THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 8:00 AM on January 13, 2026,
pursuant to adjournment on December 16, 2025. COMMISSIONERS PRESENT WERE: Beninga, Bleyenberg,
Karsky, and Kippley; Auditor Anderson, Director of Facilities and Construction Kriens, and Commission
Administrative Officer Greco. Also present were Kym Christiansen, Commission Recorder and Eric Bogue, Chief
Civil Deputy State's Attorney.
Building Committee Chair Karsky called the meeting to order.
MOTION by Bleyenberg, seconded by Beninga, to Approve the Meeting Minutes from December 16, 2025. 7
ayes.
Commissioner Heisey arrived at 8:01 a.m.
CAMPUS MASTER PLAN UPDATE
Meredith Jarchow, Assistant Commission Administrative Officer, introduced Andrew Eitreim from Architecture
Incorporated and Paul Vlnar from HDR to provide an update on the Campus Master Planning Project. Discussion
was held on the project priorities, assumptions, court projections, and potential plan options including a
preliminary estimate of probable costs and impacts on the taxpayer. Further discussion was held on how to inform
and include the public in the discussion of the project as well as the next steps for the campus master plan. The
building committee agreed that Option B was the best option to conduct detailed analysis on.
MOTION by Anderson, seconded by Heisey, to Adjourn at 9:55 a.m. 8 ayes.
