Minutes of September 14, 2021 Meeting
The monthly meeting of the Lancaster Port Authority (LPA) was held in the Wolfinger Conference Room
on Tuesday, September 14, 2021. Chairman Zack DeLeon called the meeting to order at 1:01 PM. LPA
members attending in person were Zack DeLeon, Rick Wilkins, Laura Tussing, Ron Burris and Dean
DeRolph. Port Authority and City staff in the meeting were Mike Pettit, David Scheffler, Randall Ullom,
Stephanie Hall and Robert Wolfinger. Sallie Voyles was a guest.
Minutes:
Laura Tussing made a motion to approve the minutes of the August 27 LPA Board meeting, Ron Burris
seconded; the motion passed 5-0.
Financial Report:
Bob Wolfinger gave the financial report:
General Account $ 3,147,853
Escrow Account 1,240,611
Total $ 4,388,464
Rick Wilkins made a motion to approve the monthly financial report, Dean DeRolph seconded; motion
passed 5-0.
Action Items:

Discussion Items:
Sallie Voyles reviewed the final LPA strategic plan and other supporting documents. Randall Ullom
suggested several minor edits. Sallie will update and distribute the documents.
Mike Pettit updates:
• The Spec Building office build-out is effectively complete. Only the retainage is left to be paid to the
contractor (Drummond), which will be accomplished after a final walk through with Chiyoda
executives. Chiyoda plans an open house tentatively on October 1, 10-11 AM.
• Executives of a Louisville company that supplies electric co-ops toured the nine-acre site just north
of South Central Power for a possible building/distribution operation. The were favorably
impressed by the site.
• Several companies have toured and are interested in the Rock Mill Building (first spec building). It
needs some clean-up. We are initiating contact with the original building contractor about the
addition of two truck docks and an evaluation of the condition of the roof.
• Work has started at the Google site – equipment is mobilized on the site and the road to the AEP
substation location is in progress. Other activity expected soon.
Laura Tussing made a motion to go into executive session to consider the purchase of property for
public purposes pursuant to Ohio Revised Code Section 121.22(G)(2), Dean DeRolph seconded; motion
passed 5-0. The Board adjourned to executive session.

Dean DeRolph made a motion to return to the regular order of business, Ron Burris seconded; motion
passed 5-0.
Several Board members inquired as to the status of the Love’s Truck Stop development at Route 188
and Delmont Road. City Council conducted a public hearing on the zoning at its September 13 meeting.
No opponents appeared. Final approvals by Council should occur in early November per the statutory
waiting periods for annexation.
Being no further business, Ron Burris made a motion to adjourn the meeting, Laura Tussing seconded;
the meeting adjourned at 1:56 PM.
