This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue
speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council are not
required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that
all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City
Council meeting minutes. When the item is announced and your name is called by the Mayor, please step to the podium and
state your name for the record. Unless the Mayor extends the time, there is a three (3) minute time limit for each public
presentation. If you wish to address the Council concerning any other matter not appearing on the agenda, you may do so
during the public comment portion of the agenda. However, you may not show a visual presentation without review of that
material. If you do so, you will be considered out of order.

brought forth under Public Comments. We ask that you please complete a “Speaker Slip” and submit it to the
City Clerk prior to the start of the meeting. Although you are not required to identify yourself (Gov’t Code

9. 2nd Reading and Adoption of Ordinance No. 25-12, AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF EL CENTRO AMENDING CHAPTER 24 AND CHAPTER 29
OF THE EL CENTRO MUNICIPAL CODE REGARDING SINGLE FAMILY RESIDENTIAL

18. Public hearing to consider the decision of the Planning Commission denying Zoning
Variance No. 25-01 for a six-foot-high wall at the northwest corner of 2779 W. Main Street

NEW BUSINESS:
19. Funding Authorization for Fire Engine Purchase.
Presentation: Joseph Bernal, Fire Chief
Recommendation:
Staff recommends that the full funding authorization of $1.4 million be allocated from
Measure P, as the purchase aligns with the measure’s purpose of supporting major capital
needs and public safety infrastructure.
20. Discussion and Necessary action regarding Adding Chapter 16, Article I, Section 16-61 to
El Centro City Code to Provide a Special Event Business License for Certain Vendors
Associated with Events.

Recommendation:
Introduce and Approve Ordinance No. 25- , AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF EL CENTRO ADDING CHAPTER 16, ARTICLE I, SECTION 16-61 TO
THE EL CENTRO CITY CODE PROVIDING FOR A SPECIAL EVENT BUSINESS
LICENSE FOR CERTAIN VENDORS ASSOCIATED WITH EVENTS WITHIN THE CITY,
waive reading and approve as first reading and authorize the City Clerk to place on the
next agenda for second reading.
21. Discussion and Related Action Regarding Change Order #1 for Frazier Field
Improvements in the Amount of $93,342.69.
