Open Meeting Krachmer opened the meeting at 7:00 p.m. Members present: Mayor Mike Krachmer; Council Members Erik Goebel, Kelly Jozwowski, Katherine Doll Kanne, and Jerry Moynagh. Members absent: none. Also present: City Administrator Kevin Watson, Assistant City Administrator Kaylin Clement, City Attorney Erich Hartmann, Public Works Director Jim Hauth, Planning/Community Development Director Nolan Wall, Fire ChiefKurt Frison, Deputy Clerk Phillip Lundquist. 2. Presentations Diamond Hunter, Executive Director of Solid Ground, presented. The mission ofSolid Ground is to prevent and end homelessness for families. The group was founded in 1987, located near Century College. Tutoring and wrap-around services are provided. Solid Ground is centered on families and provides a housing advocate, family advocate, and a child and youth advocate to help provide stability for those families. The holistic work includes prevention ofhousing instability which is proactive and cost-effective, transitional housing including life skills to improve health and long-term success, permanent supportive housing for those with disabilities and promoting independence. Prevention helps families stay in their homes or ease transitions. Wrap-around services include tutoring, financial literacy, respite spaces, employment and workforce referrals, tenant education and individualized case management. Summer camps help support youth when school resources are not otherwise available. Hunter presented success rates and atimeline ofnumber offamilies. The Vadnais Heights project is a 12-apartment building to support the transitional housing program and permanent supportive housing. There will be a playground area and other amenities for the families here. Solid Ground partners with Bridging so families will be moving into furnished apartments. Families have to be connected for six months, but some stay in contact longer to share stories and touchpoints. There will be a breakfast on May 6 at Jimmy' s the community is invited to attend. Committee, Commission, and City Council Reports Moynagh— Went to a Midway Chamber February 18 meeting that included St. Paul Mayor Her. Attended funeral for Bob Hellen who was a pillar ofthe community. Jozwowski— nothing to report, but asks residents to wear bright things when walking in the evening. Doll Kanne— VLAWMO Board ofDirectors met last week. Projects include resiliency studies which includes Vadnais Heights. Noted VLAWMO is apublicly funded entity and meetings are open to the public, mission is to protect local waters. Goebel— nothing to report. Krachmer— Krachmer has been representing the Cities for Safe and Stable Communities coalition which now includes more than 30 cities. The coalition has met with Governor Walz' s staff.Also met with Senator Xiong, chair ofthe State and Local Government Committee. Happy to have Solid Ground at this meeting, they will be a great addition to the city. Workshop included a representative from the City Attorney' s Office. Encouraged by people volunteering for the commissions. Co-hosting a community gathering at Christthe Servant Church on March 19, for community support. Food donations will be accepted. 12. New Business A. Approve Commission Appointments Clement presented the commission appointments. This is the first year all full-time and alternate positions are full, the only vacancy is Youth Liaison for Planning Commission. Motion by Doll Kanne, seconded by Goebel, to appoint four residents previously interviewed to the Park, Recreation& Trails and Health& Public Safety Commissions as listed below. B. Approve Fire Station Furniture Vendor Watson presented information on the furniture vendor. Atmosphere also is keyed in to the IT needs and lighting. Frison spoke on qualities ofthe vendor. Vendor will work with architects and work with the state-contract process to acquire furniture. Watson and Frison had toured Waconia. Doll Kanne asked what made Atmosphere stand out. Frison responded that the team approach and durability ofproduct line. Motion by Jozwowski, seconded by Doll Kanne, to authorize city staff to enter into agreement with Atmosphere Commercial Interiors for Furniture Products for the Vadnais Heights Fire Station Project. Ayes— 5 Nays— 0 Resolution is adopted. 13. Old Business None. 14. Staff Reports Lundquist—Nothing to report. Frison— New ladder truck arrived, will be responding to calls in about a month. Clement— Nothing to report. Hauth— Progress made with the grant for the stormwater and trail project in the wooded wetland behind City Hall, as the project made it into the legislative bill. Project will help filter water before it gets to the St Paul water supply. Sanitary sewer access path is nearing completion and is for pedestrian traffic only and fencing to notify the parts that are not open to the public. Wall— Nothing to report. Hartmann— Nothing to report. Watson— Middle housing bill is working its way through committee, and may take many forms before final votes. Bonding bill may also go through many iterations before final votes. 15. Consideration ofFuture Topics for City Council 16.
