The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
January 6, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

WHEREAS, Pursuant to the Ohio Revised Code §305.05, the board of county commissioners shall
organize on or before the second Monday of January of each year, by the election of one of its members as
president for a term of one year. The member so elected shall preside at all regular and special sessions of
the board. If the position of president becomes vacant during the year, the board shall select one of its
members to preside; and
WHEREAS, Commissioner Jon Rupp nominated Commissioner Joe Short as President of the Board of
County Commissioners of Fulton County, Ohio, for the year of 2026 and Commissioner Jeff Rupp
seconded the nomination;

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on

WHEREAS, Article IV, Section 6, of the Code of Regulations of the County Commissioners’ Association
of Ohio requires each member county to, for the purpose of voting at any annual or special meeting of the
Association, designate an Official Representative and Alternate; and
WHEREAS, the designation of the Official Representative and Alternate for a county organized under the
statutory form of county government shall be by resolution of the board of county commissioners; and
WHEREAS, in designating the Official Representative and Alternate only a member of the board of county
commissioners is eligible to be designated as the Official Representative and Alternate;
NOW THEREFORE BE IT RESOLVED that Joe Short, Board President of Fulton County
Commissioner, is hereby designated as the Official Voting Representative of Fulton County for 2026; and
BE IT FURTHER RESOLVED that Jon Rupp, Vice-President of Fulton County Commissioner, is hereby
designated as the Alternate Voting Representative of Fulton County for 2026; and

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to notice, on
January 6, 2026 at 152 South Fulton Street, Wauseon, Ohio, with the following members present:

Commissioner ________________________________________ moved for the adoption of the
following resolution:
WHEREAS, Pursuant to O.R.C. §305.06(A) The board of county commissioners shall conduct at least
fifty regular sessions each year, at an office provided for the board in the county seat or at another location
as provided in division (B) of this section. Each of these sessions shall be conducted at a specific time fixed
in advance. At each meeting the board shall transact such business as it considers necessary or as required
by law. (B) The board of county commissioners may provide by resolution for the holding of any or all
regular sessions of the board at a location in the county other than the office provided for the board in the
county seat. The adoption of the resolution and the location where the session or sessions will be held shall
be entered on the journal of the board. The board shall give reasonable public notice of its action taken
pursuant to this division, in accordance with division (F) of section 121.22 of the Revised Code.
THEREFORE, BE IT RESOLVED, that regular meetings of the Board of Commissioners will be held
in the meeting room of the Fulton County Commissioners at 152 South Fulton Street, Suite 270,
Wauseon, Ohio, every Tuesday and Thursday beginning at 9:00 a.m., unless otherwise advertised on
notice posted in accordance with division (F) of section 121.22 of the Revised Code. When a
Commissioner or Commissioners have conflicts on regular session days for service on other assigned
Boards; the regular session schedule will be held at a later hour on the same date as posted by the agenda.
Weekly Work Sessions may be held by the Board of Commissioners on Tuesday and Thursday following
the adjournment of the regular session. The taped records of the meetings will be maintained for a period
of one year; however, the written minutes shall be maintained as a permanent public record and
journalized. Minutes are also available on the county website at www.fultoncountyoh.com; and
BE IT FURTHER RESOLVED, that correspondence will be addressed to village and townships
informing them that the Fulton County Board of Commissioners will be available to attend their meetings
as requested; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were

sick leave compensation equal to or in excess of the ORC minimum standards,

B. In observance of each authorized holiday, both full-time and part-time employees will normally
be granted the day off from work. Full-time employees shall receive straight time holiday pay for
each authorized holiday. Part-time employees are not entitled to paid holidays; and
C. If a holiday occurs while an employee is on vacation, such vacation day will not be charged
against his or her vacation leave; and
D. An employee to be eligible for holiday pay must work his or her full scheduled workday on the
day immediately preceding the holiday and the full scheduled workday on the day immediately
following the holiday unless excused by the Appointing Authority; and

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to
notice, on January 6, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members
present:

Commissioner ____________________ moved for the adoption of the following resolution:
WHEREAS, the Board of County Commissioners has decided that the health, welfare and safety
of the people of Fulton County can best and most efficiently be served by the “Force Account” in
matters pertaining to maintenance, repair, construction, and reconstruction of roads, bridges, and
culverts.; and
THEREFORE, BE IT RESOLVED, that the Board of County Commissioners, Fulton County,
Ohio, does hereby authorize Frank Onweller, Fulton County Engineer to use the existing county
employee forces and proceed by “Force Account” in the maintenance, repair, construction of roads,
bridges, culverts as determined by the County Engineer in Fulton County during the year 2026; and
WHEREAS, the Ohio Revised Code §153.64, §4931 and §4933, provides to the Board of County
Commissioners, the authority to control the installation and placement of any public utilities within
the dedicated public right-of-ways of all County maintained highways; and
WHEREAS, the Ohio Revised Code §5589 and §5543 provides to the Board of County
Commissioners, the authority to control any digging and excavating on or along a County
maintained highway and for the placement of a private driveway approach to a County maintained
highway; and
WHEREAS, the Ohio Revised Code §4513.34 provides to the Board of County Commissioners,
the authority to permit oversize and overweight vehicles using County maintained highways.
THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners does hereby
authorize the Fulton County Engineer to develop and administer permits for the above described
activities within County road right-of-ways and to keep said permits with the permanent road
records of Fulton County; and
WHEREAS, the Board of County Commissioners approve the levying of the $5.00 permissive
license plate fee as provided in §4504.16 of the Ohio Revised Code, with 30% of those dollars
collected to be distributed to the appropriated townships for road improvements.
THEREFORE, BE IT RESOLVED, that the Board of Fulton County Commissioners does hereby
direct the Fulton County Auditor to maintain the 30% distribution ratio to the townships during
2026 as provided in the Ohio Revised Code, §4504.16; and
BE IT FURTHER RESOLVED, that the Board appoint the County Engineer as their
representative to issue right-of-way permits and ditch alteration permits for the 2026 Calendar year;
and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this
Board of County Commissioners, County of Fulton, State of Ohio concerning the adoption of this
resolution were adopted in an open meeting of this Board of County Commissioners, and that all
deliberations of this Board of County Commissioners and of any of its committees that resulted in
such formal action, were in meetings open to the public in compliance with all legal requirements
including §121.22 of the Ohio Revised Code.

WHEREAS, Memorandum of Understanding (MOU) 2026-001 has been successfully negotiated to
address child abuse and neglect with the local job and family service agency and community partners; and
WHEREAS, the primary goals of the CAN MOU are; the elimination of all unnecessary interviews of
children who are the subject of reports of child abuse and neglect; and when feasible, to conduct only one
interview of a child who is the subject of reports of child abuse and neglect; and
THEREFORE, BE IT RESOLVED, that the Fulton County Board of Commissioners hereby approve
oversight of Memorandum of Understanding (MOU) 2026-001 as attached hereto; and
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board
