MINUTES OF THE APRIL 07, 2026
REGULAR MEETING OF THE
REDEVELOPMENT COMMISSION
The regular meeting of the City of Shelbyville Redevelopment Commission was held in the
Common Council Chambers of City Hall Monday, April 07, 2026 at 4:00 p.m. In attendance were
Commission Members: Phil Haehl, Mark McNeely, Sam Terrell, and Kassy Wilson. Chuck Reed and
Mike Turner appeared at the end of the meeting.
The meeting was called to order at 4:00 p.m. by Mr. McNeely. The minutes from December 15,
2025 were reviewed. Mr. Haehl made a motion to approve and Ms. Wilson seconded. The motion carried
on a 4-0 voice vote.
Mr. Haehl made a motion to approve the claims from October 2025 to December 2025 and from
January 2026 to April 2026. Ms. Wilson seconded. The motion carried on a 4-0 voice vote.
Cindy Bedrick, McNeely Law, appeared in front of the board to discuss conflict of interest. Ms.
Bedrick explained in order to have conflict of interest, the board member MUST have pecuniary interest
or economic interest of property that is involved. Ms. Bedrick clarified that there was no conflict of
interest in question.
Next, Luke Jolly, attorney at McNeely Law, introduced himself to the board and confirmed he
would be the Attorney for the RDC board going forward.
Lastly, Brady Rogers with Reedy Financial presented the Annual Report to the board. He
explained to the board what each section of the report represented and asked for any questions. No
questions were asked and there were no questions raised by the public.
Mr. Terrell made a motion to approve the annual report and Mr. Haehl seconded. The motion
carried on a 4-0 voice vote.
