PUBLIC HEARING – To receive public comment for the purpose of considering Special Land Use requests to allow for a temporary and permanent concrete batch plant, and an additional Special Land Use for wood mulch processing and sales as an accessory to the approved landscape outdoor yard storage display and landscape sales facility on the property located at 400 Meadowridge Drive. The property Tax ID is #53- 35-501-028. The property is zoned IND, Industrial District. B. PSLU25-0004 – Special Land Use for Picasso Landscaping, located at 400 Meadowridge Drive, Tax ID 53-35-501-028, Zone IND, Industrial District. The Special Use will allow concrete storage bins operation, along with Outdoor Display, Sales and Storage. [PAGE 2] C. PSLU25-0005 – Special Land Use for Picasso Landscaping, located at 400 Meadowridge Drive, Tax ID 53-35-501-028, Zone IND, Industrial District. The Special Land Use would allow for a Recycling and Composting facility as part of a larger landscape supply business operation. D. PSPR25-0005 – Site Plan Review for Picasso Landscaping, located at 400 Meadowridge Drive, to construct a new 9,200 s.f. industrial building as well as a 1,500 s.f. sales building. The proposed plan includes an enclosed wet concrete batch plant, a 14-foot-high sound dampening wall at the south-east corner of the proposed building, a 14-foot-high barricade wall along the easter edge of the property. There will also be a mulch processing area, a future weigh scale for industrial trucks and two phases of construction with the first phase utilizing a “temporary” concrete plant to pave the front parking area while the sales office is built and a second phase when the indoor batch facility is built. 5.
