Brian, Sr. Center Director, said that the AOoA did a site visit and they
came up with 13 policies that they required to have in place for the
Older Americans Act. There were some policies that we already cover in
the county handbook but there were a few that were not addressed.
Brian said he drafted those policies that were not in our county hand
book and sent them to AOoA for review. They sent back that they
approved of policies and it was at the next step to put in front of the
board for approval. Commissioner Joe said that he would like legal to
review them to double check everything is good before approving.

The Board of County Commissioners of Fulton County, Ohio met in regular session pursuant to
notice, on April 7, 2026, at 152 South Fulton Street, Wauseon, Ohio, with the following members

WHEREAS, LuAnn Mull, granted to the Fulton County Commissioners, a mortgage as recorded
in Volume 291 at pages 3856-3857 in the Mortgage Records of Fulton County, Ohio;
WHEREAS, the indebtedness secured by said mortgages has been paid in full and the Fulton
County Commissioners wish to execute the Releases of Mortgage as attached hereto;
THEREFORE BE IT RESOLVED, that the Fulton County Board of Commissioners authorize
Joe Short, President of the Board, to execute the Release of Mortgage as attached hereto thereby
canceling the above described mortgage and authorizing the County Recorder to discharge the same;
and

WHEREAS, that the Fulton County Commissioners hereby rescind Resolution 2026-119 passed
February 12, 2026 and titled “Enter Into Airport Improvement Matching Grant Agreement 2026-20 with
Ohio Department of Transportation- Office of Aviation 3-39-0087-024-2025.”; and
WHEREAS, Crawford, Murphy & Tilly, Inc (CMT), consultant for Board of Commissioners for projects
related to the Fulton County Airport notified the office that ODOT changed their agreements due to some
legislation changes and the agreement we entered into February 12, 2026 was no longer valid; and
THEREFORE IT BE RESOLVED, that the Board of Fulton County Commissioners hereby rescinds
Resolution 2026-119 so that the proper version of the agreement can be entered into; and
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were
adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this

WHEREAS the ODOT Office of Aviation has awarded the Fulton County Airport funds in relation to its
AIP Project No. 3-39-0087-024-2025 for ODOT Project No. B26-34, Construct T Hangar and
Reconstruct AWOS Type III PT, the total project amount is $399,500.00 with a Federal Share of
$379,525 and ODOT Share of $19,975.00; and
NOW, THEREFORE BE IT RESOLVED that the Board of Fulton County Commissioners hereby
accepts the award of $19,975.00 from the Ohio Department of Transportation Office of Aviation as part
of its AIP Project No. 3-39-0087-024-2025 for ODOT Project No. B26-34, and further authorizes the
execution of grant agreement 2026-38 (attached) and directs its submission as required;
BE IT FURTHER RESOLVED that it is found and determined that all formal actions of this Board of
County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution were

WHEREAS, Brian Horst, Senior Center Director, has drafted an application to the Area Office on Aging
for Older Americans Act Home and Community Based Services (OAA HCBS) for the program years
2027-2030 on behalf of the Senior Center; and
WHEREAS, Fulton County finds it necessary to apply for the grant to provide the best possible services
for the center participants;
THEREFORE, BE IT RESOLVED, the Fulton County Board of Commissioners hereby approve the
Grant Application for PY2027-2030 OAA HCBS, and hereby authorize the Board President to sign as
attached; and
BE IT FURTHER RESOLVED, the Board further directs Mr. Horst to submit said application to the
Area Office on Aging for consideration; and,
BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board
of County Commissioners, County of Fulton, State of Ohio concerning the adoption of this resolution
were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of

necessary right of way is available and agree to maintain the project and will make ample provisions each
year for maintenance and repair under authority of ORC 5535.01 and 5555.02; and
THEREFORE BE IT RESOLVED, that the Fulton County Board of Commissioners hereby approve
the Legal Notice as attached hereto and further authorize advertisement of the same; and
