1. CALL TO ORDER / OPEN SESSION / ROLL CALL
Chair O'Connor called the meeting to order at 5:03 pm with Commissioners Smith, Oldham, and
O'Connor present. Commissioners Campbell and Krayk were absent. There are two vacant
positions.
2. ADMINISTRATIVE ANNOUNCEMENT
2.1. Updates from the Fish and Game Commission liaison and Economic
Development Director JT Chevallier

Chevallier reported that there were no new updates other than the items already on
the agenda.
2.2. Financial Report - Economic Development Director JT Chevallier
Economic Development Director JT Chevallier reported that two sets of financial
reports were provided due to the missed October meeting; the October statements
were available for review, but the most current data was reflected in the November
budget report. Chevallier reported that the remaining balance was $28,209.86.
3. COMMISSION MEMBER ANNOUNCEMENTS
There were no commission member announcements.
4. ORAL COMMUNICATIONS / PUBLIC COMMENT
This portion of the meeting is an opportunity for members of the public to address the Fish and
Game Commission on subjects relating to county business. Although no action can be taken
on matters not listed on the agenda, and may not engage in general discussion, the Board
may ask clarifying questions.
5. WARDEN AND BIOLOGIST REPORT
Lt. Parra reported limited enforcement activity in Alpine County; a small number of cases were
handled, including a non-resident hunting on resident tags and taking a bear; this case will be
forwarded to the District Attorney. No additional significant incidents were reported. Wildlife
Biologist Shelly was unable to attend due to ongoing bear-trapping operations. No new Chronic
Wasting Disease cases have been identified. The disease affects deer and other ungulates,
though current information indicates no confirmed transmission to humans. Sampling continues

to monitor potential spread, including collection of roadkill specimens. Lt. Parra reported that no
wolf presence has been detected in Alpine County. The nearest known packs remain in Sierra
County and northern Plumas County. The department will notify the county agricultural
commissioner if any local detections occur.
Fish and Game Liaison and Economic Development Director JT Chevallier reported that the El
Dorado County Agricultural Commissioner Leanne Mila will present the crop report at the
November 18 Board of Supervisors meeting.
6. OLD BUSINESS
6.1. Approve regular meeting minutes of 09/10/2025. - County Clerk
Commissioner Smith noted a correction Item 5, Warden/Biologist Report - corrected
to reflect that the department will be collaring more deer and conducting trapping
activities. The revised language will be updated accordingly in the official record.

6.2. Discussion and possible action regarding Fish and Game Commission
secretary position. - County Clerk
The Commission discussed options for filling the Secretary position. Members noted
recent bylaw revisions that expanded eligibility for the role and requested an
updated, finalized copy of the bylaws to clarify current requirements. The
Commission plans to review potential candidates over the coming months, including
individuals who previously expressed interest.
County Clerk Teola Tremayne confirmed that the Clerk’s Office does not post
vacancies for Commission secretary positions and that the Commission may
contract with any qualified individual, appoint a board member, or request Clerk’s
Office support. Tremayne reiterated assisting only during regular business hours.
The Chair encouraged members to identify and recommend qualified candidates for
the Secretary position moving forward.
6.3. Discussion and possible action regarding the 2025/2026 Alpine County Fish
and Game Commission budget and upcoming fish plants for the 2025/26
fiscal year — Donald O'Connor
The Commission reviewed the projected 2025–26 budget, noting an available
balance of approximately $28,000, which was expected to support multiple fish
plants for the upcoming season. Members discussed planning for both the season
opener and the catch-and-release period, with the Chair noting that off-season
planting had been effective in recent years. Early stocking allowed fish to acclimate
and improves angler success when high water levels prevent planting at the opener.

Commissioners agreed that continuing off-season plants had received positive
public feedback, including from local fishing businesses.
6.4. Discussion and possible direction regarding fundraising and marketing
opportunities for the Alpine County Fish and Game Commission - Economic
Development Director
Fish and Game Liaison and Economic Development Director JT Chevallier
recommended postponing this agenda item to the next meeting, noting limited recent
progress and the value of having Commissioner Campbell present due to his
involvement in marketing, advertising, and fundraising efforts. The Commission
agreed to continue the discussion at a future meeting. Members discussed outreach
related to post-November 15 catch-and-release fish plants. Chevallier confirmed that
once planting was completed, the County PIO can issue a public notification after
allowing time for fish to disperse. Additional outreach will continue through fly clubs,
fly shops, and other recreational networks, as done in previous years.
Commissioners noted the importance of including larger trophy-class fish to attract
winter anglers.
The Commission emphasized that off-season planting supports year-round
recreation and aligns with the County’s strategic plan to increase guide services and
tourism. Members highlighted the economic importance of maintaining visitor activity
during winter months when road closures reduce traffic. No public comments were
offered.
6.5. Update from the Fish and Game Commission liaison regarding the status
of the angler and business surveys - Economic Development Director
Fish and Game Liaison and Economic Development Director JT Chevallier reported
that there were currently 107 angler responses and 7 business responses. The
surveys will remain open through the next season opener, after which the data will
be analyzed and presented first to the Fish and Game Commission, then to the
Board of Supervisors.
Chevallier reported that the County recently secured a $175,000 grant to hire a
consultant to conduct a regional recreation economic analysis for Inyo, Mono, and
Alpine Counties. The consultant was directed to place strong emphasis on the
economic impact of angling, and the survey results were expected to complement
this broader study.
Commissioners requested redistribution of survey flyers with QR codes, as existing
copies have weathered. Staff will repost materials at local businesses, including the
general store.
7. NEW BUSINESS
7.1. Discussion and possible direction to amend the Alpine County Fish &
Game Commission’s regular meeting start time - Economic
Development Director
The Commission discussed whether to adjust the regular meeting start time to
improve accessibility for members, staff, and the public. Members noted both

