The Highfill City Council will meet on Tuesday, April 14, 2026, to address several important items affecting our community. Residents are encouraged to attend and participate.


Meeting Participation Guidelines:

Sign-In Required: All attendees must sign in at the entrance before being seated. This helps the city maintain accurate attendance records and ensures a smooth start to the meeting.
Meeting Materials: Scan the QR code at sign-in or visit the City of Highfill website to view the meeting packet.
Public Comments: To speak during the meeting, sign your name and address on the sheet provided at the podium before the meeting begins. The Mayor will invite public comments during the designated section, allowing everyone a fair opportunity to contribute.

Resolution 2026-13: Appointing a council member to Position 2, Ward 3, City Council
Resolution 2026-14: Approving an agreement for inspection services between the City of Highfill and the City of Elm Springs

Resolution 2026-16: Amending the City’s non-uniformed personnel policy regarding accrued vacation time
Ordinance 2026-7: Amending municipal code regarding zoning of land owned by County Door, LLC

Ward 3 Council Seat (Resolution 2026-13)
The City Council will consider appointing a member to fill the vacant Ward 3, Position 2 seat. Residents interested in serving are encouraged to learn more about the role and application process.

Approval of Interim Inspection Services for Elm Springs (Resolution 2026-14)
The City Council will review a proposal to temporarily provide inspection services to Elm Springs. Highfill City Inspector Jeremy Johnson would perform inspections. Elm Springs would pay $50 per hour plus mileage. Either city could end the agreement at any time. This ensures inspections continue uninterrupted to protect public health and safety.

Vacation Leave Sell-Back Policy Update (Resolution 2026-16)
The City Council will consider a policy update allowing eligible full-time, non-uniform employees to sell back accrued vacation time. Employees could sell up to 80 hours per year while maintaining a minimum balance of 80 hours.

Employees must submit requests at least 30 days in advance, and department heads and the Mayor must approve all requests. The City will pay approved hours at the employee’s regular rate, subject to taxes and payroll processing. The policy excludes police and fire personnel and limits sell-backs to once per year.

Proposed Rezoning of County Door, LLC Property (Ordinance 2026-7)
This ordinance proposes an amendment to the City of Highfill municipal code regarding the zoning classification of land owned by County Door, LLC. Zoning changes help guide how property can be used and developed, supporting long-term planning, economic growth, and compatibility with surrounding land uses.

The property is currently zoned R-R and R-1, and the applicant requests rezoning to C-2 (General Commercial). The applicant plans to construct an 80×80 building for storage and service operations with a small office. Most activity would involve service trucks, with limited customer traffic.

C-2 zoning supports a variety of commercial uses, including retail, restaurants, offices, and service businesses. The City typically applies this zoning near major roads and commercial areas.

Creation of Industrial Development Authority (Ordinance 2026-8)
The City Council will consider an ordinance to establish the Highfill Northwest Arkansas Industrial and Technology Development Authority. If approved, the City will petition the Benton County Circuit Court to formally create the authority.

This authority would support economic development efforts, including industrial and technology growth within the region.
