Those present were Commissioners Bernie Dardis, Eric Gjerdevig, Mark Simmons, Brad Olson, and Mandy George. President of the Board Bernie Dardis called the meeting to order at 5:30 PM. The Pledge of Allegiance was recited. Commissioner Gjerdevig moved and Commissioner Olson seconded to approve the order of the agenda as distributed. No opposition. Motion carried. Commissioner Olson moved and Commissioner George seconded to approve the minutes of March 1, 2021 as presented with a change from an error in the spelling of Bob Jensen's name. No opposition. Motion carried. The Commission reviewed the Building Department Activity Report dated March 15, 2021 and Building Permits #210195-210245. Commissioner Olson moved and Commissioner Gjerdevig seconded to approve the Building Permits as presented. No opposition. Motion carried. Travis Johnson, Code Enforcement Coordinator appeared before the Commission to act as the BOARD OF ADJUSTMENT: Consider appeal of interpretation of 4-446 of City Ordinances at 978 Albert Drive West. Following discussion, Commissioner Simmons moved and Commissioner Gjerdevig seconded to deny the appeal of interpretation of 4-446 of City Ordinances at 978 Albert Drive West. No opposition. Motion carried. Dan Fuller, Fire Chief appeared before the Commission to ask for approval of the Fire Headquarters Preliminary Design Funding Request. Following discussion, Commissioner George moved and Commissioner Olson seconded to approve the Fire Headquarters Preliminary Design Funding Request. No opposition. Motion carried. Denis Otterness, Chief of Police appeared before the Commission to give the West Fargo Police Department 2020 Annual Report. No action was needed. Bernie Dardis, Commission President brought forward for review, the City of West Fargo Mask Strategy. Following discussion, Commissioner George moved and Commissioner Gjerdevig seconded to end the City of West Fargo Mask Strategy on March 22, 2021. Commissioner Olson opposed. Motion carried on a 4: 1vote. Dustin Scott, City Engineer appeared before the Commissioners to ask approval of Project No. 1316.2 - Approve Plans and Specifications; Authorize Bid Advertisement; Approve Task Order No. 18-4. Following discussion, Commissioner Olson moved and Commissioner Gjerdevig seconded to approve Project No. 1316.2 - Approve Plans and Specifications; Authorize Bid Advertisement; Approve Task Order No. 18-4. No opposition. Motion carried. B. Update on Special Assessment Committee Review Request No action was needed. C. Update on Commission Request for staff review of Annexation Process Following discussion, Commissioner George moved and Commissioner Simmons seconded to have the City Staff stop the conversation on the annexation on the Fairgrounds. Commissioner George, Commissioner Simmons, and Commissioner Dardis voted in favor of the motion; Commissioner Olson and Commissioner Gjerdevig voted against the motion of stopping the discussion with the annexation of the Fairgrounds. D. Update on Residential/Commercial Remodeling Exemption Request No action was needed. E. Dustin Scott, City Engineer will March 29 th until approximately April 12th. He is on the panel for choosing the bid for the Diversion. No action was needed. F. There is a large stock pile of dirt that is going to be moved from Trail King to the lagoons in West Fargo. No action was needed. There were no correspondence. There were no non-agenda items. Commissioner Simmons moved and Commissioner Olson seconded to adjourn the meeting. No opposition.