advantages and drawbacks to changing the time, including impacts on working
attendees, travel requirements, and staff availability.
Some commissioners emphasized that a 5:00 p.m. start time supports public
participation for those who work standard hours. Others noted that an earlier
meeting could benefit members and agency staff who travel long distances. Input
shared from community members and partner agencies reflected similar mixed
preferences. The Clerk stated requested having meetings during working hours, or
at least later in the afternoon but not 5:00 pm.
Commissioners agreed that a decision should be made when more members were
present to provide input. The Chair concluded the discussion by tabling the item until
a future meeting.
7.2. Discussion and update regarding Willow Creek. - Donald O'Connor
Commissioner Smith reported that temporary informational signs were posted at
approximately ten locations, requiring several hours of hiking to complete; a more
permanent sign was planned for installation near the confluence of Willow Creek and
the West Carson River in the spring. Commissioner Smith reported that staff and
partners were evaluating the wild trout population to determine whether stocking
Lahontan cutthroat trout would be beneficial or ineffective. Ben Ewing was
coordinating this assessment with his agency’s legal and resource teams.
Commissioners confirmed they had reviewed the temporary signage. Commissioner
Smith noted that the temporary signs were effective and visually clear, and
expressed interest in a permanent sign once jurisdiction and funding responsibilities
were clarified. It was reported that similar signage had been used successfully on
the Upper Truckee.
7.3. Discussion and possible action regarding cancellation of winter meetings. -
Donald O'Connor
The Commission reviewed its traditional winter recess, noting that meetings were
typically not held in December, January, or February. Members expressed support
for continuing this practice, provided that the Commission reconvenes before the
fishing season opener to plan stocking activities.
Commissioners discussed recent patterns, noting that meetings in March had been
effective for assessing runoff conditions and preparing for early-April stocking.
Members agreed that a March meeting allows flexibility, with the option to cancel if
conditions do not require action. Chair O'Connor reported that a special meeting
may also be called if needed.

OF THE
ALPINE COUNTY
FISH AND GAME COMMISSION
CHAPTER I
FISH & GAME COMMISSION
GENERAL PROVISIONS
SECTION 1: These bylaws shall apply to the Fish & Game Commission. Any conflict
between these bylaws and Board of Supervisors’ direction, County Code,
or State law shall be governed by the latter.
CHAPTER II
COMMISSION MEMEBRSHIP
SECTION 1: The Fish & Game Commission shall be composed of seven (7) members.
SECTION 2: Seven (7) members shall be appointed by the Board of Supervisors
and shall serve at the pleasure of the Board of Supervisors for a four
(4) year term as set forth in the County Code. The start date of all new
terms shall be January 1st. Members appointed to a seat with an
unexpired term are appointed for the remainder of the unexpired term,
according to the records maintained by the County Clerk.
SECTION 3: Eligibility Criteria: All individuals appointed to serve as commissioners
on the Alpine County Fish & Game Commission must meet one of the
following criteria at the time of their appointment and maintain such
status throughout their term:
a. Five (5) members from within the following categories
1. Resident of Alpine County, California, with a primary domicile
within the county limits; or
2. Business owner with an active, legally recognized business
operating within Alpine County; or
3. Employee at a legally recognized business operating within
Alpine County

Proof of Eligibility:
a. Residency shall be verified through documentation such as a valid California
driver's license, voter registration, or utility bills indicating an Alpine County
address.
b. Business ownership shall be verified through documentation such as a
business license, tax filings, or other official records demonstrating active
business operations in Alpine County.
c. Employment shall be verified through documentation such as a recent
paystub, employee identification, tax filings or an official memo from the
employer.
At Large Membership:
a. Two (2) members may be appointed without meeting above eligibility.
CHAPTER Ill
COMMISSION
MEETINGS
SECTION 1: All meetings shall be conducted in accordance with California Open
Meeting Laws. The regular meetings of the Fish and Game Commission
shall be held on the second Wednesday of every month, when called,
commencing at the hour of 5:00 p.m. at the Alpine County Administration
Building in Markleeville or other convenient location, if designated by
Commission with proper notice.
SECTION 2: Any regular, continued regular, special, or continued special meeting of
the Fish & Game Commission may be continued to any day other than a
holiday prior to the date established for the next succeeding regular
meeting of the Fish & Game Commission.
SECTION 3: Any continued regular meeting is a part of the regular meeting, and any
continued special meeting is a part of the special meeting.
SECTION 4: Notice and agenda of all regular and special meetings shall be posted on the
County’s website and in conspicuous location at the Alpine County Library, the
County Administration Building, and the Markleeville Post Office. In addition,
written notice shall be given to all members of the Fish & Game Commission.
Attendance at the meeting confirms that notice to the member was provided or
a waiver of this requirement. At least 72 hours before a regular meeting, the
Fish & Game Commission shall post an agenda containing a brief general

