Re: Consideration to award the Freedom Fest Fireworks contract to Fireworks &
Stage FX America in the amount of $30,000.
4. Authorization to Award Contract - City Hall HVAC Metasys Upgrade
Re: Consideration to award the contract for the City Hall HVAC Metasys Upgrade to
Bedard Controls, in the amount of $48,070.
5. Amendment No. 4 to Consultant Services Contract - Main Street
Reconstruction Project
Re: Consideration of Amendment No. 4 to QK, Inc. Service Agreement for the Main
Street Reconstruction project, at an agreed-upon fee of $79,150.
6. Asphalt Grinding Program for Fiscal Year 2025-2026
Re: Consider authorizing staff to utilize annual grinding contractor J. Mack
Enterprises, Inc. for Fiscal Year 2025-2026 Street Maintenance and Overlay
Program.
7. Annual Emulsion Program for Fiscal Year 2025/2026
Re: Consider authorizing staff to secure an emulsion distributor for the Fiscal Year 2025/2026
Self-Performed Street Maintenance Program.
8. Street Striping Program for Fiscal Year 2025/2026
Re: Consideration of authorizing staff to utilize annual striping contractor T&T
Pavement Markings and Products Inc. for Fiscal Year 2025/2026 to support the Self-
Performed Street Maintenance and Overlay Program.
9. Authorization for 2025/2026 Annual Asphalt Maintenance Program Hauling
Services
Re: Consideration of Council authorization to utilize an annual hauling services contractor, Mike
Clark Trucking, for the Fiscal Year 2025-2026.
10. Request for Approval of the Self-Performed Street Maintenance Program for
Fiscal Year 2025/2026
Re: Considering approval of the 2025/2026 Self-Performed Street Maintenance Program and
authorizing the expenditure of $3,000,000.
11. Tule River Parkway, Phase 3 Budget Augmentation
Re: Council to consider the appropriation of $440,000 for the needed additional work
and contingencies for the Tule River Parkway, Phase 3 Project, and consider a draft
resolution in support of the Program Supplement to Cooperative Agreement.
12. "Center" Friant-Kern Canal Turnout & Basin Project Budget Augmentation
Re: Consideration to authorize the appropriation of $44,000 in Water Replacement
Funds and ten percent contingency for the necessary budget augmentation for the
"Center" Friant-Kern Canal Turnout and Basin Project located just north of Avenue
160 at the Friant-Kern Canal.
13. Intent to Set a Public Hearing to Transition to Phase III of the City's Water
Conservation Plan

Re: Consideration to approve the Community Civic Event application submitted by
the Porterville Kiwanis Club to hold the "Mother's Day Vendor Market" event on
Sunday, May 11, 2025, from 10:00 AM to 5:00 PM at Veterans Park.
15. Approval of Community Civic Event - Tulare County Junior Livestock Show
and Community Fair - Porterville Fair - May 14-18, 2025
Re: Consideration to approve the Community Civic Event application from the Tulare
County Jr. Livestock Show and Community Fair, to hold the Porterville Fair from
Wednesday, May 14, 2025, to Sunday, May 18, 2025.
16. Approval of Community Civic Event - Porterville Kiwanis - 2nd Annual
Watermelon Festival - July 13, 2025
Re: Consideration to approve the Community Civic Event application submitted by
the Porterville Kiwanis Club to hold the "2nd Annual Watermelon Festival" event on
Sunday, July 13, 2025, from 10:00 AM to 6:00 PM, at Veterans Park.

Changes
Re: Conduct a public hearing to receive public comment on proposed changes to
public transportation services in response to projected funding reductions, consider
three service modification options presented by staff, and provide direction on a
preferred course of action.
22. Della Farms Residential Development
Re: Council to hold the Public Hearing to receive public comments, and consider the
adoption of the Initial Study/ Mitigated Negative Declaration, a resolution amending
the General Plan Land Use Diagram, a resolution approving the Conditional Use
