February 9, 2026 at the White Pine County Road Department, Ely, Nevada.

Co-Chairman Garcia motioned to approve the minutes of January 21, 2026, with Member Troutt
seconding. Motion carried.
Discussion/for possible action/possible approval of increase to secretary salary from $150 to
$200; effective January 1, 2026
Co-Chairman Garcia motioned to approve an increase in secretary salary to $200, effective
January 1, 2026. Member Panagopoulos seconded. Motion carried.

White Pine Tour and Rec- None
White Pine County Commission- Discussed the upcoming County Commission agenda item to
reassign a new liaison.
White Pine Horse Race Committee- Having a meeting February 27th at 5:30 located at Smash
& Grab
Beta Sigma Phi- Discussed fixing windows and landings from facility repairs and maintenance.
White Pine Production- None
Firemen’s Dinner/BBQ- None
White Pine County 4-H- None
White Jr. Livestock- Member Mangum stated that beef is up 13, next to feed are turkeys.
Miscellaneous Fair Weekend Updates- None
Discussion/for possible action/to re-establish a SNPLMA Approvement committee
Chairman Noyes tabled this agenda item until after the county commission meeting.
Discussion/for possible action/SNPLMA/Budget conversation
Discussed the possibility of the county dividing net proceeds and reducing Ag 13 budget.
Member Panagopoulos expressed his concern for the board to spend all the money in our budget
to protect it from it being reallocated to other organizations. Traditionally the board has been
conservative with their money and that it has taken many years to build up the funding we
currently have. Hoping that the board will keep this in mind while discussing the budget before
just reacting.
Member Troutt stated that years ago the argument was to be fiscally responsible to be able to
make large purchases as needed. Expressed feelings of being conservative in the past and
currently needing to prioritize upcoming projects.
Chairman Noyes expressed his concerns from the past when the board had left over money in the
budget the budget was cut for the following year. Stated that if the board continues to not
improve the things that need improved, we will not be able to hold a fair and the board as of now
can no longer wait for SNPLMA.
Burdick (Maintenance) stated we could be months out from hearing a response from SNPLMA
on appendix L. Agreed that initiative needs to be taken on certain projects with the understanding

that money will need to come from the board without the possibility of being reimbursed by
SNPLMA.
Coombs stated originally the deliverables for SNPLMA included all the projects of appendix L.
Stated there was a request sent to change the deliverable to the event center but believes that
request was never responded to by SNPLMA, is under the impression that SNPLMA is still
operating under the original list.
Chair Noyes discussed needing to figure out who the SNPLMA contact is and figuring out where
we stand on appendix L.
Discussion/for possible action/Capital Improvements/Major Purchases
a. FY 2026
 Permanent Stage for Fair; $20k [150K]
14’ x 26’ max size. Wired for acoustics with surrounding sides, enter from the
front (ramp), grounded outlets on the floor and ceiling for lighting. Needs to
be engineered for snow and wind load. Needing a very specific RFQ and
ADA accessible.
Member Troutt motioned that we get a quote from Basin Engineering (BJ) to
write an RFQ only for the permanent stage not to exceed $25k. Co-Chairman
Garica seconded. Motion carried. Oversite of the RFQ will come later. Troutt
and Burdick will work together with BJ.
 Metal Siding for buildings-$29K previously approved. To move forward per
Burdick (Maintenance) needs official quotes from the companies. Member
Mangum will obtain.
 Fairground Improvements- $180K
Repair Grandstands- Priority one per Chairman Noyes. Discussed making all
necessary improvements regardless of SNPLMA. Member Panagopoulos
suggested that we budget $100K toward grandstand repairs. Member Troutt
agreed.
Track Railing- Priority two. Discussed the previous approval to move forward
with the quote from Gabe Lopez for railing not to exceed $36K (concrete).
Pounding the posts was $20K and feel that pounding the posts would be
sufficient.
Member Troutt received a quote from Basin Engineering for $2,700 for them
to survey the existing footprint to ensure the new track placed in the same
place. Suggested that we use money from the contracted services budget. Mr.
Lynskey stated that after a discussion with Mr. Lopez he was confident that he
was able to survey and place the track himself. Burdick stated he would
contact Lopez.

Sound System- Priority three $60k
 Track Groomer- Coombs stated a track groomer would cost $12,250. Tour
and Rec may be receiving a grant to help with some of the cost. Co-Chair
Garcia motioned to purchase a track groomer with Ag Districts financial
contribution not to exceed $10k. Member Troutt seconded. Motion carried.
 Skid Steer for Facility- Discussed waiting to move forward with purchasing.
Comfortable with the small tractor currently in use.
Member Troutt discussed the past purchase of the Ag District for a Zetor
tractor. Stated that if the tractor was to be auctioned off the money would go
back to the Ag District. Currently the tractor needs general maintenance, new
tires, batteries and hydraulic lines. Breaks are non-operable unsure what all
would need fixed for them to function. (Member Troutt had quotes for
everything listed). The tractor is 29 years old, is challenging to find parts for
and is not powerful enough to pull the black widow drag.
Member Panagopoulos motioned for Member Troutt to auction the Zetor as is
with a minimum bid based on site value of like tractors. Member Mangum
seconded. Member Troutt abstained as the member posting the item up for
auction. Motion carried.
b. EQUIPMENT UNDER 5K
 Display Cases/WPC Fair- All that is needed are casters for the display cases
money for material. would come from facility repairs and maintenance.
Member Panagopoulos suggested that the board ask FFA or the Highschool to
fabricate the rollers.
Member Troutt motioned for the board to purchase the materials and have
member Panagopoulos reach out to possible volunteers. Member Backhaus
seconded. Motion Carried
 Sorting Alley- Co-Chairman Garcia motioned to purchase the sorting allies.
Member Backhaus seconded. Motioned carried.
 Pavers- Discussed the necessity of the pavers for the drainage system roughly
$5,500 from facility repairs and maintenance.
Discussion/for possible action/consideration for permission to have an RFQ written for the
permanent stage
Delayed due to staffing changes with the County those with access to Beacon Bid to post our
own RFQs are no longer employed with the county. Discussed working with Basin Engineering.

January. Member Panagopoulos seconded. Motion carried.
