subject to approval by the Council at a subsequent meeting. All votes are unanimous unless otherwise stated.
COUNCIL MEETING
Mayor From called the January 13, 2026, regular meeting of the University Heights City Council to order at 7:00 p.m.
Present: Mayor Louise From. Council Members: Mackenzie Dwyer, Nick Herbold, Liesa Moore, Tim Schroeder, Doug Swailes.
Staff present: City Administrator Troy Kelsay, City Attorney Steve Ballard, City Clerk Mike Haverkamp, Engineer Ryan Foley,
Police Chief Chris Akers, City Treasurer Jon Brown, City Financial Consultant Steve Kuhl.
Absent: No one.
Also present: Mandy Remington, Johnson County Board of Supervisors; John Olson, Kronlage & Olson, via Zoom; Pat Yeggy,
via Zoom.
City Attorney Ballard swore in the Mayor and Council members for the 2026-27 term.
The minutes of December 9, 2025, regular council meeting were approved by unanimous consent.
Public Comments: The following addressed the council with their concerns:
Mandy Remington spoke as the Johnson County Supervisor representative to University Heights.
Mayor’s Report:
Mayor From thanked Dave Conrads and Lisa Haverkamp for their service on the City Tree Board.
John Olson, Kronlage & Olson, spoke regarding City’s annual examination for FY25, which is part of the agenda packet for the
meeting and available at the City Community Center.
Motion by Herbold, seconded by Moore, to accept the Annual City Examination Report for FY25 prepared by Kronlage &
Olson. Carried on a unanimous voice vote.
Mayor From congratulated Carol Ann and Scott Christiansen as her City MVPs for 2025 for their outstanding work maintaining
the City Garden on Melrose Avenue.
Motion by Moore, seconded by Herbold, to approve Resolution No. 26-01, ratifying the mayor’s appointments to the Board of
Adjustment and Zoning Commission

Legal Report: A written report was presented.
Motion by Moore, seconded by Dwyer, to approve Resolution No. 26-02, setting date for the sale of General Obligation
Corporate Purpose Bonds, Series 2026 and authorizing the use of a preliminary official statement in connection therewith.

Motion by Moore, seconded by Schroeder, to approve Resolution No. 26-03, establishing a post-issuance compliance policy,
regarding compliance with federal tax-exemption law after the issuance of tax-exempt bonds.
