9:15:01 AM MVPO- Review Projects Submitted for CDBG Funding
Lorenzo from MVPO presented the projects that have been submitted.
He mentioned that Fulton County is only eligible for 2 critical
infrastructure projects and we received 2 which are:
1. City of Wauseon- West Chestnut Street Waterline Replacement
a. This project is to separate combined sewers,
replacement of a waterline from 1897 and lead service
lines, sanitary sewer and storm sewer. This project is
estimated to cost $2,726,300.50. Wauseon is
requesting $500,000 from CDBG
2. Village of Fayette for West End Storm Sewer Replacement.
a. This project is to upsize a storm water pipe that is
causing flooding and sink holes. This project is
estimated to cost $132,000.00. Fayette is requesting
$120,000.00 from CDBG.
The next step in the process is to have a second public hearing to
officially present the projects for the board to select.

WHEREAS, that the Fulton County Commissioners hereby rescind Resolution 2026-184 passed March

and
WHEREAS, Fulton County JFS was notified that the vendor originally emailed the wrong agreement
that was entered into on March 12, 2026 by the Board of Commissioner and has since emailed the correct
version to be executed; and
THEREFORE IT BE RESOLVED, that the Board of Fulton County Commissioners hereby rescinds
Resolution 2026-184 so that the proper version of the agreement can be entered into; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of

workforce development services as detailed in the attached agreement for a period of July 1, 2026 through
June 30, 2028;

In the Matter of Resolution to Approve ) Office of County Commissioners
Request for Proposals for Comprehensive Feasibility ) Fulton County, Ohio
Governance, and Preliminary Engineering Study for ) March 31, 2026
Wabash Cannonball Trail- Fulton County Segment )
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice,
on March 31, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner ___________________ moved for the adoption of the resolution herein.
WHEREAS, the Board has elected to receive proposals for a comprehensive feasibility analysis,
governance evaluation, funding alignment, and preliminary engineering services for the Fulton County
segment of the Wabash Cannonball Trail; and
WHERAS, the purpose of this study is to evaluate the viability of paving and improving the unimproved
portions of the trail within Fulton County and determine an appropriate governance, maintenance,
funding, and implementation structure prior to advancing toward constructing funding:
WHEREAS, the request for proposal has been drafted and presented to the Board for their review and
consideration; and
WHEREAS, after review and due consideration, the Board finds the draft to be satisfactory; and
THEREFORE BE IT RESOLVED, the Fulton County Board of Commissioners hereby approves the
draft as submitted and authorizes the advertisement and distribution of the request to interested parties
thereof; and
BE IT FURTHER RESOLVED, all proposals shall be received in the office of the Clerk of the Board
by July 30, 2026 at 9:15 a.m. Any proposals received thereafter shall be considered late and will be
rejected; and
BE IT FURTHER RESOLVED, publication of this request for proposals shall be advertised per ORC
307.87 (A)(2) on the Fulton County website at www.fultoncountyoh.com; and
BE IT FURTHER RESOLVED, by the Board of County Commissioners, County of Fulton, State of
Ohio that it is found and determined that all formal actions of this Board of County Commissioners,
County of Fulton, State of Ohio concerning the adoption of this resolution were adopted in an open
meeting of this Board of County Commissioners, and that all deliberations of this Board of County
Commissioners and of any of its committees that resulted in such formal action, were in meetings open to
the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

Support on Behalf of Clerk of Court )
The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to
notice, on March 31, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following
members present:

Commissioner ____________________ moved for the adoption of the following resolution:
WHEREAS, due to new mandates in the law pertaining to OVI convictions the Clerk of Courts
Office is required to purchase new software for their case management system in order to
process such convictions and be compliant with the law
WHEREAS, a contract has been successfully negotiated on behalf of Fulton County Clerk of
Court for BMV module upgrade software & hardware support; and
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners hereby
authorize Board President to enter into Contract 2026-36 on behalf of the Fulton County Clerk
of Courts for the service and support with their case management system software upgrade,
pursuant to the terms and conditions as set forth therein; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this
Board of County Commissioners, County of Fulton, State of Ohio concerning the adoption of
this resolution were adopted in an open meeting of this Board of County Commissioners, and
that all deliberations of this Board of County Commissioners and of any of its committees that
resulted in such formal action, were in meetings open to the public in compliance with all legal
requirements including Section 121.22 of the Ohio Revised Code.

March 31, 2026, at 152 South Fulton Street, Wauseon, Ohio, with all members present:

BE IT RESOLVED, that the Fulton County Commissioners will sign a Purchase Order computer edit list
prepared by the Fulton County Auditor, in addition to signing each individual purchase order, if necessary.
Said Purchase Order Edit List will be on file in the Fulton County Commissioners Office in lieu of being
journalized, and;
BE IT FURTHER RESOLVED, that the Board of Commissioners approve travel requests as submitted,
and;
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
of County Commissioners and of any of its committees that resulted in such formal action, were in meetings

WHEREAS, the Board of Commissioners held its regular session March 31, 2026 and a motion and
second were made for Resolution 2026-207 titled: Enter Into Contract 2026-33 with Fulton County Fair
for 2026 Merchant Space: Commissioners Office;
WHEREAS, the Commissioners would like wait until County Administrator, Dennis Kennedy, returns
next week for more discussion; and
THEREFORE BE IT RESOLVED, the Board of Commissioners of Fulton County hereby table
Resolution 2026-207 titled: Enter Into Contract 2026-33 with Fulton County Fair for 2026 Merchant
Space: Commissioners Office; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
