3. Public Comment
Luis Morales, resident and business owner in Asbury Park, had concerns regarding the
parking of permitted vehicles in the Central Business District. Specifically, along Cookman
and Bangs Avenues. Employee and Residential permit holders are not permitted to park on
these roads between 10am and 10pm but he is concerned the City’s parking enforcement
system is not working as intended. Resulting in these permit holders being able to utilize
these spaces all day and prohibiting visitors to the city from using them. He also proposed
the implementation of a four-hour limit on parking in the Central Business District in
addition to the metered parking. Staff stated they will investigate whether the
enforcement system is operating as intended and address any issues that are found. The
implementation of a four-hour limit as well as metered parking has been discussed in the
past and was found to have logistical concerns regarding implementation and enforcement
however, the Parking Committee asked Staff to review the strategy and its feasibility.
4. Matters from the Director of Transportation
a. Monthly Parking Report
Staff presented the Parking Committee with the monthly Parking Report that illustrated
December 2025’s parking revenue was 27083% lower than December 2024’s revenue.
Staff continued with the Review of Parking Meter Maintenance. The Committee was made
aware two kiosks are currently inoperable. Staff is continuing to address kiosk issues found
during the previous months review and was able to address faded screens, inoperable or
damaged card readers, and malfunctioning keyboards at dozens of machines.
5.64% of parking tickets issued, or 161 in total were voided in the month of December. The
largest reasons being Officer Adjusted with 70.81%, Ticketed While Paying with 13.04%, 0%

to valid permit holders, 4.97% due to User Error, Duplicate Ticket with 3.73%, One Time
Courtesy with 5.59%, and Subject Paid with 1.86%.
In the month of December, the Mattison Avenue charging station had an average of 19.15
hours of utilization and 72.37 kWh dispersed per day, the Seventh Avenue charging station
had an average of 18.99 hours of utilization and 88.15 kWh dispersed per day, and the
Springwood Avenue charging stations had an average of 0.24 hours of utilization and 0.84
kWh dispersed per day

a. Transportation Ordinance Update
Staff informed the Committee of the Transportation Update Ordinance adopted by City
Council and that it included the Committee’s recommendations for one way traffic patterns
along Bridge Street, New Street, and Pine Street and Residential Only Parking along the
east side of Bergh Street between First Avenue and Second Avenue. These regulations will
be going into effect tin Spring 2026.

revenue which is 8.78% higherrevenue than collected in Januaryof 2025which saw an approximated
total revenue collected of $189,427.70.
