[PAGE 1] City of Pewaukee Special Common Council Meeting Minutes W240 N3065 Pewaukee Road Monday, September 9, 2013 In attendance: Mayor S. Klein, Aldermen D. Noll, M. Hasslinger, C. Enters, S. Bierce, J. Wamser and C. Brown. Also present were Park & Recreation Director K. Woldanski and Chairman of Joint Park & Recreation Committee B. Rohde, Administrator T. LaBorde, and Clerk/Treasurer K. Tarczewski. 1.0 Call to Order and Pledge of Allegiance – Mayor Klein called the meeting to order at 7:01 p.m. 2.0 Public Information Meeting Regarding Proposed Sports Complex Development Mr. Rohde stated this development is not just for sports teams. It will also be a community park that children to senior citizens will utilize. It will address future needs. He stated in 1999 the Joint Comprehensive Plan identified the need for additional park land and in 2006, 59 acres of land was purchased. Ms. Woldanski stated her department conducts community surveys regularly in the City and the Village. The results of the last survey revealed that 65% of the residents were satisfied or very satisfied with the department. 77% felt the parks were in excellent or good condition. 46% they would like to see new amenities added to existing parks and 49.9% supported some kind of tax increase to go towards park development. Mr. Rohde stated the Park & Recreation Department looks for ways to utilized cost savings measures wherever possible. An example of this is using truckloads of street millings from the Springdale Road projects and accepting approximately 100 truckloads of topsoil that has been donated by the School District. He stated the original cost projection was estimated based on the grand plan created by Bonestroo in 2007, then the economy fell and the project needed to be scaled down. RA Smith updated the costs in 2009 and then again in 2012 with additional funds set aside for contingency items. The current estimate is $3.1 million. Mr. Rohde stated some of the sports clubs have already committed to donating $600,000. There is money that was designated out of tourism funds, not to mention impact fees that can be used. In order to take advantage of other sponsorships/partnerships the Common Council needs to commit to this plan and move the project forward. It was further discussed that the Park & Recreation Department will have full control over all the activities at the Sports Complex. It was estimated that maintenance cost would be approximately $30,000 per year when it is fully developed. The split is 66% for the City and 34% for the Village. It is also anticipated that an additional $27,000 will be needed for equipment. Mayor Klein stated that there would be no decision made this evening and this item has been placed on the September 16th agenda for action. 3.0 Public Comment [PAGE 2] Gwenn Robinson (N41 W22812 Sunder Creek Drive – City of Pewaukee) stated it was wise to look at the future, but had serious concerns regarding the traffic control needs in that area. She was in favor of having this project go to referendum. Bill Woolley (255 Main Street – Village of Pewaukee) – Village Trustee – Stated he was concerned that players of the PAA would leave the organization. Barb Whitcomb (N29 W2739 Peninsula Drive – City of Pewaukee) – Reminded the Common Council that the tournaments that the clubs now run, do not qualify for tourism funds. Group tournaments in addition to select teams from outside of the area would have to be solicited also so that our hotels will be utilized. Ms. Whitcomb stated if 18% of the tourism funds are used, the fields have to be available 18% of the time for these special events annually. She wanted to know how the Sports Complex would be utilized the other six months of the year when the demand for it would be less. Ms. Whitcomb stated she felt there will be a conflict with its usage between regular community members and outside activity use during the best weather. Ms. Whitcomb asked if the water pump was removed from the well, if so there would be no water and a high capacity well that meets State standards would be needed and she didn’t feel that cost was considered in the plan. Ms. Woldanski stated the well hasn’t been abandoned yet, but will be eventually after city water is brought to the land. Ms. Whitcomb felt it was not fair to exclude the Village’s population increase to determine how much park land is needed. Mr. Rohde stated the City taxpayers were funding the initial development. That was why those numbers were not included. The Village estimates there will be an additional 1,500 to 2,000 new residents by 2035. David Swan (W239 N4050 Swan Road – City of Pewaukee) – Asked the Common Council to move forward, in stages, with this project and budget for it in 2014 and utilize the City’s great bond rating and borrow funds to pay for the project. He also referred to the City’s proposed strategic plan where some of the goals specify the protection of green space, create various recreation opportunities and establish the location for a park. Mike Humke (W278 N2968 Rocky Point Road – City of Pewaukee) declined to make any comments when called upon. Jim Huebner (N27 W22538 Burningwood Lane – City of Pewaukee) stated this project was important for youth and would be a great addition for Pewaukee. Richard Perschon (N45 W24357 Lindsay Road – City of Pewaukee) declined to make any comments when called upon. Matt Siderits (N33 W23813 Fieldside Road – City of Pewaukee) a member of the board of Pewaukee/Sussex United stated this was