The Pottawatomie County Board of County Commissioners met in a regular meeting on Tuesday, October
28, 2025 at 9:00 a.m. The following members were present: Abby Thompson and Greg Rush, Members,
Raeshel Flewallen, County Clerk, Stacy Bateman-Woods, ADA.
GUESTS- Thad Campbell, Pott Co Maintenance, Phil Solinger, Pott GOP, Jennifer Freeman, PCPSC, Julie
Talton, Countywide & Sun, Doug Van Scoyoc, McLoud, Robert Kinsey, Tecumseh Schools, Angela Williams,
District 2, Robin Ueltzen, Pott Co 911, Braquel Stephens and Aaron Scott, Pott Co EM, and Nickie Skaggs,
Pott Co Admin, were all welcomed to today’s meeting.
PUBLIC COMMENTS- No one addressed the Board under “Public Comments”.
UPDATE FACILITES MAINTENANCE- There were 46 work tasks with 1 pm.
UPDATE PUBLIC SAFETY CENTER- The current number of inmates is 321. There are 270 males and 51
females. Fifty-seven were booked-in and 63 released. Two were place on safety observations.
UPDATE POTT CO 911- There were 13 address points created/edited.
UPDATE POTT COUNTY EM- There were 2 new shelters mapped on OneMap. Sartech II training has
been completed. They attended CPN Trunk or Treat and will also be assisting with Fall Fest.
UPDATE POTT COUNTY SHERIFF’S OFFICE- There are 2 deputies in driver’s training and a new vehicle
has been ordered.
BID- Mr. Rush made a motion to approve Brooksville Fire Department going out on bid for a pumper
tanker. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
A motion was made by Mr. Rush and seconded by Mrs. Thompson to award steel bed trailer bid to sole
bid, Belshe Trailers, for $26,706.00. The motion carried with the following vote: AYE- Rush, Thompson.
TECUMSEH PUBLIC SCHOOLS- Mrs. Thompson made a motion to approve Tecumseh Public Schools to
utilize a portion of their sales tax funds to pay for utilities to the City of Tecumseh. Seconded by Mr. Rush
the vote was: AYE- Rush, Thompson.
A motion was made by Mr. Rush to approve Tecumseh Public Schools to utilize a portion of their sales tax
funds to purchase a shot clock from BSN Sports, OMNIA #R250101, for $6,250.00. Seconded by Mrs.
Thompson the vote was: AYE- Rush, Thompson.
A motion was made by Mrs. Thompson to approve Tecumseh Public Schools to utilize a portion of their
sales tax funds to pay for their Centegix annual subscription of $55,400 yearly. Seconded by Mr. Rush the
vote was: AYE- Rush, Thompson.
Mr. Rush made a motion to approve Tecumseh Public Schools to utilize a portion of their sales tax funds to
pay for Transportant annual subscription of $17,000 yearly. Seconded by Mrs. Thompson the vote was:
AYE- Thompson, Rush.
MINUTES- A motion was made by Mrs. Thompson and seconded by Mr. Rush to approve the minutes of
October 21, 2025. The motion carried with the following vote: AYE- Thompson, Rush.
PAYROLL- A motion was made by Mrs. Thompson to approve payroll for October 1 thru October 15, 2025
with raises in the county clerk and treasurer, a new hire in the treasurer, and one retiree in the court clerk.
Seconded by Mr. Rush the vote was: AYE- Thompson, Rush.
TRANSFERS OF APPROPRIATIONS- Mr. Rush made a motion to approve the following transfers of
appropriations: Sheriff- $35,787.96 from salaries to M & O; Tecumseh Schools- $72,400.00 from capital
outlay to M & O. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
BLANKET PURCHASE ORDERS- Mr. Rush made a motion to approve the blanket purchase orders.
Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
RESOLUTION- A motion was made by Mr. Rush to approve a resolution concerning bridge inspection
responsibility by local government for compliance with national bridge inspection standards. This will be
done by Circuit Engineering District. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
SOUTH ROCK CREEK SAFETY PROJECT- A motion was made by Mrs. Thompson to approve Tapco
material purchase, state contract #SW685, South Rock Creek safety project, Pott County District 3, for
$92,881.09. A reimbursement will be made by tribal safety grants. Seconded by Mr. Rush the vote was:
AYE- Rush, Thompson.

TIMBERSTONE WAY PROJECT- A motion was made by Mrs. Thompson and seconded by Mr. Rush to
approve the Pott County District 3 Timberstone Way project for $51,400.00. The motion carried with the
following vote: AYE- Thompson, Rush.
PROPERTY DONATION- No action was taken regarding Pott County District 3 donating 117M South
Maud, Blk 3 Lot 13, to the City of Maud.
REAPPOINTMENT- Mr. Rush made a motion to approve a reappointment of Abby Thompson to the E911
Board of Trustees, term to expire April 2028. Seconded by Mrs. Thompson the vote was: AYE- Thompson,
Rush.
APPOINTMENT- Mr. Rush made a motion to approve the appointment of Ed Williamson to represent
District 2 on the E911 Board of Trustees, Term to expire April 2028. Seconded by Mrs. Thompson the vote
was: AYE- Rush, Thompson.
RECEIVING OFFICER- A motion was made by Mrs. Thompson to approve Nichole Knutsen replacing
Carlee Shrum as receiving officer for all county clerk accounts. Seconded by Mr. Rush the vote was: AYE-
Rush, Thomspon.
Mr. Rush made a motion to approve Nichole Knutsen replacing Carlee Shrum as receiving officer for all
county school account. Seconded by Mrs. Thompson the vote was: AYE- Rush, Thompson.
