[PAGE 1] December 2, 2025 PSAP GOVERNANCE BOARD MEETING MINUTES Meeting Room – 1st Floor Police Dept. 725 N. Park Ave, Fremont 7:30 a.m. A meeting of the Fremont/Dodge County PSAP (public safety answering point) Governing Board was held on December 2, 2025, in the first floor meeting room of the Fremont Police Department at 725 N. Park Avenue, Fremont, Nebraska. The meeting was called to order by Mayor Dev Sookram at 7:30 a.m. The meeting was preceded by a publicized notice in the Fremont Tribune and the agenda displayed in the Fremont Police/PSAP lobby and is open to the public. A copy of the open meeting law is available for public inspection. Roll call showed Board Members Dev Sookram, Blair Horner, Bob Missel, Greg Beam, and Mark Jensen present in the room. James Vaughan and Doug Backens were absent. 5 present, 2 absent. Communications Director Shelly Holzerland and Radio Administrator Tom Christensen, ex-offico present. Guests were City Administrator Jody Sanders, Jenn Nabb Fremont Finance Director, and Bob Stephany FirstWireless D&D Communications. The draft minutes of the July 8, 2025 meeting were distributed at the meeting. Mr. Jensen moved to accept the minutes of the July 8th meeting and Mr. Horner seconded the motion. Vote: Aye: Sookram, Horner, Missel, Jensen, Beam No: None Motion passed Report and action for agreement with Fremont Public Schools for access to their camera system in emergencies The Fremont Public Schools are in process of installing security and camera systems to aid in responses to emergencies in their buildings. FPS has agreed to provide access to their camera system to the dispatch center so dispatchers can view the cameras during an emergency. The programming of their system is in progress now, and when complete the dispatchers will undergo training on using the system. This will not occur until next summer when school is on summer break. [PAGE 2] No recording or dissemination of the camera video will be done by dispatch. The access to the system will only be available when the security system has been activated by the someone at a FPS facility. This will allow the dispatchers to monitor the emergency and provide situational awareness to the responders. There is no cost to the PSAP. Mr. Missel moved to sign the interlocal agreement, giving dispatch access to the FPS camera system. Mr. Horner seconded the motion. TheFremont/DodgeCounty911centerisamemberoftheOmahaAreaRegionalInteroperability Network (ORION.) ORION is a regional Motorola public safety radio system. Preparing for the move to the new Police building, new radio consoles and backroom equipment will be needed. Current equipment is end of life in 2023, cost of moving old equipment will be prohibitive and trying to keep radio system running in both locations will be very difficult. The quote provided by Motorola is for 6 consoles in the new center as well as all associated backroomequipmentandlabor. Italsoincludessomeincentivesfrom Motorolaforsigningthe contract now. Signing before the end of the year will lock in the 2025 pricing. Equipment will not be shipped until the new building is ready for installation. Mr. Jensen moved to approve signing the proposal from Motorola Solutions. Mr. Missel seconded the motion. Every year, the Governance Board has set aside moneyinthebudgettoaidinthepurchaseofnewequipment. Thisfundiscurrentlyat$500,000. 25% of the Motorola proposal will need to be paid at contract signing, with the balance coming later in the project. Mr.Misselmovedtousethe$500,000setasidedollarsexclusivelyforthisMotorolaproject. Mr Horner seconded the motion. Both city and county insurance paid for damages at Dodge and the Power Plant. Currently, this past weekend, radio issues were reported by responders. Tom Christensen reportsthatitappearsthatbothGPSantennasatthepowerplanthavequitworking. Thereare twoforredundancyandneitheroneappearstobeworking. Thesewereinstalledin2015sothey areolderthantheonesattheothertowersandareprovingtobehardtofind. Theyappearto beobsolete. Becauseoftheheightandtheirlocationonthepowerplant,itisdifficulttoseethe connectorstotrytofindotherantenna. Tomhaslocatedsomesimilartotheoneswehaveand they are on the way from Iowa to see if they will work. More to come on this issue.
