He welcomed back Councilmember Chris Williams, who was appointed by the City Council to fill the unexpired term of Representative Amanda Cook, following her appointment to the NC House of Representatives. He then called for a moment of silence, followed by the Pledge of Allegiance. PUBLIC COMMENT PERIOD 2025-482 Public Comment Period A Public Comment Period will be held on the first Monday of the regular City Council meeting schedule at 5:30 p.m. or as soon thereafter as reasonably possible following recognitions, awards, and presentations. Our policy states persons may speak on any item not on the agenda. • Persons who have signed the register to speak shall be taken in the order in which they are listed. Others who wish to speak and have not signed in will be taken after those who have registered. • Persons addressing City Council are asked to limit their comments to 3 minutes. • Citizens will be asked to come to the podium, state their name and address and the subject(s) on which they will comment. • If a large number of people are present to register concerns about the same subject, it is suggested that they might be acknowledged as a unified group while a designated speaker covers the various points. This helps to avoid repetition while giving an opportunity for people present with the same concerns to be recognized. Mayor Pro Tem Moore opened the public hearing at 6:05 p.m. Economic Development Director Peter Bishop presented Project Ticket, an expansion proposed by an existing High Point industry owned by an Irish holding company. The project involves manufacturing RFID labels and includes an estimated $30 million investment in new machinery and equipment and approximately $900,000 in renovations to an existing 40,000-square-foot building at 2506 Sinclair Avenue. The project is expected to create 99 new jobs with an average annual wage of $62,250, exceeding the Guilford County average. Staff recommends a local incentive of $300,000 over three years, consistent with the Council-approved Job Creation and Building Upfit Policy. Mr. Bishop noted that the company is evaluating competing sites in France and Vermont and intends to finalize a location decision by year-end. The site is served by City water and sewer and Duke Energy for electric service. In response to Council questions, Mr. Bishop stated that the existing warehouse will not be relocated; the company will repurpose portions of its current three-building complex and expand operations into the renovated building. 3 [PAGE 4] Minutes Regular Meeting December 1, 2025 Mayor Pro Tem Moore asked if anyone wished to speak regarding the item. Seeing none, he stated that staff has requested the public hearing be continued to the December 15, 2025, City Council Meeting. Mayor Pro Tem Moore made a motion to continue the public hearing to the December 15, 2025, City Council Meeting, seconded by Council Member Holmes. Motion passed with the following vote: Aye: Mayor Pro Tem Moore, Council Member Williams, Council Member McKiver, Council Member McKiver, Council Member Johnson, Council Member Peters, Council Member Harman, Council Member Andrew, and Council Member Holmes Nay: None Absent: Mayor Jefferson G-2) 2025-478 Consideration of a Contract Renewal with Atrium Wake Forest Baptist Health City Council is requested to consider a contract renewal with Atrium Wake Forest Baptist Health with a total estimated cost of $497,504 for the annual renewal of onsite clinic services and authorize the appropriate City Official(s) to execute all necessary documents. Angela Kirkwood, Human Resource Director, presented a request to renew the City’s contract with Atrium Wake Forest Baptist Health for on-site clinic services for the period January 1 – December 31, 2026. She outlined the clinic’s expanded services, including primary and sick visits, point-of-care testing, lab draws, chronic care management, health education, over-the-counter medications, wellness programming, mobile mammograms, health coaching, and biometric screenings. For 2026, an additional enhancement includes hosting all firefighter physicals as a one-time fixed cost of $90,825, which is currently budgeted in the Fire Department and will be administered through Atrium as part of the contract. The estimated annual clinic cost is $406,679, billed monthly at $33,900, bringing the total 2026 estimated cost to $497,504. Ms. Kirkwood reviewed employee utilization trends, noting current usage averages 6–8 employees per day, with a goal of reaching approximately 10. Increased marketing efforts are planned to drive awareness and participation. She stated Atrium is preparing updated return-on-investment data based on health plan information provided by Cigna and expects to share those metrics during the budget process. Council members asked questions regarding utilization, cost comparisons, and projected savings. Ms. Kirkwood confirmed ROI data will be provided once finalized 4 [PAGE 5] Minutes Regular Meeting December 1, 2025 and acknowledged interest in comparing estimated versus actual expenditures for the previous contract year. Council Member Peters stated that Council members may also use the on-site clinic and shared that her experiences have been very positive, noting the convenience of same-day or next-day appointments. She added that the clinic is especially helpful for employees with tight schedules and expressed appreciation for the benefit. Term will be effective January 1, 2025, and will expire on December 22, 2026. Council Member Peters noted that the dates on both the appointment agenda items should read January 2026 and not January 2025. He emphasized that the work is important and meaningful, and added a light comment that the meetings even include meals.
