Call To Order at 7:07 PM; Meeting called to order by Chairperson Rich; Quorum established. Present: BUCHALTER, HANSEN, PERSON, RICH, TODD Absent: NEEL and CAREY Also in attendance, but not counted towards a quorum, were: City Council Liaison- Maxine Weil Parks and Recreation Director- Beverly Tucker Knight Assistant Parks and Recreation Director- Patrick Magee (via Zoom) Recreation Supervisor- TJ Beezley 2. Written Communications – none 3. Hearing From Citizens – none 4. Minutes On a MOTION by: PERSON , SECOND by NEEL, APPROVED the November 19, 2025, regular meeting minutes (5-0). 5. Creve Coeur Reciprocal Agreement Assistant Parks and Recreation Director, Patrick Magee, and Recreation Supervisor, TJ Beezley presented a draft reciprocal agreement with the City of Creve Coeur. The agreement would authorize Olivette residents to receive resident rates to access the Creve Coeur Ice Arena and Golf Course. In return, Creve Coeur residents would receive the resident rate for memberships or daily use passes for Five Oaks on Warson. Commissioners asked specifics about the logistics of proving residency and program options. On a MOTION by: PERSON, SECOND by HANSON, APPROVED the draft reciprocal agreement for presentation to the City Council (5-0). . 6. Annual Work Plan The previous year’s projects were reviewed, and the consensus is they all remain relevant. They include: a. Completing the DarkSky International UNSP Certification b. Continuing to identify outreach opportunities to engage with residents on parks, programs, and future trends. c. Supporting the annual Green Cities Challenge with PARC Commissioners sitting on the Green Team committee. d. Continuing monthly Park Visits by each Commissioner e. OPRD Staff provide annual reports on specific program areas, and monthly reports on the Five Oaks on Warson community center. f. Reviewing the Capital Improvement Plan for park improvements 7. Five Oaks on Warson Monthly Update This month’s update included: [PAGE 4] a. Daily Use Fees- a breakdown of daily use fees by month, by age demographic, targeted marketing, and the correlation of increased sales during school and college breaks. b. Membership Cancellation Review – more monthly memberships are cancelled than yearly, which is typical. Following last year’s special marketing promotion, a high number of monthly memberships were cancelled when the member switched to a yearly membership. 8. City Council Report Mayor Pro Tem Weil shared that two new businesses opening in 2026, Paris Baguette and The Brass Tap, attended Coffee with the Mayor; the planned demolition of the small commercial building that formerly housed a CBD shop and prior to that a dry cleaner, at the corner of Price and Olive was successful. The intersection safety improvements will move forward in the coming year. The Council will be holding their annual goals retreat this weekend. The sidewalk widening project in the Hilltop neighborhood on Allice was completed. 9. Parks and Recreation Department Monthly Report a. Recreation Division – highlights: i. Turkey Trot was a roaring success, with 2,075 participants and a $31,500 donation ot the Harvey Kornblum Jewish Food Pantry. Thank to the PARC Commissioners who volunteered! . ii. The Youth Basketball League has a 52% increase in players this year: 91 teams with 868 players. iii. Annual eWaste results: total weight was 12,564 lbs compared to 16,032 lbs last year. However, the tabulated items increased from 101 to 132. The recycling company weighs all scrap collected, but only tabulates printers, monitors, televisions, and freon containing devices. All other electronics are counted by weight only. iv. James Hill was hired to fill the newly created Limited Building Maintenance position. b. Parks Division Update- highlights: i. Weed Warriors – the December work-day accomplished a lot at Warson Park, however the January day had a surprise snowstorm. ii. More calls were received thanking to the Parks Crew for their storm response. iii. The new connecting path between the Greenway and the restrooms at Indian Meadows was completed. Thank you to Commissioner Person for donating the stone paving slabs. iv. Sections of the new fences along the Greenway were damaged by wind and falling trees. All were repaired in-house by the Parks Crew. v. A new goal storage system was built to house the new soccer goals using reclaimed park picnic table lumber. vi. The Parks Crew and Maintenance Technician installed new solar bollards on the walkway leading into Five Oaks on Warson. 10. Future Agenda Items a. Creating Community Through People, Parks & Programs 3 [PAGE 6] PARKS & RECREATION DEPARTMENT REPORT – FEBRUARY 2026 Recreation Division Update Vendor and Craft Fair – Five Oaks on Warson’s first vendor and craft fair was a huge success! Tables were sold out and shoppers were delighted to purchase items like candles, beauty supplies, hand-made crafts, custom art, and other items. Staff is already looking forward to scheduling another Vendor and Craft Fair so stay tuned for our next event. Galentine’s Yoga – At the second annual, Galentine’s yoga event, women (and one dude) celebrated friendship, movement and a little indulgence at Five Oaks with our instructor, Beth Campbell. After gentle, but challenging, yoga, attendeesenjoyed chocolate treats and sparkling water and wine in celebration. Missouri Parks & Recreation Conference (MPRA) – Recreation staff from Craft & Vendor Fair Feb 7 Olivette will be attending the Annual MPRA Conference in Columbia, MO next week. The conference offers educational workshops, trainings, networking events, and a vendor exhibit hall with playground, equipment, supplies, software, park amenities and more. The conference is an excellent opportunity to stay on top of current and future trends in programming, facility & park management, park planning & operations, customer service, and new revenue opportunities. Galentine’s Yoga February 13 Youth Basketball – the 2026 season is winding down with final games on March 8. The season is going well overall. A behavior incident involving a coach and parent during a first-grade game occurred on Feb 14. The staff followed the Code of Conduct and issued suspensions in accordance with the policy. Following the incident, a reminder of the Code of Conduct and behavior expectations and consequences was emailed to all parents and coaches. Five Oaks on Warson Activity Guide – we are excited for our 2026 Spring / Summer Activity Guide to hit homes this week. The guide is 32 pages featuring seasonal favorites and a host of new programming. as [PAGE 7] Ahead of the hard copy delivering, an interactive digital version is live on our website today at https://www.olivetteparksandrec.com/activity- guide.html Parks Division Update Storm Cleanup –the Parks Crew worked hard clearing parking lots and park sidewalks and trails during the last snow event, garnering several phone calls and emails praising their quick action! The new practice of clearing the Greenway and park sidewalks is particularly commented upon. The Polaris UTV has been a game changer in winter operations (and summer too!), allowing more rapid clearing of the paved walking paths. Prior to change in policy, park pathways were not cleared and warning signs were posted to park users. Not clearing the pathways created long-term issues with ice build-up, taking longer to melt. Park users did The cover of the Spring/Summer not stop walking the pathways activity guide- watch your mailbox! and often created their own routes adjacent to icy areas, damaging turf and garden areas. Clearing the snow from the pathways keeps park users on the paved areas, and prevents long-term repairs of vegetation areas. It also creates a safer walking environment. Stacy Fence Replacement Project - The long-term project removing and then replacing selected portions of the Stacy Park fence completed a new milestone this month. The old barbwire topped chain-link fence along Warson Road has been removed along with the overgrowth of bush honeysuckle and vines. The Crew will begin removing the fence along Olive next. The RFP to install Cedar split rail fencing in its place has been released and the contractor will be selected in March, with completion anticipated before the end of May.
