Mayor Pro Tem Lockwood called the meeting to order at 7:30 PM.
The invocation for the evening was the Lord’s Prayer and was followed by the Pledge of Allegiance.

Present: Bancroft, Bottecelli, Lockwood, McDermott, Osborn (by phone), Sage, Suchowski.
Absent: None.

Markland reported on the following:
• Updated quote for wire removal
• Award for Steve Guy
• Opposition to legislation on zoning petition
• Preparing bond sale

Bottecelli reported on Restaurant Week and Storytelling Committee Meeting.
McDermott reported on Fenton Education Foundation event.
Bancroft reported on the Library Board.
Suchowski thanked the City Manager for opportunity to attend MML event and reported on Planning
Commission.
Lockwood reported on Beautification, America 250, and Liberty Tree dedication.

CONSENT AGENDA
Mayor Pro Tem Lockwood reviewed all items on the Consent Agenda:
• Authorize payment of invoices in the amount of $428,472.61
• Authorize payment of Community Center invoices in the amount of $1,241.39
• Approve and place on file the minutes of the following meetings:
December 16, 2025 DDA

• Appoint to Arts & Culture Commission Dustin Rourke to a vacant term expiring 12/31/2028
• Appointment correction to Board of Review: Appoint Kaylee Marcum as Board of Review Alternate.

presented.

SECOND READING AND ADOPTION OF ORDINANCE NO. 727 HALLOWEEN HOURS
A motion was made by McDermott and supported by Suchowski to approve Ordinance No. 727 setting
Halloween Hours.
YEAS: Bottecelli, Lockwood, McDermott, Osborn, Sage, Suchowski, Bancroft.
NAYS: None.
ABSENT: None. Motion carried by unanimous roll call vote.
SCOPE OF ENGINEERING DESIGN SERVICES FOR 2027 N. LEROY STREET (6TH TO NORTH)
STREET REHABILITATION PROJECT
A motion was made by Suchowski and supported by McDermott to approve the cost associated with the
OHM Scope of Engineering Services for the 2027 N. Leroy Street (Sixth to North Rd.) Street Rehabilitation
Project at a cost not-to-exceed $122,000 from their proposal dated January 12, 2026.
Motion carried by unanimous voice vote.
REMOVAL OF COMMUNICATION WIRING
A motion was made by McDermott and supported by Bottecelli to approve the proposal from Connected
Telecom to remove the unnecessary wiring and reorganize the remaining existing equipment and wiring.
YEAS: Lockwood, McDermott, Osborn, Sage, Suchowski, Bancroft, Bottecelli.
NAYS: None.
ABSENT: None. Motion carried by unanimous roll call vote.
FOIA APPEAL
A motion was made by Lockwood and supported by McDermott to approve upholding the denial of Alan
Hopkins 26-2 FOIA request.
YEAS: McDermott, Osborn, Sage, Suchowski, Bancroft, Bottecelli, Lockwood.
NAYS: None.
ABSENT: None. Motion carried by unanimous roll call vote.
CLOSED SESSION FOR LEGAL OPINION
Mayor Pro Tem Lockwood removed the Closed Session from the agenda.
