoulos, Chairperson Sue Manning, Member John Grant, Member Brian Pay, Member Members Absent: Vacant seat Also Present: Stacy Laird, Business Representative David Miller ********************* PLEDGE OF ALLEGIANCE ***************** Chairperson Angelopoulos asked those present to join her in the Pledge of Allegiance. PUBLIC COMMENT: Chairperson Angelopoulos called for Public Comment. There was no Public Comment offered. 1. NEW BUSINESS: *A. Discussion/Action/Possible Approval: Spraying the parks in McGill for Weed Control and Possible Actions to Help Control the Mole/Gopher Population, Cynthia Angelopoulos Chairperson Angelopoulos opened this item up for discussion by the town council. It was mentioned that all parks throughout McGill have a severe problem with rodents, moles, gophers etcetera. They discussed tackling the problem mainly in the McGill ballpark. 1 [PAGE 2] Stacey Laird told the town council there is a private citizen who has offered to go to the McGill ballpark and put poison in each one of the holes created by the rodents. The town council thought that would be a good idea however were unsure if that was allowed by White Pine County. It was requested that the resident fill out a volunteer form before she begins. The town council also discussed contacting different entities throughout the County who might be interested in sending a quote on the cost to help eliminate the rodents and also spray all the parks in McGill for the broadleaf weed infestation along with other invasive weeds. 2. ITEMS CARRIED FORWARD FROM PREVIOUS MEETINGS: *A. Discussion/Action/Possible Approval: Selection of the Four (4) Christmas Decorations to be Placed Along McGill’s Main Street/Fourth Street for December 2026 Christmas Season. (The Purchase was Approved at the November 18, 2025 Meeting ) Chairperson Angelopoulos told the town council members the purchase of four Christmas decorations to be placed along McGill’s Main St. for the December 26 Christmas season had been approved in the November 18, 2025 meeting. She asked council members to review the packet that was provided to them in their packet and choose which decorations they would like to order. She told them they could choose up to 4 decorations. After a short discussion town council members chose the following decorations: 1. 5-foot Fancy Fork Snowflake silhouette Christmas pole mounted decoration 2. 5 1/2-foot Four Falling Stars silhouette Christmas pole mounted decoration and, 3. 6-foot Reindeer silhouette Christmas pole mounted decoration and 4. 6-foot Flying Angel silhouette Christmas pole mounted decoration The town council approved previously to partner with a local group in ordering the decorations and sharing the cost of shipping. Chairperson Angelopoulos called for a motion to purchase the selected decorations. Member John Grant made the motion to purchase the four Christmas decorations and member Sue Manning made the second. The motion passed with a quorum of those members present. *B. Discussion/Action/Possible Approval: ADA Accessibility to Front of Kinnear Library (Handrail at Sidewalk) Update) Mr. David Miller told the town council he has found another welder who may be interested in this project. He is currently waiting for a quote from that person. 3. ON-GOING BUSINESS: *A. Approval of Minutes: January 20, 2026 Chairperson Angelopoulos called for a motion to approve the minutes of January 20, 2026. Member John Grant made the motion to approve and member Brian Pay made the second. The motion passed with a quorum of the members. *B. *1. McGill Town Council Special Projects: *a. KCC Circle Fountain: The town council agreed this will stay on the special projects list however more information is needed. 2 [PAGE 3] *b. Kinnear Library/McGill Town Hall Parking Lot: The Kinnear library is a White Pine County building therefore the town council agreed to asking the county to find funding immediately for this project. *c. McGill Ball Park: The McGill ballpark will remain on the list and hopefully will be submitted in the next round of SNPLMA funding. *d. Restroom facility at Avenue K Park: The town council agreed to take this off of the list. Until funding is found *e. Street Signs Throughout McGill: Avenue R: There is no sign on the highway. Fifth Street (South end) No sign. Sixth Street (So end) No sign Seventh Street (South end) No Sign Circle Park: There are no signs on the cross streets i.e., Centennial Street, Bill Hoggan Drive *C. Approval/Ratification of Bills/Authorization to Purchase: Motion to Approve Payment of all Bills Received by McGill Town Council Through the End of the Current Month, 2025 to Line Up with White Pine County Finance Check Run Dates. Member Brian Pay made the motion to approve the monthly bills. Member John Grant made the second on the motion. The motion passed with the quorum of the members present. *D. Correspondence: *1. Discussion/Action/Possible Approval of Correspondence as Reviewed by McGill Town Council Secretary. 