CONSENT CALENDAR
All Consent Calendar Items are considered routine and will be enacted in one motion. There

1. Approval of Draft Minutes of August 5, 2025
Re: Considering approval of the City Council draft Minutes of August 5, 2025.
2. Acceptance of Donation of Gym Equipment
Re: Consideration to accept a donation of exercise equipment valued at approximately
$5,200 from Planet Fitness for use at the City’s three fire stations.
3. Authorization to Execute Consultant Services Contract - QK Surveying and Topography
Re: Consideration to authorize the execution of a Consultant Services Agreement with QK,
Inc. in the amount of $220,660 for surveying and topography services for the Westwood
Area (Westwood Street, Westfield Avenue, Mathew Street, and Henderson Avenue).
4. Authorization to Award Contract - Fourth Street Water Replacement Project
Re: Consideration to award the Fourth Street Water Replacement Project to 99 Pipeline,
Inc. in the amount of $757,018, authorize progress payments up to 100% of the contract
amount, approve a 10% contingency for unforeseen costs, and approve a 10% allocation
for construction management, surveying, quality control, and inspection services, with total
funding not to exceed $908,420 from Water Replacement Funds.
5. Authorization for Street Closure - Pioneer Days & Rib Cook-Off
Re: Council to consider the temporary closure of Main Street from Morton Avenue to
Putnam Avenue, and on Harrison Avenue, Thurman Avenue, and Cleveland Avenue from
Division Street to the alley just east of Main Street, on October 4, 2025, from 5:00 AM to
4:00 PM, for the annual Pioneer Days & Rib Cook-Off event.
6. Approval of the Fiscal Year 2025/2026 ESRI Software Annual Maintenance Agreement
Renewal
Re: Consideration to approve the renewal of the Environmental Systems Research Institute
(ESRI) annual maintenance agreement for Fiscal Year 2025/2026 in the amount of $12,535.
7. Approval of Joint Funding Agreement with Kern Community College District for a Part-
Time Reserve Police Officer

Re: Consideration to approve the Joint Funding Agreement with Kern Community College
District for a part-time Reserve Police Officer at Porterville College for the period of July 1,
2025, through June 30, 2026, with all costs fully funded by the district.
8. Approval of Joint Funding Agreement with Porterville Unified School District for School
Resource Officers
Re: Consideration to approve the Joint Funding Agreement with Porterville Unified School
District for four School Resource Officers for the period of July 1, 2025, through June 30,
2026, with PUSD funding sixty-five percent of salary and benefits.
9. Status and Review of Declaration of Local Flood Emergency
Re: Review of the Declaration of Local Emergency made on March 13, 2023, concerning the
significant weather event and impacts relative to flood event.
10. Approval of Memorandum of Understanding Between the City of Porterville and the
Porterville Peace Officers’ Association
Re: Consider the approval of the Memorandum of Understanding between the City of
Porterville and the Porterville Peace Officers’ Association for the period of July 1, 2025,
through June 30, 2027; and the adoption of a Resolution ratifying the MOU and amending
the Employee Pay and Benefit Plan to reflect its provisions.
11. Approval of Memorandum of Understanding Between the City of Porterville and the
Public Safety Support Unit
Re: Consider the approval of a Memorandum of Understanding between the City of
Porterville and the Public Safety Support Unit (PSSU) for the period of July 1, 2025, through
June 30, 2026; and the adoption of a Resolution ratifying the MOU and amending the
Employee Pay and Benefit Plan to reflect its provisions.
12. Approval of a Memorandum of Understanding with the Porterville City Employees
Association
Re: Consider the approval of a Memorandum of Understanding between the City of
Porterville and the Porterville City Employees Association (PCEA) for the period of July 1,
2025, through June 30, 2026; and adoption of a resolution amending the Employee Pay and
Benefit Plan for PCEA-represented positions.
13. Approval of a Memorandum of Understanding Between the City of Porterville and the
Management & Confidential Series
Re: Consider the approval of a Memorandum of Understanding between the City of
Porterville and the Management & Confidential Series (MCS) for the period of July 1, 2025,
through June 30, 2026; and adoption of a resolution amending the Employee Pay and
Benefit Plan for MCS-represented positions.

14. Public Hearing and Approval of Vesting Tentative Parcel Map 2025-001 and Conditional
Use Permit PRC 2024-025-C
Re: Hold a public hearing, and consider the adoption of resolutions approving Vesting
Tentative Parcel Map 2025-001 and Conditional Use Permit PRC 2024-025-C, subject to
conditions of approval, to subdivide a 0.95± acre parcel at 905 S. Wisconsin St. (APN 268-
080-029) into four parcels.

15. Second Reading - Ordinance No. 1915, Amending Chapter 17, Article XV, Section 17-15,
Prima Facie Speed Limits Determined on Certain Streets
Re: Adoption of an ordinance amending Chapter 17, Article XV, Section 17-15 of the City of
Porterville Municipal Code, Prima Facie Speed Limits Determined on Certain Streets, which
lowers the posted speed limit on Westwood Street, from the Tule River to Henderson
Avenue, from 40 mph to 35 mph.
16. Second Reading - Ordinance No. 1916, Amending Article 611 of Chapter 21
("Development Code"), Series 600 Concerning Environmental Review Procedures and
Preparation of Environmental Documents by Consultants
Re: Adoption of an ordinance amending Article 611, Chapter 21 (“Development Code”),
Section 611.02, to revise CEQA environmental review procedures, allow applicants to hire
qualified consultants under Council-adopted policy, and repeal Section 611.04.

17. Eastern Tule Groundwater Sustainability Agency Committee Vacancy
Re: Council to consider the appointment of an individual to serve as the City of Porterville's
alternate on the Eastern Tule Groundwater Sustainability Agency Committee.
18. Comprehensive Review and Modernization of Article 305 – Signs of Porterville
Development Ordinance
Re: Council to provide feedback and direction on proposed updates to the City’s Sign
Ordinance, intended to streamline regulations by retaining only provisions necessary to
protect public safety, health, and welfare, while removing unnecessary requirements and
supporting a more business-friendly environment; and direct staff on next steps, including
scheduling a public hearing for potential adoption of the ordinance.
19. Consideration of Additional Funds for the Main Street Reconstruction Project - Decorative
Street Light Poles Restoration
Re: Consideration of options for restoring decorative streetlight poles as part of the Main
Street Reconstruction Project, located on Main Street between Morton Avenue and Olive
Avenue.
