The Mayor and Council met in a regular meeting on Monday, August 8, 2022 at 4:00 p.m. at the city hall with the following members present: Webb Nall, Jerome Webster, Eunice Johnson, and Shawn Lassiter. Chris Harrison was absent. Before calling the meeting to order Mayor Staff opened a public hearing to discuss the possible rezoning of 300 Presley Street from R-2 to B-2. This was the previous location of Just 4 Kids. It is located in a residential area. It has been requested to continue as a business. The Planning Board heard this in June. They are requesting that the council either accept or deny the request. The only comment came from Lettie Digmon. She voiced concern that allowing this would be the beginning of businesses starting all down Presley Street. Hearing no further comments Mayor Staff closed the public hearing. A quorum being present Mayor Staff called the council meeting to order. Councilmember Johnson opened with prayer followed by the pledge of allegiance. Minutes of the July 25, 2022 regular meeting – A motion was made by Eunice Johnson and seconded by Webb Nall to approve the minutes as written. Vote: all ayes. The motion was approved. Accounts Payable – A motion was made by Webb Nall and seconded by Shawn Lassiter to approve the accounts payable. Vote: all ayes. The motion was approved. Ordinance 03-2022- Zoning Amendment – This ordinance authorizes the rezoning of 300 Presley Street from R-2 to B-2. A motion was made by Jerome Webster and seconded by Shawn Lassiter to suspend the rules for immediate consideration of Ordinance 03-2022. A motion was made by Webb Nall and seconded by Shawn Lassiter to adopt Ordinance 03-2022. Resolution 2022-14- CDBG Grant – The City was awarded a $300,000 grant in May 2016 to assist with the location of Brown Manufacturing and the subsequent creation of 35 new jobs at the facility. Brown Precision has only been able to create 17 new permanent jobs at the facility. As a result of the 35 jobs not being created, the City of Atmore has not been eligible to apply for CDBG funds for other needed projects for several years. This resolution requests a formal amendment to the CDBG project to reduce the total number of new jobs to 18 and, in conjunction with that, reduce the amount of the CDBG funds from $300,000 to 180,000 so that the project can be closed out and completed with ADECA. A motion was made by Webb Nall and seconded by Jerome Webster to approve resolution 2022-14. Don Taylor – Christmas in the Park – Don Taylor requests permission to hold Christmas in the Park at Houston Avery Park on December 17th at 5:00 p.m. A motion was made by Eunice Johnson and seconded by Jerome Webster to approve the request. Vote: all ayes. The motion was approved. Letty Digmon – Ms. Digmon came before the council to voice concerns over cut down trees and limbs along First Avenue. She states that the property owner should be required to clean up the mess he made on his own property. She stated the city should use their authority to make the owner pick it up. A motion was made by Webb Nall and seconded by Shawn Lassiter to adjourn. Vote: all ayes. The meeting was adjourned at 4:15 p.m.
