And I've been at the library since January. I wanted to say a few things about Saturday, April 20th for our Touch a Truck event. First, I wanted to give thanks to the people who made the event possible. Paul Volpe, our village manager, Andrew Hawk, our police chief, Mike Terzel, our fire chief, Peter Gunther, our public works director, and Alan Schmidt, our director of recreation at Elmwood Parks and Recreation Department. Our event was made possible by the result of five groups within the village coming together as a team. I would also like to thank the library board members for the support and the direction of the library. I am not from Elmwood Park, but even when I first started at the library, I was always told that it was a close-knit community, and that Saturday was proof of that. And because of that, I am planning on relocating to Elmwood Park. Also, I want to thank Culver's for helping the library with our events, and I am looking forward to our next event that we do with the village. Thank you. You guys did an awesome job. Thank you. Okay. Just want to add one more thing. Chris Pesco, by the way. Gito did a great job of helping out and bringing all the vehicles over. I just have a couple things. Mr. President, the Garden Club is going to try again to have their garden walk this year. It's sometime in July. Okay, good. And tonight the board is going to consider a proclamation for National Municipal Clerks Week. I just wanted to say a couple words. For the past 11 years, I've had the privilege of serving as your clerk. It's been a truly rewarding experience, and I'm incredibly honored to continue in this role. I've witnessed the dedication of this board, and I'm constantly impressed by all of your commitment to the improvement of our great village that we lived in. I look forward to working alongside all of you, hopefully for many years to come, and providing continued support in ensuring smooth board operations. So job well done, Library Board and Director Consiglio. Last week, we had the privilege of cutting the ribbon on the new Zax Car Wash that opened up across the street. A little history on Zach's. It's a privately owned, it's a young couple who bought it. It's his first venture into his own car wash. And they're looking to relocate here into town. So we wish them nothing but the best. They are offering free car washes this week for anybody that wants to stop by. And then lastly, last week, there are plans, or a couple weeks ago, plan zoning and development met in these chambers. Mr. President, I'd just like to report that the Finance Committee met this evening at 5.15 p.m., reviewed the bills and vouchers for the month of April 2024, and unanimously recommended same for approval. Yes, in an effort to relieve one of the items from the manager's report, in addition to the dozen resolutions and ordinances that you have on the consent agenda, There's an ordinance under new business and trustee Sivaginovic just touched on it. The village acquired 1612 North 74th Avenue several months ago with the intention to construct a public parking lot that necessitates rezoning the property from R1 residential to B2 general district and granting a special use. And there's an ordinance under new business that accomplishes that. Thank you. Mr. President, the Village has negotiated terms to acquire both 2724 North Harlem and 2728 North Harlem. 2724 is a mixed-use building. 2728 is a single-story commercial property. The Village already owns 2720 North Harlem, so when taken together, these three parcels will provide 200 feet of frontage along Harlem Avenue. in the village will now consider redevelopment opportunities once this acquisition is complete the board will be asked to approve a contract to purchase sixteen eleven north seventy seventh court purchase prices three hundred fifteen thousand which is consistent with the recent appraisal commission by the village once acquired the village will take the necessary steps to demolish the existing structure and build another public public parking lot the board will be asked to ratify my approval of a proposal from standard friends company to install a six-foot uh... high chain link fence around the salt facility on grand avenue included our two sets of double swing gates in the total cost is forty two thousand nine hundred twenty five dollars also uh... with respect to the salt facility the board will consider a proposal from freedom buildings and to install in addition to the existing salt building on grand avenue as you've seen the west end of the salt building is enclosed in this edition will extend the arch to the east by thirty five feet And then the east end will be enclosed with an overhead door and a service door for access. The addition will allow us to store more salt and fully cover it, and the cost is $45,368.51. The board will be asked to approve a proposal from Mad Bomber to conduct a fireworks show at the July 4th celebration. Like in previous years, the village will share equally in the cost with the Oak Park Country Club. The total cost is $30,000, of which, again, the village will pay half. The board will consider a proposal from Osvaldo Moreno to replace damaged bricks and tuck point as needed the agreed upon areas throughout the village hall building at a cost of $19,000. The board will consider proposal from Sound Thinking Inc to provide shot spotter gunshot detection system. The Elmwood Park Police Department has had access to ShotSpotter through Chicago's subscription. Recently, Chicago announced its intent to cancel ShotSpotter. This is of grave concern to us because Elmwood Park Police Department finds it a useful and valuable tool in responding to gunfire that is detected. As such, we are proposing to subscribe to the service directly. If approved, ShotSpotter will essentially cover the entire village of approximately 1.7 square miles. While this is a three-year agreement, the Village might choose to refine that coverage area after the first year. The proposed cost for the first year is $75,000, but that could change, even be reduced in years two and three if the coverage is lessened. On April 15th, 2024, the Village opened sealed bids related to the 2024 asphalt repair. Two bids were received. The low bid of $1.76 per square foot was provided by Paveworks. The Board will be asked to authorize a related contract. On that same day, April 15th, the village opened sealed bids for its 50-50 concrete sidewalk program. Two bids were received. The low bid of $8 per square foot was provided by CAD Construction. Following a review of the specifications, it was determined that some changes needed to be made, so the board will be asked tonight to reject all the bids and enter into a one-year revised contract with CAD Construction. The board will be asked to approve a proposal from Standard Equipment to purchase a new... new Elgin Pelican Street Sweeper. The total quoted price is $325,995. Payment is due upon delivery of the sweeper. And lastly, the Board will be asked to consider a proposal related to our medical, dental, life, and voluntary vision insurance. The proposal was provided by our insurance broker, Provant Group. Our current contract expires June 30, 2024, and the Board has been provided with an executive summary prepared by Provant. In summary, Provence again recommends that we renew health and prescription drug coverage with Blue Cross Blue Shield. The total cost is $3,866,638. That's an approximate 18% increase from our current cost. This reflects all discounts associated with the renewal of ancillary products with Blue Cross Blue Shield. The increase is largely based on our experience, which reflects a relatively high number of large claimants. While the renewal rates for medical and pharmacy are going up rather significantly this year, It is important to note that Provence did negotiate rather modest increases in the recent renewals, and the village has had several rather serious claims since then that are now serving to drive up our overall costs.