description of each item and specify the time and location of the meeting.
SECTION 5: Special meetings of the Fish & Game Commission may be called by the
Chair of the Fish & Game Commission, or if the Chair is not available, by
the Vice-Chair, or by a majority of the Fish & Game Commission. When
communicating about calling a special meeting, a majority shall not
discuss the substance of proposed agenda items. The Notice calling for
a special meeting shall specify the time and place of the special meeting
and the business to be transacted at such meeting., and no other
business shall be considered at that meeting. In addition, each member
of the Fish & Game Commission must be notified in writing of all special
meetings, and the business to be transacted at any such special meeting,
unless a waiver of such notice is given by a Commission member.
Attendance at the special meeting shall be considered confirmation that
notice was provided or a waiver of this requirement.
SECTION 6: All regular and special meetings shall be open public meetings,
except as allowed under the Brown Act.
SECTION 7: After any member of the Fish & Game Commission has failed to appear at
three (3) consecutive regular meetings, the Commission may recommend
to the Board of Supervisors, his/her removal.
SECTION 8: If a member of the Fish & Game Commission is unable to attend a regular
or special meeting, he shall notify the secretary, Chair or Vice-Chair.
SECTION 9: The written minutes of the meeting shall be kept by County Clerk staff and
retained in files in accordance with established policies. The County Clerk
is the Office of Record.
CHAPTER IV
COMMISSION
POWERS
SECTION 1: The Fish & Game Commission shall advise and make recommendations
to the Board of Supervisors concerning policies and procedures for the
operation of the County Fish & Game System. The Chair or an authorized
representative of the Fish & Game Commission shall appear before the
Board of Supervisors at their next meeting if directed to present on any
Fish & Game Commission matters to the Board of Supervisors. The Fish
& Game Commission will work in cooperation with the State Fish &
Wildlife personnel and Local Fish & Game personnel. Powers include
those found in State law and typical for California County Fish & Game
Commissions, such as fish planting.

CHAPTER V
CHAIR & VICE-CHAIR: CONDUCT OF
MEETINGS
SECTION 1: The members of the Fish & Game Commission shall elect a Chair, and
Vice-Chair, at the first meeting of the Commission in September of each
year who shall serve for a year unless removed at the pleasure of the
Fish & Game Commission or until the election of a successor. If the
Chair and/or Vice-Chair are removed during their term or the positions
otherwise become vacant, an election to fill any vacancy shall occur at
the same meeting or the succeeding meeting.
SECTION 2: The Chair, when present, shall preside at all meetings of the Fish & Game
Commission and shall conduct the meetings of the Fish & Game
Commission in the manner prescribed by these bylaws. The Chair shall
reserve order and decorum and shall decide all questions of order subject
to the action of a majority of the commission.
SECTION 3: In the absence of the Chair, or the Chair’s inability to act, the Vice-Chair
shall act in the capacity of the Chair. The Vice Chair, when acting in such
capacity, shall have all the powers and duties of the Chair during the
absence of, or in ability to act of, the chair. In absence of the Chair and
Vice-Chair, the Commission may elect a temporary chair for the conduct
of meetings until Chair or Vice-Chair are in attendance or adjourn the
meeting.
SECTION 4: A majority of the members of the Fish & Game Commission, set forth in
Chapter II, shall constitute a quorum and are required to be present to hold a
meeting. A majority of the members present at a meeting must vote in the
affirmative for any actions to be valid.
SECTION 5: The business at each regular and special meeting shall be transacted in
accordance with a pre-published agenda.
SECTION 6: The roll must be called in voting upon a motion when requested by a
member or if any member is attending via electronic means. When the
roll is called on any motion each voting member present shall be called in
alphabetical order, with the chair last, and shall answer "aye", or "no" or
abstain from voting.

CHAPTER VI
SECRETARY
SECTION 1: The Secretary to the commission may be a member, the Agricultural
Commissioner or designee, the County Clerk or designee, a County employee
approved by the County Administrative Officer (CAO) or designee, or a non-
member volunteer, or an independent contractor approved by the CAO or
designee.
SECTION 2: The Secretary shall be present at all regular and special meetings. The
Secretary shall transcribe the minutes of all meetings in accordance with the
business transacted before the Fish & Game Commission and shall record the
same in the files of the Fish & Game Commission and shall be responsible for
necessary correspondence. In the absence of the Secretary, a member or
CAO designee may temporarily assume the secretarial duties.
SECTION 3: The Secretary shall be responsible for giving all written notices required by
these bylaws, and shall prepare and publish an agenda for all meetings in
consultation with and approved by the Chair, Vice-Chair, and County liaison, if
one is designated by the CAO.