good for the community! It would be something unique to this area and urged the Common Council to go forward with the plan. Jeff Van Domelen (N37 W23532 Broken Hill Circle – City of Pewaukee) stated he coaches a number of baseball teams and echoed the previous statements of Matt. He added this is good for the community and asked the Common Council to invest in the people. [PAGE 3] Jonathan Soptia (W269 N1935 Meadowbrook Road – City of Pewaukee) stated Pewaukee is a great community and he and his family enjoy living here. He said he has two young kids getting into sports and they travel outside of the community to attend sports activities. He urged the Common Council to develop the sense of community through this park and invest in the community. Chris Wagner (1035 Bending Brae Drive – Village of Pewaukee) stated he finds it difficult to schedule baseball practices, games and rain-out games due to the amount of children in this sport as well as the lack of facilities. He stated there is a need for this now. John Quaal (1231 Turnberry Road – Village of Pewaukee) stated his grandsons enjoy skateboarding and asked the Common Council to consider an outlet for this activity as well. He stated he was in favor of the park. Kevin Crary (1027 Oak Circle – Village of Pewaukee) – stated the Sports Complex would free up other parks for other uses. He stated there are over 400 kids involved in baseball and it is difficult to schedule games because various fields would have to be utilized; it would be excellent to have them in one location. Brian Weinandt (N27 W26680 Lauderdale Drive – City of Pewaukee) asked if these fields would flood like the other parks. He stated the City doesn’t have sidewalks for the children to get to the parks. He stated this was not the best way to spend our money at this moment. He urged the Common Council to look at the community as a whole not just the needs of the baseball and soccer teams. Andrew Young (1110 Stony Meadow Court – Village of Pewaukee) stated until your kids are involved with sports, you don’t have any idea of the deficit there is! He stated this development would bring a sense of community through sports. He stated he was in the construction/development industry and thought the Park & Recreation plan was very conservative and believed the project could be built with the amount they provided. Kate Sanborn (N46 W23075 Lindsay Road – City of Pewaukee) urged Common Council to approve the project. Karen Eiden (W226 N2518 Oakwood Lane – City of Pewaukee) stated she supports the project. She stated at the last meeting the City’s Attorney stated a referendum was not needed and she asked the Common Council to stop stalling and approve the project. Maggie Smoot (524 Kettle Woods Court – Village of Pewaukee) stated the other parks are not adequate in size and are typically over crowded and some lack conveniences such as paved parking lots and bathroom facilities. She stated she supports this development and wanted to see the project passed. Gary Majeskie (W226 N2581 Oakwood Lane – City of Pewaukee) thanked the Common Council for considering the project. He stated it would provide a sense of community. This was a “ quality of life” project and felt this was really important. Move forward! Well thought out plan! [PAGE 4] Figure out how to get this done. Matt Novack (Sanctuary Court) stated he just moved to the community. He stated this project would make the City more marketable. Reece Robinson (N41 W22812 Sunder Creek Drive – City of Pewaukee) urged the Common Council to do this project correctly and install restrooms and a paved parking lot. If it is not addressed right away, it could potentially be a bigger problem down the road. He stated he would have liked to have received more information on what the impact would be regarding the City’s taxes. He asked Common Council to find a better way to relay this information to the residents. He also stated he was in favor of a referendum. Tim Toman (N9 W23988 Sherwood Drive – City of Pewaukee) stated this was a big investment and wanted to know why the City of Pewaukee residents were paying for a project that would benefit 5 different high school districts. He voiced his concerns about the lack of handicap accessibility and the potential hazards to senior citizens by not having a paved parking lot. He questioned whether or not the Plan Commission would even approve such a plan without it. He felt parking and restrooms should be a part of the first phase. Steve Bierce stated he wasn’t too concerned about gravel parking lots as long as they are graded flat. He didn’t have a problem using at least 18% of the tourism dollars to pay for this project. Del Kaatz (N41 W27271Patricia Lane – City of Pewaukee) stated he and his family have lived in Pewaukee for three generations and have witnessed tremendous improvements over the years. He stated Simmons Park is named after his family. He urged the Common Council to approve this project out of community pride; this is another opportunity to better the community. He asked the Common Council to believe in the community. He stated this project would be positive for this community for years to come. He stated it would be cheaper to build this project with the proper infrastructure from the beginning than to have to correct issues in the later years. He stated he was frustrated as a life long community member to see the fight going against this project instead of fighting for it. 4.0 Adjournment - A motion was made and seconded, (M.
