Minutes of August 10, 2021 Meeting
The monthly meeting of the Lancaster Port Authority (LPA) was held in the Wolfinger Conference Room
on Tuesday, August 10, 2021. Vice-Chairman Rick Wilkins called the meeting to order at 12:59 PM. LPA
members attending in person were Rick Wilkins, Ron Burris and Dean DeRolph. Port Authority and City
staff in the meeting were Mike Pettit, David Scheffler, Stephanie Hall and Robert Wolfinger. Sallie
Voyles was a guest.
Ron Burris made a motion to excuse Zack DeLeon and Laura Tussing from the meeting, Dean DeRolph
seconded; the motion passed 3-0.
Minutes:
Dean DeRolph made a motion to approve the minutes of the July 27 LPA Board meeting, Ron Burris
seconded; the motion passed 3-0.
Financial Report:
Bob Wolfinger gave the financial report:
General Account $ 3,193,817
Escrow Account 1,205,508
Total $ 4,399,325
The annual audit report (an unqualified opinion) has been released by the State Auditor and was
distributed electronically to the LPA Board members. Dean DeRolph moved to approve the monthly
financial report and the annual audit report, Ron Burris seconded; motion passed 3-0.

Stephanie Hall updates:
• Research indicates that the LPA Executive Director can be covered by OPERS but not by the city
group health insurance plan. Mike Pettit will contact the state Port Authority organization and the
Lancaster-Fairfield County Chamber of Commerce to seek out alternate insurance coverage.
Sallie Voyles facilitated refinement of the LPA strategic plan by breakout groups of board members and
city staff.
Being no further business, the meeting adjourned at 1:56 PM.