3 [PAGE 4] The secretary presented the correspondence that was received into the McGill town council office during the month of February. She noted that all of the correspondence had been emailed to the town council members. *E. Nuisance Abatements: the following nuisance abatements were reported as follows: 1. #2 Sixth Street: Tremendous amounts of trash in the yard 2. #17 Sixth Street: Black-4Door Nissan has no license plate. 3. #22 Sixth Street: Blue (El Camino) and a white Suburban-no license plates. 4. #10 North Fourth Street: Brown van-No plates, white blazer-no plates. They are parked in the back of the residence on North Third Street 5. 26 Fourth Street: Trash in front and back yard. 6. 67 ½ Avenue R (A-frame): There is a boat parked in front of the house and it is sticking out in the public right of way. It is blocking most traffic. If an emergency vehicle of any type needs to get through there it will be a very tight squeeze. During the spring and summer, there are also ATV and 4-wheelers parked in the public right of way. 7. 31 Avenue B: The property is owned by Victoria Barker. Her son lives in the camp trailer in the back yard. No one lives in the house and in checking with the McGill Ruth Consolidated Water and Sewer Co., there is no water and sewer turned on for that residence. He (the son) has piles of wood and garbage stacked throughout the back yard and the front yard. It has been reported there are large fires (camp fire?) is the back yard often in the evening. If there is a wind storm, and the fire gets out of control, it could cause the entire neighborhood to go up in flames. 8. #10 Avenue A: The house needs to be secured by the owner. There are broken windows, the doors are open and there is a vehicle-no tires sitting out front on the street. It is sitting on a large rock and tilts to the right side. Hopefully no children will go near it, the vehicle could tilt and fall on its side. The resident passed away years ago and nothing has been done to secure the house by the property owner. *F. Animals at Large/Vicious Dogs: None Reported *4. DEPARTMENT REPORTS/UPDATES: *A. Discussion/Possible Action on the Below Listed Department Reports: 1. *Financial Report: The secretary updated the town council on the current financial report. 2. *Fire/EMT Reports: There has been no representation from the McGill Volunteer Fire Department for the past five months. 3. *Park Maintenance: Chairperson Angelopoulos stated there has been no park maintenance done throughout the winter months. She said the applications for the part time parks person should be advertised soon. 4. *Street Lights: The following Street lights were listed as being out: #29 Sixth St. #19 North Fourth Street #17 Second Street and a light at North Fifth street by the apartments (as reported by JW electric employee) 5. *Streets & Street Signs: See list under McGill Town Special Projects 6. *Neighborhood Watch Program: Officer Brown attended at the request of Chairperson Angelopoulos. There was 10 people present and the recent vandalism/thefts throughout McGill was discussed. 4 [PAGE 5] 7. *Youth/Community Activities: Easter festivities are in full swing. Candy has been ordered to stuff Easter eggs and the group is accepting any and all donations to help with the festivities. 8. *Business Plan/McGill Merchants Reports: Nothing to report *B. VOLUNTEER GROUPS REPORTS/UPDATES: 1. *McGill Revitalization Association: Working on Easter festivities and the Community Yard Sale to be held in June. 2. *Cultural Center/Kinnear Library Report: Music night will be held at the end of the February. 3. *McGill Historical Drug Store Museum: Keith received a grant and will be insulating the walls of the drug store. PUBLIC COMMENT: Chairperson Angelopoulos called for final public comment for the evening. There was no public comment offered. *G. DISCUSSION/ACTION/POSSIBLE APPROVAL: *Motion for Adjournment Chairperson Angelopoulos called for a motion to adjourn the February 17, 2026 McGill town council meeting. Member Sue Manning made the motion to adjourn and member Brian Pay made the second. The motion passed with a quorum of members present. 5
